Haaretz comments: "It is difficult to know what eventually led the
government to discuss the chopping down of Palestinian olive trees by thugs
from the settlements. Perhaps it was the media coverage, or the change of
guard at the head of the cabinet table. Or maybe it was the complaints filed
by the Yesh Din human rights organization on behalf of the Palestinian
victims that ended up on the table of the attorney general, or the fact that
the chopping down of olive trees - as opposed to other injustices done in
the territories - is perceived by the public as an absolute evil, without
extenuating circumstances... The chopping down of olive trees by state
representatives, just like the appropriation of private agricultural land
and the exploitation of every inch of non-private ground for the purpose of
expanding the settlements, is a routine matter in the territories. The
difference between the injustice caused by the state authorities and the
damage done independently by groups of settlers lies in the fact that the
latter is an indication of the depth of anarchy and abandonment that
characterizes the way of life of the settlers in the territories... Settlers
have chopped down thousands of olive trees - more than 2,000 according to
the defense minister's count - since April, and all the Yesha Council had to
say about it was that it could be provocation. A response such as this from
an institutionalized settler body is an indication that these are not the
actions of a group of renegades or loose cannons, but ideological vandalism
backed by the settlers and the authorities."

The Jerusalem Post writes: "The idea behind the Law of Return, that anyone
with a single Jewish grandparent - who therefore would have been Jewish
enough for Hitler to murder in his gas chambers - will be offered
citizenship in the Jewish state, was and remains a noble one. But it was not
imagined that the proportion of new immigrants who qualified under the Law
of Return and yet were not halachicly Jewish would rise so high... It is
hard to fathom how such a situation is justifiable from a Jewish
prospective, let alone social and national ones.
With a mere 1,166 converts from the former Soviet Union last year, it is
fair to say that Israel is failing to seize a historic opportunity. While
this number is higher than the previous year's figure of 682, it merely
reflects the completion of conversions begun well before 2005, and at any
rate is very low in absolute terms.

Hatzofeh strongly criticizes an idea by one of Prime Minister Ariel Sharon's
advisers that he head Kadima's Knesset list despite his condition and says
that it stems from concerns over Acting Prime Minister Ehud Olmert's ability
to attract votes.

Yediot Aharonot suggests that while both the government and Palestinian
Authority Chairman Mahmoud Abbas would have liked for the Palestinian
legislative elections to be postponed, neither was willing to be seen as
directly responsible for their postponement, and thus the elections will
take place.

Yediot Aharonot, in its second editorial, refers to US evangelist Pat
Robertson's recent remarks that Prime Minister Ariel Sharon's condition is a
punishment from God for enacting the Disengagement Plan. The editors hint
that National Union MK Rabbi Benny Elon should sever his friendship with
Robertson due to the latter's outlandish views on many topics.

1.  US Intervenes in Israeli Elections: Administration Backs Olmert

Acting PM Olmert has been invited to visit Washington next month, and a PA newspaper reports that the U.S. has asked the PA and Arab countries to make Olmert-supporting gestures.

Acting Prime Minister Ehud Olmert, who has replaced Ariel Sharon as the Kadima Party's prime ministerial candidate, is to visit Washington in February, just a month before Israel's national elections. Visits of this type invariably add to the invitee's stature in the perception of Israel's domestic public, and this will therefore help Olmert as the elections approach.

Olmert is also expected to become Israel's Prime Minister in the coming days, when Attorney General Menachem Mazuz declares that Sharon has become permanently incapacitated.

In addition, the U.S. has informed the PA and Arab countries that Olmert's stature must be strengthened as the elections approach in order that he "continue the process that Sharon started." So reports the PA's Arabic-language Al-Manar newspaper.

U.S. Secretary of State Condoleeza Rice issued a statement last night, commending Olmert on his apparent decision to permit eastern Jerusalem Arabs to participate in the PA elections later this month.

Most reports do not note that the Israeli decision stipulates that Hamas ballots will not be allowed into the Jerusalem post offices in which the voting will take place. Olmert informed Rice of this on Tuesday. In any event, the Israeli decision must be finalized at Sunday's Cabinet meeting.

Rice, in her statement praising Olmert's decision, stated the United States' view that there is no place in the political process for groups or individuals who espouse violence and reject Israel’s right to exist. “To participate in a peace process of Israelis and Palestinians," she said, " the Palestinian partner must at least accept Israel's right to exist. To implement agreements on movement and access for the Palestinian territories, the Palestinian partner must be committed to preventing violence."

The Al-Manar newspaper reported that the U.S. is conducting secret contacts with the Palestinian Authority and Arab countries in an effort to have them help strengthen Olmert's stature. The U.S. informed them that it is interested in having Olmert head Kadima and "continue the process that Sharon began to solve the Palestinian-Israel conflict." The paper further reports that the Americans feel that Olmert is a "smart leader who will be able, with his advisors, to lead the peace process and rebuff the political machinations against him."

The U.S. even informed Olmert, according to the paper, that it would like him to keep Sharon's advisors on his team, especially Dov Weisglass and Shimon Peres.

2.  Mini-Crisis of Leadership in the Likud

Amidst conflicting reports of intra-party tensions, Netanyahu has finally convinced the Likud ministers to resign from the government. Holdout Foreign Minister Shalom will quit on Sunday.

The still-developing story began last night with the report that Likud Party leader Binyamin Netanyahu had informed the four Likud government ministers that they must quit the government.

The four ministers in question are Foreign Minister Silvan Shalom, Education Minister Limor Livnat, Health Minister Danny Naveh, and Agriculture Minister Yisrael Katz. Netanyahu himself resigned as Finance Minister this past August - shortly before, and in protest of, the expulsion from Gush Katif and northern Shomron.

Netanyahu told the four that he was reinstating his original decision of last week that the Likud must quit the government. That decision, however, was suspended for reasons of "national responsibility" when Prime Minister Ariel Sharon took ill. "We have a responsibility to the country," a senior Likud source said at the time, "and this not the time to discuss resignations." Netanyahu himself said then that all politicking should be put on hold for a few days.

However, in light of the fact that Kadima Party leaders themselves have already resumed politicking, Netanyahu decided that the Likud need no longer hold back from political moves. "Kadima is taking actions that mean the division of Jerusalem," he explained last night, "and the Likud cannot be an alternative to the regime while sitting in the government and carrying out its policies."

The four ministers, led by Netanyahu's rival Foreign Minister Shalom, decided not to accept the decree so fast. They first announced that they would not resign, and were greeted with threats that Netanyahu would instruct his many supporters in the Central Committee not to vote for them in today's party primaries.

The ministers then said, later this morning, that they would resign - but only on Sunday, after today's party primaries. Reports of a rebellion within the Likud filled the news reports.

By 11 AM, the Likud ministers apparently decided that they had gone too far. First Yisrael Katz, then Ministers Livnat and Naveh, deposited their resignation letters with Netanyahu or with the Cabinet secretariat, or said they would do so within a short time.

Naveh gave a letter to the Cabinet, stating his intention to resign but adding, "The time of the resignation is not yet known, and will be determined by MK Binyamin Netanyahu."

The lone hold-out was Minister Shalom, whose #2 place on the Likud list was reserved for him after the internal elections for party leader several weeks ago. In addition to flexing his muscles against Netanyahu, he was said not to want to resign from the Foreign Ministry at this time, with many foreign dignitaries scheduled to arrive and other prestigious events on schedule.

However, at 2 PM, he too announced that he would resign, but only this Sunday. He is scheduled to meet with Netanyahu at 4 PM.

Likud Party primaries for the list of Knesset candidates are being held today at the Tel Aviv Exhibition Grounds.

3.  Report Details Plight of Gush Katif Families

Latest report: Of the 1,750 families expelled from Gush Katif, over 400 are still living in the most temporary of dwelling arrangements, such as hotels, tent cities and yeshiva dormitories.

The numbers are dynamic and constantly changing, but a report prepared by the Gush Katif-L'maan Acheinu Task Force at the end of last week shows the following figures:

* 284 families, for reasons such as illness or other, have found individual solutions. Many of them plan to rejoin their communities when their permanent homes are built.

* 1,466 families are still seeking communal solutions with their long-time neighbors, according to the following division:

* 445 are in hotels, tent cities, and yeshiva dormitories, though this number is constantly decreasing.

* 1,021 are in their medium-term temporary homes, scheduled to remain there for approximately two years, until their permanent homes and communities are ready. The residents say they're far from convinced that it will be only two years. Close to 500 families are living in the pre-fab community of Nitzan, just north of Ashekon, and roughly 200 are in Yad Binyamin, between Ashdod and Beit Shemesh.

A map (in Hebrew) of the dispersal of the expelled residents can be seen on the Gush Katif-L'maan Acheinu website. An English version of the site is being prepared.

The Gush Katif-L'maan Acheinu Committee report details the problems facing the expelled residents. Aside from the general anxiety, uncertainty and lack of stability, the difficulties include the following:

* Much of the residents' personal property has been damaged as a result of its storage in large containers. Much property was destroyed and some was even stolen. Many families are having trouble storing it in their new locations.

* Education and Youth: Although the Education Ministry is felt to have prepared efficiently for the expelled children, several critical problems have still not been solved. These include school drop-out rates that are three times higher than Gush Katif experienced back "at home," as well as the lack of informal education programs, the lack of a satisfactory arrangement for offering social services, and more. A detailed Arutz-7 report can be seen here.

* Compensation payments: The families had their homes destroyed, yet many of them continue to pay mortgages - and all of them face increasing expenses related to their relocation - yet more than half the families have received nothing at all of the promised compensation. The remaining families have received an average of 50,000 shekels (just over $10,000). Only some 5% have received the entire compensation payment.

* Continued bureaucracy on the part of the Disengagement Administration, forcing the families to produce documentation that is either buried in their storage containers or got lost in the process of the expulsion. "Much of the information demanded by the Authority can be found at the click of a button on other government ministry computers," the report states.

* Unemployment: 2100 Gush Katif residents and others lost their jobs as a result of the disengagement, including 150 Negev residents and 150 northern Shomron residents. Some 220 people have thus far found jobs, and 50 small businesses have returned to operation.

Owners of independent businesses who have requested to re-open in Nitzan have been turned down, receiving the explanation that small-business structures cannot be placed on the site.

* Agriculture: Out of 176 farmers, 20% have returned to work. 25 people found work independently, and 11 were helped by the Disengagement Authority.

Laurence Beziz, formerly of Gadid in Gush Katif, is working on behalf of the expelled residents in the Gush Katif-L'maan Acheinu Committee. She explained that most of the body's efforts are now being made in two directions: "Alleviating unemployment, and for the youth, many of whom have fallen through the cracks and are not in school. We are trying to establish a youth club, complete with psychological help and the like. We now have a total number of about 160 youths who are categorized as 'at risk' - about three times higher than what we used to have."

Ms. Beziz emphasized that most residents agree that the extreme extent of the government's failure to help is proof that "they simply want to break us. What the government has done, or failed to do, is much more than mere bungling or ineptitude. Can there be any other explanation for the fact that it took four months to put six measly bus stops here in Nitzan so that our children don't have to wait in the rain to go to school? How else can it be explained that we don't even have one grocery store for the hundreds of families here? There are no basketball courts or normal soccer fields. It was so easy for them to destroy our homes, but they didn't think about how to build up. It is simply criminal and evil."

Asked how people can help, she said, "I can tell you that there is a group from the Jewish communities south of Hevron, such as Susia, that comes here every ten days to volunteer for a few hours and give treatments in reflexology and other methods of alternative medicine. Others have come to volunteer their services in other ways, and some people came to give Torah classes, on Sabbaths or during the week - things like these give us encouragement and are very helpful."

4.  Olmert Mulls Major Cabinet Changes

Acting PM Olmert, who currently holds 12 ministerial portfolios, is set to name at least six new ministers - but considerations of Sharon's health, and legal and political issues, are in the way.


The resignation of three Likud ministers - Katz (Agriculture), Livnat (Education), and Naveh (Health) - will take effect on Sunday afternoon. Foreign Minister Silvan Shalom said he would submit his resignation at the Sunday morning Cabinet meeting, and it will take effect Tuesday morning. The resignations may hasten Olmert's decision to name new ministers, but may also have the opposite effect, given the fluid political situation.

In any event, Olmert is just about ready to appoint at least three new ministers - all of whom, like Olmert, left the Likud with Ariel Sharon to form the Kadima Party nearly two months ago. Two of the three, Ze'ev Boim and Roni Bar-on, received promises by Ariel Sharon to appoint them as ministers nearly a year ago, because of their loyal support of his plans to abandon Gush Katif and northern Shomron. However, he was unsuccessful in having their appointments passed in the Knesset, though he tried more than once. The third minister-to-be, Yaakov Edry, was also a loyal supporter of Sharon.

In addition, Olmert wishes to appoint as government ministers the three former Labor MKs who joined Kadima - Shimon Peres, Chaim Ramon and Dalia Itzik. Here, however, he faces legal troubles.

Olmert's 12 portfolios include the two that he held before Prime Minister Ariel Sharon suffered his massive stroke, Finance and Industry/Trade. They also include five portfolios that he inherited from Sharon, who in turn inherited them from the Labor Party members who resigned from the government two months ago.

Ynet reports that Dr. Suzy Navot, an expert on constitutional law from the College of Management, says that according to Clause 6A of one of the Basic Laws - the "Knesset Law" - a Knesset Member who quits his party faction but remains in the Knesset cannot run for the next Knesset on behalf of a previously-existing party.

The purpose of the law is to prevent MKs from being enticed to change parties in exchange for political favors.

If Peres, Ramon or Itzik - who recently quit Labor and joined Kadima - are named ministers, this could easily be construed as a political favor that would justify a Supreme Court challenge, Navot feels. The Court could then ban them from running for Knesset on the Kadima list.

It should be noted that the clause does not apply to the Likud members who joined Kadima. This is because they did not "resign" from the Likud faction and join another existing faction, but rather "split off" from the Likud to form an entire faction of their own.

The exact language of the relevant clause (translated into English) is, "An MK who resigned from his faction and did not resign [from the Knesset] within a short time of his quitting, will not be included, in the next Knesset election, on the list of Knesset candidates submitted by a party that was represented in the outgoing Knesset." Navot says the law was meant to prevent MKs from receiving political benefits, and that therefore, as long as the MKs in question are not appointed ministers, there is no problem. The problem only begins once they join the government, and in such a case, she feels, the Supreme Court might not approve their candidacies for Knesset seats on the Kadima list.

5.  Stabbing Spree in Moscow Synagogue Leaves Several Injured

Approximately 10 people were wounded, including some in serious condition, in an anti-Semitic stabbing attack in a Moscow synagogue Wednesday night. One elderly man lost a large amount of blood.


The attacker, a drunk 20-year-old skinhead, entered the Lubavitch Bolshaya Bronnaya Synagogue in the Russian capital, and began slashing worshipers with his knife. The attack occured as the worshipers were preparing for evening prayers.

Six people were lightly wounded - eight, according to some reports - including an American and two non-Jews.

Yossi Kogan, son of the congregation's rabbi, Yitzchak Kogan - who lived in Israel for several years - said that the attacker first stabbed the guard and then started stabbing congregation members in another room. "I heard yells, and I ran over there and jumped on him, until guards came and handcuffed him," Yitzchak said. His shirt was blood-stained, though he was not seriously hurt.

Other witnesses said the attacker had yelled out Hitler's name and, "I have come to kill Jews!"

Russia's Chief Rabbi Berl Lazar cut short his visit to Israel and returned to Russia following the attack. In an official statement, Rabbi Lazar said the attack was "a consequence of militant and unpunished anti-Semitism and open propaganda of extremism and fascism for which no one has ever been brought to justice... It’s here. It is fascism."

Many other official Jewish and Russian bodies expressed shock and outrage at the attack. Anti-Semitism in Russia is widely felt to be on the rise. An Israeli government report has ranked Russia third, after France and Britain, in instances of anti-Semitic violence.

In 1999, an attempted bombing of the same Moscow synagogue was thwarted when a young boy accidentally discovered the bomb. The building was crowded with children at the time.

The lone Israeli who was wounded in the attack, 19-year-old Aharon Yechezkeli of Kiryat Malachi, was originally listed in serious condition after having been stabbed in the neck. He underwent an operation, however, and his life is no longer in danger. A 34-year-old Los Angeles rabbi, Michoel Mishulovin, who had recently returned to Russia, was stabbed in the stomach and hand, and underwent surgery last night.

A statement by Russian Jewish Congress President Vyacheslav Kantor reads, "The incident causes more than just pain and indignation. Blood spilled in the very center of Moscow is another alarming signal for Russian society. The danger of militant nationalism cannot be overlooked... [Modern Russia does not have] a state policy of anti-Semitism, yet there is engrained domestic and political anti-Semitism. The indifference of law enforcement agencies is no less dangerous."

Acting Prime Minister Ehud Olmert spoke this afternoon (Thursday, Jan. 12,
2006) with US President George W. Bush, who telephoned and said: "I wanted
to tell you that our hearts are with Ariel Sharon, his family, his friends
and the entire Israeli people. We know that this is a difficult time for you
and I will do whatever I can to help." The US president added that he
appreciates the acting prime minister's responsibility and courage in taking
the position upon himself.

Acting Prime Minister Olmert thanked President Bush for both the call and
his friendship with Prime Minister Sharon, and added that their relationship
is very important for Israel.

Olmert said that the Israeli people appreciates Bush's determination to
fight terrorism and not compromise with it. The president replied there can
be no differentiation between kinds of terrorism and said that there can be
no peace with terrorist organizations; he emphasized that the Palestinian
Authority (PA) has to prove that it is able to act against terrorism and
added that the US is working to establish democratic institutions in the PA
that will advance peace and not terrorism. Bush said that this is his
position and that he would not change it. He said that he intends to
continue implementing his and Sharon's joint vision of advancing the peace
process in the region.

Olmert said that, while he would do everything in his power to advance this
vision, it is important that PA Chairman Mahmoud Abbas take steps against
terrorism and disband the terrorist organizations, because otherwise there
can be no progress with an administration in which there are terrorist
organizations as members.

President Bush said that Hamas must change its policy toward Israel and
recognize its right to exist. He added that reforming the Palestinian
security services is important and noted that, to this end, he has
dispatched General Keith Dayton in order to assist the Palestinians.

At the end of their conversation, President Bush asked to convey to Omri and
Gilad Sharon that he esteems their father very highly and that he has a
partner in the US who not only esteems him very highly but is also concerned
for his welfare. Bush said it is very important that Sharon recover and know
that his friend in the US is thinking about him and is concerned for him.

TEHRAN, Iran

The U.S. and Britain said Wednesday that Western countries will likely seek economic sanctions against Iran after it restarted nuclear activity. Iran's president said his country would not be "bullied" and would push ahead with the program.

International impatience with Iran was growing after it broke U.N. seals at a uranium enrichment plant Tuesday and said it was resuming nuclear research after a two-year freeze. Enriched uranium can be used as a fuel for both nuclear energy and nuclear weapons.

"I think the first thing to do is to secure agreement for a reference to the Security Council, if that is indeed what the allies jointly decide, as I think seems likely," Prime Minister Tony Blair told the House of Commons in London, adding that he was in close contact with Washington on the issue.

"We obviously don't rule out any measures at all," Blair said when asked about possible sanctions. "It's important Iran recognizes how seriously the international community treats it."

State Department spokesman Sean Mccormack said "it is more likely than ever" that the the U.N. nuclear watchdog, the International Atomic Energy Agency, will refer Iran to the Security Council.

He said Secretary of State Condoleezza Rice had discussed the situation by telephone with IAEA chief Mohamed ElBaradei and British Foreign Secretary Jack Straw.

Russia, a longtime ally of Iran, expressed anger as well. Foreign Minister Sergey Lavrov talked with Rice, and both sides shared "a deep disappointment" over Iran's move, the Russian Foreign Ministry said.

But Iranian President Mahmoud Ahmadinejad shrugged off the international outcry.

"Unfortunately, a group of bullies allows itself to deprive nations of their legal and natural rights," Ahmadinejad told a crowd during a visit to the port city of Bandar Abbas. His speech was broadcast live on state-run television. "The Iranian nation is not frightened by the powers and their noise."

Former president Hashemi Rafsanjani took a sharper tone, denouncing the West's "colonial policy."

"If they cause any disturbance, they will ultimately regret it," the cleric warned in a speech for the Islamic holiday of Eid al-Adha, also aired on state TV.

"Even if (the Westerners) destroy our scientists, their successors would continue the job," he said. "It would not be easy for them to solve the (nuclear) case by imposing sanctions or anything like that."

Rafsanjani, who was Iran's president in the 1990s, lost to Ahmadinejad in run-off elections last June. The policy of pursuing the nuclear program has become a point of national pride for many Iranians, a rare issue that crosses the reformist-conservative divide.

Rafsanjani now serves as head of the Expediency Council, a powerful body that mediates between the elected parliament and Iran's unelected Islamic clerical leadership, which holds ultimate say in the country.

Iran insists its research is for peaceful energy production only. But the United States suspects Tehran has ambitions to produce nuclear weapons.

"I tell those superpowers that, with strength and prudence, Iran will pave the way to achieving peaceful nuclear energy," Ahmadinejad said. "In the near future, (nuclear) energy will be completely carried out by the Iranian nation."

The president accused the West of seeking to prevent Iran's technological development and control the country by forcing it to buy nuclear fuel abroad.

"They falsely say that they oppose nuclear weapons. They want to have nuclear monopoly to sell it drop by drop at an expensive price and use it as an instrument for domination over nations," he said.

Blair said Iran's decision to restart its nuclear program, coupled with Ahmadinejad's recent inflammatory comments about Israel, "cause real and serious alarm right across the world." Ahmadinejad recently called for Israel to be "wiped off the map" and said the Holocaust was a "myth."

German Deputy Foreign Minister Gernot Erler cautioned against referring the dispute to the Security Council, saying it could further destabilize the Middle East.

Foreign ministers from Britain, France and Germany, who have spent two years trying to persuade Iran to halt its uranium conversion and enrichment activities, will meet in Berlin on Thursday to consider their next step.

1.  Decision by Tomorrow: Jerusalem Arabs to Vote in PA Election?

Sharon's aide Dov Weisglass consults today with security chiefs on whether Jerusalem Arabs will vote in upcoming PA elections. Abu Mazen threatens to cancel elections over the issue.

The final decision will be made by Acting Prime Minister Ehud Olmert, the first major one he will make since assuming the authorities of the ill Ariel Sharon.

The Palestinian Authority is scheduled to hold an election for its legislature on Jan. 25. The PA has held such an election only once before, ten years ago.

Although Jerusalem is sovereign Israeli territory, a provision in the 1995 Oslo Interim Agreement requires Israel to enable at least some PA Arabs to vote in eastern Jerusalem post offices, in an arrangement similar to that used for absentee voters. However, the agreement also forbids terrorist groups from taking part in the elections.

There is little that Israel can do to enforce the ban against Hamas in most areas of the Palestinian Authority, except for threatening, as it has done, not to help facilitate the election. In Jerusalem, however, the stakes are higher, as Israel does not want to allow Hamas a foothold its capital city.

On the other hand, PA chairman Mahmoud Abbas (Abu Mazen) has threatened to call off the election if Jerusalem Arabs are not permitted to vote. Abu Mazen is not anxious to hold the election in the first place, based on public opinion polls showing that Hamas will do very well against him. Israel does not want to be blamed for the canceling of the elections.

Recommendations for a final decision are being formulated today, and will be submitted to Acting PM Olmert today or tomorrow.

Among those taking part in the consultations, which are being held in Defense Minister Sha'ul Mofaz's office, are top representatives of the IDF, Foreign Ministry, General Security Service, Public Security Ministry - and Dov Weisglass. Weisglass, who has discussed the issue with American officials, is actively associated with his law firm Weissglass-Almagor that until recently was the law firm of record representing the Jericho Casino and other Palestinian Authority interests, including a group of PA figures who wish to build a casino in southern Gaza. The new casino is to be owned, reported investigative journalist David Bedein, by those who own the Jericho Casino: the PA, an Austrian casino company, the Austrian Bank BAWAG and Martin Schlaff - all of them clients of Weissglass' office.

In the previous PA election, only some 1,000 Jerusalem Arabs voted in eastern Jerusalem post offices, while tens of thousands of others preferred to vote elsewhere or not at all.

Israel yesterday allowed some PA electioneering in Jerusalem, but said that Hamas and other terrorist groups would not be permitted to campaign. Fatah, however, will be allowed to campaign, even though it is armed and has perpetrated many terror attacks against Israel. This is because, as Public Security Minister Gideon Ezra's spokesman Yehuda Maman explained to IMRA, Fatah is not considered "radical."
Ezra himself later said that Fatah accepts the Road Map plan, which Hamas does not.

The decision to allow the campaigning was made in the Prime Minister's Bureau. That office confirmed today that it had received Arutz-7's queries of yesterday regarding the legality of such a decision, given the Oslo ban on PA political activity in Jerusalem, saying that it will contact Arutz-7 when a response is ready.

At a press conference in Gaza last night (Monday), Abu Mazen said that he had received "promises from the United States that the elections would be held in Jerusalem as they were in 1996... I am not ceding, and will not cede, Jerusalem and its residents' rights to take part in the election." He has reportedly threatened to call off elections altogether or, alternatively, to quit if Hamas wins the election.

Gaza commentators quoted on the Hebrew NFC news site said, "The anarchy in the areas is liable to lead to the collapse of Fatah." In light of this, a U.S. administration official who was asked about the promises Abu Mazen said he received from the U.S. about Jerusalem elections, told Ynet, "Abu Mazen should concentrate on making sure the elections are held altogether, and not just in Jerusalem."

A more official response came from U.S. State Department Spokesman Sean McCormack, who would not comment on whether assurances were given, saying only, "This is a matter for the Israelis and Palestinians to decide."

2.  Mofaz Pre-empts, Says Israel Will Allow Jerusalem Arabs to Vote

Defense Minister Mofaz says PA elections will be held in Jerusalem in the same framework as ten years ago. Though final decision has not yet been made, gov't is being attacked for splitting capital.

Mofaz made the remarks as he toured the area in which the partition wall is being built around Jerusalem.

The decision is not final, however, and will be made by Acting Prime Minister Ehud Olmert today or tomorrow.

Labor Party leader and Prime Ministerial candidate Amir Peretz said he's pleased with the apparent decision to allow Jerusalem Arabs to vote in the PA election, which, he says, will prevent them from voting for the Knesset in the future.

MK Ophir Pines (Labor) said, "The government made every possible mistake on its way to making the right decision. It harmed Israel's international standing and strengthened Hamas and the extremists in the Palestinian Authority."

Repeating that which was long said about Yasser Arafat, Pines said, "The government should have helped Abu Mazen and the moderate elements in the PA leadership hold the elections, and thus stabilize their leadership as opposed to Hamas."

Former Minister Natan Sharansky, running for a spot on the Likud list of Knesset candidates, said, "It is very sad; we're apparently not willing or able to stand on anything..."

Asked about the point raised by Peretz, Sharansky said, "Yes, annexing and keeping our holy city of Jerusalem means we will have to accept 150,000 or so Arabs who are living in eastern Jerusalem as citizens - if they agree to be loyal citizens of the state." Others have noted that the Arabs of Jerusalem are no different than the Arabs of the Galilee and Negev, and that the Arabs of Jerusalem already receive National Insurance and other Israeli benefits.

The National Union response to the apparent decision:
"There is no limit to the cynicism and hypocrisy of the left wing, led by the Kadima Party. On the one hand, they embrace Jerusalem, talking about its historic importance and promise to keep it whole - and on the other hand, they allow Arabs of the eastern part to take part in Palestinian Authority elections. We will fight these defeatist trends and make sure that Jerusalem will not be torn away from the Nation of Israel."

MK Sha'ul Yahalom (National Religious Party) said, "The government is giving ammunition to those who want to divide Jerusalem."

Arutz-7 correspondent Haggai Huberman reports that if Mofaz is correct in predicting Olmert's decision, it represents a cave-in to U.S. pressure, as well as to threats that Israel would be blamed for blocking the elections.

"The U.S. has exerted pressure to allow the Arabs to vote in post offices, as occurred in 1996," Huberman said. "The idea was that it would be like absentee ballots, with residents mailing the ballot to other polling places. In actuality, however, it was much more like a genuine polling station; election officials were present, and the ballots were not mailed, but were rather placed in a box that looked exactly like a ballot box. So in the end, we had - and will apparently have again - voting for the Palestinian Authority legislature, including for Hamas candidates, in Israel's own capital... This is another major concession on the part of Israel, one of many of late."

3.  Sharon´s Condition Improves Slightly

Reports from Hadassah Ein Karem Hospital in Jerusalem are that the patient moved his left leg slightly for the first time, moved his right limbs slightly more vigorously than yesterday, and has begun to breathe more independently. He is still connected to a respirator, however.

Aides close to Sharon said that doctors had told them they see on the monitors his brain-wave responses to noise and speech around him.
The condition of Prime Minister Ariel Sharon continues to be critical/stable - but slight signs of increasing improvement continued to be registered.

Yesterday, Hadassah Director-General Prof. Shlomo Mor-Yosef and Neurosurgery Department Head Prof. Felix Umansky reported that they had begun decreasing the coma-inducing medicines Sharon had been receiving. Soon afterwards, the Prime Minister moved his right leg and hand in response to pain stimuli. He also began to breathe on his own.

Another official briefing from the hospital staff is set for 17:05 this afternoon (Tuesday).

The doctors treating Sharon plan to continue to reduce the medicines until he totally awakens from his induced coma. They do not expect to know the precise extent of damage to Sharon's brain for an unspecified period.

4.  Arab MK: Sharon “a Criminal,” “a Butcher,” “Swimming in Blood”

As Prime Minister Ariel Sharon lies incapacitated with a massive stroke, an Arab Member of Israel's Knesset, Abed Al-Malik Dahamshe, gives his opinion of Sharon to Islam Online.

MK Abed Al-Malik Dahamshe (United Arab List) has been representing Israel’s Arab citizens democratically in the Knesset for nine years.

In a recent question-and-answer session for the Internet portal Islam Online, Dahamshe was asked to comment on how he saw developments in the Middle East as Prime Minister Ariel Sharon, hospitalized with a debilitating stroke, moves off the political stage.

Dahamshe, whose views regarding the State of Israel are reflective of other Arab MKs, responded by severely maligning Sharon, calling him the "butcher of the Palestinian people," "a criminal," and a man "swimming in Palestinian blood."

Some excerpts from interview follow, as a way of providing a window into the hearts and minds of some Arab Members of Knesset. (More excerpts can be seen on the website of Palestinian Media Watch.

Question:

"First of all the end of Sharon should not concern the Muslims. He was a butcher and part of a state which will not exist within the next 50 years. Partly due to the increasing Muslim population who have Israeli passports. If Israel is a true democracy then demographically the Muslims will outnumber the Jews and could vote out the zionist [sic] regime. My question is as the Muslim population within Israel increases will the Knesset experience a shift in its views?"

Dahamshe:

"…I was one of the most hostile parliament members against Sharon in the Parliament and I was never afraid to describe him as the butcher of the Palestinian people, and that he is a criminal who killed hundreds of Palestinians and Arabs, specifically the Egyptian prisoners and Sabra and Shateela [sic].

"I told him in person one day, when he said he is [sic] not going to release Palestinian prisoners because their hands are stained with blood, I told how dare you say this while you have been swimming in the [sic] Palestinian blood and here you are the Prime Minister.

" I also advised him to go to hell and leave his responsibilities for somebody else if he doesn't end the bloodshed and give the two people the chance to get out of the circle of violence...

"And when Sharon came to the Parliament and he wanted to withdraw from Gaza and dismantle its settlements and some of those in northern West Bank, I declared my position and the positions of United Arab List that we will not raise our hands against any withdrawal.

"This was when other Arab parties in the Parliament opposed the disengagement plan ... I told my Arab colleagues, that this historical event, and destruction of settlements by Sharon himself, who's the only one capable of this, and all of this will happen within specific timetable...

"Who should be worried from losing [sic] Sharon? It's the Israeli people and the Israeli politics [sic] that seemed to be as children who lost their father. For the Palestinian people, I am not concerned about the presence or the absence of Sharon, what worries me, the chaos across the Palestinian territories.

"The Palestinians have struggled for many years, during two intifadas, and throughout this time they have maintained their national unity, destroying Sharon's dreams, the Israeli hero which Israel overwhelmingly agreed that he is the only one who's capable of maintaining the security for Israel and like the other Israeli leaders. Because Sharon won many wars he convinced his people that he can provide them with security.

"He asked for 100 days to secure Israel, he was given much more time, and eventually came to the Knesset saying that the conflict with Palestinians cannot be solved only by the military machine but also with other tools...

"Because of the steadfastness and tolerance of the Palestinian people, they have absorbed the Sharonist violence throughout many years in which Sharon has practiced unlimited violence against the innocent people and their leaders.

"He has destructed [sic] cities and uprooted trees while whole world [sic] witnessing this with silence of Washington and most the European and even the Arab countries who stopped even condemning the Sharonist war crimes against Palestinians...

"For the Palestinian people it's better for be [sic] unified against the outside threats. We should rebuild ourselves from the inside and we shouldn't be worried of what may come from the outside ... because if we are strong from the inside we will be able to face any sort of danger."

5.  Tale of Two Threatened Neighborhoods

Two Jewish neighborhoods in Judea and Samaria are threatened with evacuation and destruction in the coming days - and are reacting differently. The two are in Hevron and in Ofrah.

The Hevron Jewish Community leadership is calling upon Jews all over the country to flock to the city in order to protect the Mitzpe Shalhevet neighborhood from destruction. The people of Amonah, overlooking Ofrah in the Binyamin region, on the other hand, are taking a "wait and see" approach for the meanwhile.

The Hevron neighborhood is located on land owned by Jews for over 500 years, but was populated by Jordanian Arabs after Israel's War of Independence. Israel's Supreme Court recently decreed that the land be "restored" to the Arabs, and local Jews say the IDF is preparing to carry out the order within the coming days.

Signs of the struggle the residents say can be expected in the event of an attempted expulsion were seen a week ago, when dozens of special-unit "Yassam" policemen and soldiers attempted to distribute expulsion orders to the 11 Jewish families living in the Jewish Quarter neighborhood. Both civilians and soldiers were lightly hurt in the ensuing fracas.

A prayer rally will be held this afternoon, on the fast of the 10th of Tevet, beginning with the recitation of Psalms at 3:30 PM. In between the Mincha and Maariv prayer services, words of encouragement will be offered by Hevron Rabbis Dov Lior and Moshe Levinger.

Beginning tomorrow, Hevron residents are hoping that hundreds of people will arrive in the city "in preparation for the possible attempt to expel Hevron families from their homes in Mitzpe Shalhevet." Large tents and subsidized meals will be available, but private tents, sleeping bags, warm clothing and a strong spirit are also recommended. Study programs and other activities will be available.

The Hevron Jewish Community reports that Israel's security forces have begun mobilizing in preparation for the planned expulsion. A camera has been placed atop an army post tower on the Abu Sneineh hills, facing the Mitzpe Shalhevet neighborhood. It was from those hills in 2001 that an Arab sniper placed 10-month-old Shalhevet Pass in his gun sights and fired a fatal bullet into her brain.

In addition, Hevron sources report, a Riot Squad member was seen entering another guard tower located at Gross Square, also equipped with cameras.

Sheikh Abdul Hadi Palazzi of Rome, head of the Cultural Institute of the Italian Muslim Association, will be present. A vocal critic of Saudi Wahhabism (militant Islam) and an ardent supporter of Israel, Sheikh Palazzi is currently visiting Israel and will speak on Wednesday at the OU Israel Center on "Wahhabi World War III: How the West can Win."

About an hour's drive to the north, nine houses in Amona are also scheduled for destruction - and residents say it could happen any day. The Supreme Court ruled this past summer, in response to a petition by the extremist left-wing Peace Now organization, that the structures built there illegal and must be destroyed.

Peace Now maintained that the houses were built on land registered in the name of a private Arab citizen - but residents say this man has never shown up to claim the land. The government said at the time that because of "political sensitivity," it would rather wait until after the retreat from Gaza before beginning to act against Jews in Judea and Samaria. It is now feared that the decision might be implemented as early as next week.

Peace Now demands that the army demolish illegal structures. Illegal Arab construction in Judea, Samaria, and the Negev, however, dwarfs the extent of unauthorized Jewish building. A spokesman for the Negev District Police said recently that the Arabs have erected over 35,000 illegal structures in that region. Few if any of these structures are ever demolished.

Some three dozen families live in Amona, but none of them live in the structures to be demolished. Instead, they live in two-room caravans (mobile homes without wheels). "For a young couple to live in a caravan with one or two children is not impossible," one young mother who lives in Amona said, "but with four children, it's simply impossible." At least one family has moved out of Amona [and is now living in another Yesha town] because of the poor prospects that they will be able to move into a real house.

As in Hevron, the residents have made a call for concerned Jews to come and help them resist the army bulldozers - but have put it on hold in light of the uncertain government situation and intimations that the army might postpone the action.
But if and when the time comes, the residents hope that Jews will come to help them. "If these buildings are destroyed," one man said, "it means the beginning of the end for all of Judea and Samaria."

6.  Fast of Asarah B'Tevet

Jews around the world are fasting or otherwise commemorating the 10th of the Jewish month of Tevet, marking the start of a siege leading to the destruction of the first Holy Temple 2,500 years ago.


The siege was emplaced around Jerusalem for three years by the superpower of the time, Babylonia. The ensuing destruction of Jerusalem led to the exile of the Jews to Babylonia (today's Iraq). Further information on the siege can be found in the Book of Kings II, chapter 25.

The fast is the shortest of the six annual Jewish fasts, ending at 5:22 PM in Jerusalem and approximately 5:10 PM in New York.

The 10th of Tevet (Asarah B'Tevet) has also been designated by Israel's Chief Rabbinate as the day of mourning for Holocaust victims whose date of death is unknown. The day is known as the "Day of General Kaddish (mourners' prayer)."

The renowned Maimonides wrote in his Jewish Law Code, "The essential significance of the fast of the Tenth of Tevet, as well as that of the other fast days, is not primarily the grief and mourning which they evoke. Their aim is rather to awaken the hearts towards repentance; to recall to us, both the evil deeds of our fathers, and our own evil deeds, which caused anguish to befall both them and us and thereby to cause us to return towards the good."

Rabbi Avraham Danzig of Poland (1748-1820) wrote in his work Chaye Adam, "...Therefore, the people who fast but engage in pointless activities, grasp what is of secondary importance and miss what is essential. Nevertheless, repentance alone without fasting is also insufficient, because there is a positive commandment of Rabbinic origin to fast on this day."

7.  Sea of Galilee Rising Slowly

The level of Lake Kinneret, Israel's largest water reservoir, continues to rise gradually. It has gained close to 20 million cubic meters of late - 1% of Israel's water needs.

Increasing 1.5 centimeters over the past 24 hours, the lake still has 9.3 feet to go to reach its optimal level.

Also known as the Sea of Galilee, it began to rise last month, after the usual summer evaporation and dry season lowered its level to its lowest point in over two years. It stood some 33 inches higher at this time last year.

The exact numbers: The Kinneret now stands at 211.64 meters below sea level. The optimal level is 208.8 meters below sea level, such that another 2.84 meters of water is desired this winter.

Each ten centimeters (2.5 inches) of Kinneret height mean another 17 million cubic meters of water.

Like other countries, Israel faces water shortage problems - but has taken technological steps to deal with the problem. Some 60% of the country's sewage water is recycled, and just a few months ago, it opened the world's largest desalination plant of its kind. The new Ashkelon Seawater Reverse Osmosis (SWRO) plant is set to ultimately provide an annual 100 million cubic meters of water – roughly 5%-6% of Israel’s total water needs, and approximately 15% of the country’s domestic consumer demand.

The current weather reports call for heavy rains over the next few days. If the maximum Kineret level is reached, authorities must open the dams in order to prevent flooding in Tiberias and Ein Gev.

8.  Sanhedrin Recognizes Council to Teach Humanity ´Laws of Noah´

A group of non-Jewish delegates have come to Jerusalem to pledge their loyalty to the Laws of Noah. They appeared before the nascent Sanhedrin, which established a High Council for B'nai Noach.


The ten delegates appeared before a special session of the Jewish High Court of 71 Rabbis led by its Nassi (President) Rabbi Adin Even-Israel Steinsaltz. B'nai Noach, literally "Children of Noah," also known as Noahides, are non-Jews who take upon themselves the Torah's obligations for all members of the human race. The seven such laws were passed on via Noah following the Flood, as documented in Genesis (see below).

The gathering took place under a banner quoting the Biblical passage in Tzefania 3:9which refers to "all the nations... speak[ing] a pure language... proclaim[ing] the name of G-d."

The Noahide delegates stood before the nascent Sanhedrin, which was reestablished over a year ago in Tiberias, following the renewal of Biblical ordination, and has met regularly since then. "Each one [of the B'nai Noach] comes with a name he has made in the world, as a teacher and example in his community of observance of the seven laws of Noah," said Rabbi Michael Bar-Ron, the Sanhedrin's emissary who facilitated the council's organization, introducing the delegates. "At great physical and financial expense, they have flown across the world to Jerusalem, the holy city, to pledge before the court and all mankind, their allegiance to the Seven Laws of Noah, the laws of the Creator."

Each of the Noahide representatives stood before the Sanhedrin and pledged:

"I pledge my allegiance to HaShem, G-d of Israel, Creator and King of the Universe, to His Torah and its representatives, the developing Sanhedrin. I hereby pledge to uphold the Seven Laws of Noah in all their details, according to Oral Law of Moses under the guidance of the developing Sanhedrin. May HaShem bless and aid me, my fellow council members and all B'nai Noach in all our endeavors for the sake of His name. Blessed are You G-d, King of the universe, who has caused me to live, sustained me, and brought me to this day."

Roger Grattan, a council aide who lives in Maine, told Arutz-7 prior to the ceremony, "I am sure that this will be a paragraph in the history of civilization, although one could also write books on it. It is also the fulfillment of prophecy." The core members of the council are Indian Foreign Relations Coordinator Bud Gill, Billy Jack Dial, Andrew Overall, Adam Penrod, Jacob Scharff, Chairman Larry Borntrager, Honorary Noahide Council Elder Vendyl Jones, Tennessee Noahide Community Head Jack Saunders and Council Speaker Jim Long.

Long addressed the rabbis of the court, requesting formal recognition of the Noahide Council: "Your honor, esteemed rabbis of the developing Sanhedrin. We are here because of your Torah. Rabbis before you elevated the Torah and it drew us in; before that, we stumbled in darkness. Everyone here today can tell you that in the past we have experienced the need to consolidate our efforts to make the world aware of the truth."

Rabbi Even-Israel Steinsaltz, on behalf of the Sanhedrin, replied: "We hereby recognize these men as the first high council of B'nai Noach in accordance with the conditions they have accepted upon themselves."

Rabbi Steinsaltz spoke about the role of the Jewish people in bringing the Laws of Noah to the world:
"I am part of this Jewish family and I have nothing bad to say about that family, but you don't go up to a man on the street and ask him to join your family. Instead you talk to him about joining the true belief in the Creator and about implementing divine justice toward his fellow man. We are setting up a global mission here – not to recruit people, but to bring them to the realization that there is one G-d."

The Nassi explained that this aspect of Judaism lay dormant for years, as the Jewish people dealt with remaining alive and keeping the Torah in the exile.

Rabbi Steinsaltz called for an extensive project to be undertaken to help B'nai Noah in the nitty-gritty details of the observance of the religion. "A Shulhan Arukh [Jewish Law Code] for B'nai Noah must be written so that the individual can have guidance as to what to do," Steinzaltz said, referring to the compendium of practical Jewish law written by Rabbi Yosef Karo of Tzfat in the 1560's that is still used today.

He then addressed the ten B'nai Noah representatives, who had endured hours of Hebrew speeches throughout the day, in English:

"There are those people, so far only a small number, who say, 'We are bound by the covenant of Adam and the covenant of Noah and we know we have to perform and fulfill our obligations.' We, as Jews, have the same religion as you.

"Within the nation of Israel there is one tribe that deals with the Temple – the priests. We Jews are a specific tribe in the world that was chosen to be a tribe of priests – hereditary priests. Because of this we have special duties. Being a priest does not mean we are cut off from the other people. While the people of the world are all different units in the armies of the Lord, we are a special commando unit that maybe doesn't get paid more, but has special assignments that may be more dangerous."

Rabbi Even-Israel spoke about the difficulties that would confront the B'nai Noah movement as it grows:
"When we are speaking in general, almost every human being can more or less accept the laws of Noah, but when we get to particulars we will come to serious points, at which we disagree with Christianity and Islam.

"It is one thing when a religion is small, but as it gets bigger there will be huge pressures. We will be there beside you. We are members of the same religion that was given by the Almighty to humanity. Part of it was given to the Jews and part of it was given to humanity as a whole."

The Nassi added that while there are those who doubt the ability of the Sanhedrin to be more than an idea leading up to the true reestablished court, the Noahide Council cannot be doubted or criticized due to its pure motives and unprecedented mission.

Rabbi Yaakov Ariel of the Temple Institute said that although Tuesday is the Fast of the Tenth of Tevet, which commemorates the beginning of the destruction, "Our sitting in Jerusalem now, alongside B'nai Noach, demonstrates the revival and the fulfillment of the words of the prophets." Rabbi Ariel told those gathered that he had seen a rainbow that morning, "the closest thing to seeing Noah himself - the symbol of the covenant between G-d and humanity as witnessed by Noah."

Famed archaeologist and Noahide leader Vendyl Jones addressed a festive banquet held for the Council members, speaking about the Seven Laws of Noah. He explained, in detail, the verses in the first eleven chapters of Genesis from which the seven laws are elucidated, saying that he always understood the first six, but never understood the law proscribing the eating of a limb of a living animal - until he remembered his cattle-branding days in Texas: "We would brand and castrate the cattle when I was young, and at night we would all sit around the campfire and eat what they called 'mountain oysters'" – the testicles of the still-living animals.

Rabbi Nachman Kahane, Av Beit HaDin, spoke in English. "G-d created a primitive world," he said. "We don't grow loaves of bread, but grain that must be harvested, ground up and baked. We were meant to be partners with G-d. Unfortunately, throughout history, perversions of this idea grew. How can you be G-d's partner if you are damned and born with original sin? How can you be a partner of G-d if your religion tells you to send your children to shopping malls to blow people up? What we are creating today is a reconnection between the people and G-d. G-d is saying to humanity – everyone has a job. I happen to be a priest - I have a particular task for when the Temple is built - but all of us have a specific task just the same; I am no better."

Jones told Kahane that his brother, slain Knesset Member Rabbi Meir Kahane, together with Rabbi Shlomo Carlebach, had organized one of the first conferences for B'nai Noah nearly 20 years ago.

Conference on Noahide Council

Earlier in the day, several speakers addressed issues surrounding the B'nai Noah movement as part of a conference on the establishment of the B'nai Noah Council.

Sheikh Abdul Hadi Palazzi, a leader of the Italian Muslim Assembly, addressed the assembly, speaking about B'nai Noah in Islam: "Islamic law holds within it the seven laws of Noah and can be taught correctly to the Muslims of the world... I remember reading that a new Sanhedrin was created in Jerusalem [and] my impression was very positive - I thought maybe something new had been created to allow the Jewish people to project moral and legal clarity to counterbalance the lack of it in our world."

Palazzi added that the project of creating a council of Noahide teachers would hopefully counter the negative educational effect of the Gaza withdrawal, "which taught the opposite to my people - it convinced many that only terrorism works."

Rabbi Dr. Eliyahu Zini, who heads Yeshiva Or V'Yishuah and is the rabbi of Haifa's Technion, spoke about the intuitive natural truths of the laws of Noah. "We must create a formal connection between the nation of Israel and the B'nai Noah to show the world that we are a nation of holy priests, as is dictated in our Torah," he said, speaking partly in French as well, as the conference will be available on the Sanhedrin's web site for viewing by prospective B'nai Noah worldwide.

Rabbi Yoel Schwartz, who received the blessing of leading hareidi-religious Rabbi Shalom Elyashiv to engage in the project of creating a court and infrastructure for B'nai Noah, addressed the conference as well. Rabbi Schwartz is the Deputy Av Beit HaDin [literally, Court Elder] of the Sanhedrin and the Av Beit HaDin for the B'nai Noah court. He spoke on the topic of "B'nai Noah and World Peace."

"The Islamic Jihad against the world has restored religion to the center of the world's consciousness," Schwartz said. "Over 30 years ago, someone by the name of Eisenberg sent a proposal to the United Nations saying that there will never be world peace unless the citizens of the globe agree on certain principles of faith. It was adopted by the UN as one of its official documents but was not followed up upon and has since been forgotten. We are here today to follow up on that document and remind the UN why it exists. There will be world peace when the whole world agrees that there is one G-d. There are people who do not think what I am about to say is worthwhile, but I suggested years ago that we begin to translate our books, which are meant for the nations of the world, into Arabic as well [Schwartz has authored many books on practical observance for Noahides –ed.]. It is not by coincidence that we have this nation alongside us, surrounding and living inside the land upon our return to it, who also preserves the heritage of Abraham our father."

Schwartz has indeed translated his books to Arabic, with the help of an Arab man he met at a bus stop who asked him a Mishanaic question, telling him he had already translated the Mishna, a codification of Jewish oral law. He said the entire printing has been sold out. "Muslim parents have thanked me for teaching their child that there is a different way to heaven than becoming a shahid, a martyr," he said.

Rabbi Schwartz explained that although one of the purposes of the Jewish people's exile was to disseminate belief in the Torah's truths around the world, their return to Israel has brought with it the technology to redouble our efforts from here:
"The moment we came to Israel, communication technology flourished. The telephone and radio spread rapidly, and computers and internet came soon after, changing the entire concept of communication and education. When we were in the exile, we were there to teach the world, and now that we have returned to the Land of Israel, G-d has given us the tools to do the work from here."

Rabbi David Zilbershlag, Director of Meir Panim and Koach Latet, both innovative charity associations, spoke about rectifying the misdeeds of Noah's generation, the generation of the Flood. Zilbershlag said that the new Council of Noahides must focus on kindness and charity, as that was the basis of G-d's covenant with Noah (the lack of which resulted in the destruction of Noah's entire generation) and His later covenant with Abraham.

"It is hard to distribute and spread an idea that is negative, as the laws of Noah are phrased," Zilbershlag said. "We must make a great effort to find and distribute the relevant positive commandments in our tradition throughout the world as well, and the most basic of these is that of following in the footsteps of Abraham our father."

Rabbi Eliyahu Essas, a former refusenik and founder of the Teshuva (return to Judaism) movement in the USSR, spoke about establishing outreach within Israel to help gentiles who moved from the former Soviet Union to Israel become aware of the Noahide laws:
"There are at least 400,000 out of the million people who came to Israel who are not Jewish according to Jewish law. There are many who think they are Jews, but do not have a Jewish mother and are therefore not Jewish according to Jewish law. 150,000 have no blood connection to the nation of Israel – spouses of Jews and relatives who came under the Law of Return. Then there are 30,000 who have nothing to do with the Jewish people, coming with forged documents. Over there, Jews wanted to be Russians; here, Russians want to be Jews.

"Should we harass such a person to convert, should we leave him alone, or should we try to get him to become a Ben Noah?" Essas asked, refraining from offering answers and saying that such complicated matters must be dealt with by both the Noahide Council and the Sanhedrin's B'nai Noah Beit Din. He added that the problem of intermarriage was not discussed by previous generations because it did not exist in such numbers. "We are dealing with 50% of families in the former Soviet Union and even more in North America. So if one spouse is a Jew and one is a Ben Noah, what will be their status? I want to raise these issues and offer a prayer to the Almighty to help us find wise solutions."

Council Looking Forward

Spokesman Jim Long outlined the Council's goals:
"Education is a vital part of our effort and we need you to help us with this. We need to make sure that developing Noahide groups do not split into denominations. As we move into the public eye, we will be viewed as heretics by many. We each come from other religions and must develop ways to approach them in a manner in which they listen without closing their ears. The Noahide movement is a Torah-based template for an ethical way of life. The Creator requires humanity to uphold these laws as per His covenant with Noah.

"Anyone who reads the Bible can see that your Torah is your constitution, your Bill of Rights and your deed to the Land of Israel. We have plans to publish Noahide prayer books, children's books and documentaries on science and the world through the lens of the Torah."

TEHRAN - Iran warned on Sunday of a "crushing" response if its nuclear
and military facilities were attacked by the U.S. or Israel.

Top nuclear negotiator Ali Larijani said, however, that talk of such an
attack most likely was "psychological warfare."

"Iran has prepared itself ... they will get a crushing response if they
make such a mistake," Larijani said on state-run television late Sunday.

Larijani said Israel would "suffer greatly" if it launched an attack.

"If there is any truth in such talks, Israel will suffer greatly. It's a
very small country within our range. Our (defense) preparedness is a
deterrence," he said.

He also said a Russian proposal that the two nations enrich uranium in
Russian territory could not ignore Iran's right to carry out enrichment
at home.

"It's not logical for a country to put the fate of its nation at the
disposal of another country even if it's a friend. You can meet part of
your fuel needs from abroad. But is there a guarantee that nuclear fuel
producers won't play with you over price or other things? History and
experience show that if you don't have technology, you will damage your
independence," he said.

Larijani's remarks coincided with Tehran's announcement that it had
produced equipment for separating uranium from its ore, a fresh
development in Tehran's drive to control the whole nuclear fuel cycle -
from mining uranium to enriching it for use in atomic reactors.

European media have indicated in recent days that the U.S. was preparing
its allies for a strike against Iran's nuclear and military facilities
with the aim of curtailing Iran's nuclear program.

Reports of a strike escalated after comments by Iran's ultraconservative
President Mahmoud Ahmadinejad who called Israel a "disgraceful blot"
that should be "wiped off the map" and his call to relocated Israel to
Europe or North America.

Recent visits to Turkey by CIA Director Porter Goss, the head of the
FBI, NATO General Secretary Jaap De Hoop Scheffer and U.S. Secretary of
State Condoleezza Rice have increased speculations about a possible
military strike against Iran. NATO member Turkey is Iran's northwestern
neighbor.

The U.S. President George W. Bush has said his administration would not
exclude the possibility of using military force against Iran over its
nuclear program, which the United States believes is aimed at producing
weapons.

Pulitzer Prize-winning writer Seymour Hersh reported in The New Yorker
magazine in Janurary last year that the Bush administration had been
"conducting secret reconnaissance missions inside Iran" to gather
intelligence and targeting information. Defense Department officials
said the article was filled with mistakes but did not deny its basic point.

Israel fears that Iran is reaching a point of no return in nuclear
technology.

Iran has openly said it has already achieved proficiency in cycle of
nuclear fuel, a technology that can be used to produce fuel for reactors
to generate electricity or materials for a bomb.

The U.S. and Europeans have backed a Russian proposal to move Iran's
uranium enrichment program to Russian territory. The proposal aims to
ensure Iran cannot use uranium enrichment to build nuclear weapons.
Enrichment is a key process that can produce either fuel for a nuclear
reactor or the material for a warhead.

Larijani said Iran needed talks with Moscow to clarify what he described
as "ambiguities" but said the proposal can't deny Iran of uranium
enrichment at home.

"The proposal is too general. If it talks about denying Iran of its
rights, no. We have no right to do it," he said.

"But we have to study it and see if Iran's interests can be met. It can
be a complimentary. There is no reason to reject it before discussions
and accurate study," he said.

Larijani is secretary of the Supreme National Security Council, Iran's
top security decision-making body that handles Iran's nuclear talks with
the international community.

He said the Russian proposal will have nothing to do with ongoing
nuclear talks between Iran and Britain, France and Germany. The talks
last month made little progress, and are to continue later this month.

Ahmadinejad: Europe created Israel to complete Holocaust
Ahmadinejad, who once said that the attempt to eradicate Jews in the
Holocaust was "myth," has now charged that European countries sought to
complete the genocide by establishing Israel, a Jewish state in the
midst of Muslim countries.

The latest in a series of anti-Semitic comments by the Iranian leader in
the past few months comes on the heels of Iran's announcement it has
developed equipment to separate uranium from its ore - a piece of
equipment other countries were reluctant to sell to Iran because the
machinery can be used in the process of making nuclear weapons.

"Don't you think that continuation of genocide by expelling Jews from
Europe was one of [the Europeans'] aims in creating a regime of
occupiers of [Jerusalem]?" the official Islamic Republic News agency
quoted Ahmadinejad as saying.

"Isn't that an important question?"

Ahmadinejad said Europeans had decided to create a "Jewish camp" as the
best means for ridding the continent of Jews and said the camp, Israel,
now enjoyed support from the United States and Europe in what he termed
the slaughter of Muslims.

Last month, Ahmadinejad said the Holocaust, in which Nazi Germany killed
six million Jews, was a myth. After global outrage over the comments, he
said that Europeans, if they persisted in reality of the slaughter,
should cede some of their territory for a Jewish state.

In October, Ahmadinejad called for Israel to be "wiped off the map."

The fiery Iranian president said anti-Semitic sentiment was a strong and
long-term European tradition while Jews had lived peacefully among
Muslim for centuries.

Iran develops uranium separation machinery
Iran said it has produced equipment for separating uranium from its ore,
a fresh development in Tehran's drive to control the nuclear-fuel cycled
from mining uranium to enriching it for use in atomic reactors, state
television reported Sunday.

The broadcast claimed the "settler-mixer" was a device capable of
separating uranium from its ore, and said it was "greatly effective for
producing uranium," quoting Amir Hossein Farhadi, a researcher for
Iran's Atomic Energy Organization.

"Foreign countries were not ready to sell [the equipment] to Iran since
it could be applicable in the [nuclear-fuel producing] cycle," Farhadi
was quoted as saying.

The nuclear program is a source of national pride in Iran, which seeks
self-sufficiency, despite international pressure for it do give up its
nuclear ambitions, which Washington claims are designed to produce
atomic weapons. Iran claims the program is solely for generating
electricity.

The United States has pushed for Iran to be taken before the United
Nations Security Council, where it could face economic sanctions over
the dispute.

THE FALSE PROPHET
To aid him in his rise to power and “deity”
the Antichrist seems to have a kind of helper or
prophet. This figure acts perhaps as a sort of
vice-president. It is possible that the Beast himself
keeps to the background and allows this
false prophet to front for him, especially in the
area of claiming to be deity. We read that this
figure “...causes the earth and those who dwell
in it to worship the first beast” (Rev 13:12).
Further assisting this prophet in proclaiming
that the Beast is divine, are his miracles. He
is permitted by God and energized by Satan to
perform incredible miracles. This second beast
“...performs great signs, so that he even makes
fire come down from heaven on the earth in the
sight of men. And he deceives those who dwell
on the earth by those signs which he was granted
to do in the sight of the beast, telling those
who dwell on the earth to make an image to the
beast” (Rev 13:13,14).
Perhaps you have often thought of this second
beast or false prophet as just an individual.
But biblically, he must be much more than that.
He must also be a ruler of some nation. This is
shown to us by the fact that he is called a
“beast.” In Bible prophecy, both in Daniel and
Revelation, any beast which appears is always
the leader of a kingdom.
In all the other visions, a beast is representative
of both a kingdom and its ruler. Therefore,
for the false Prophet or second beast to be a simple
individual without a nation behind him
would be inconsistent with the rest of the scriptures.
The false Prophet must be the ruler of
some country. This is an important sign.
Not only is the second beast a national
leader, but it seems that he must be a joint ruler
together with someone else. We read that this
second beast has “two horns like a lamb and
spoke like a dragon” (Rev 13:11). If you remember
our previous discussion of the meaning of
horns in Bible prophecy, you will recall that two
horns on a beast represent two simultaneous
rulers. Therefore, to be consistent, this second
beast must be some kind of co-ruler of a nation.
Although this may seem a little strange to
you, we might find something like this in our
world today. The nation of Iran, for example,
seems to have a dual governmental system with
two rulers. They have their religious government
with its Ayatollah or spiritual ruler alongside
of a secular government with its ruler or
president. This would give us two “horns.”
Perhaps the scriptures are indicating this
very kind of arrangement. Therefore, we might
be wise to keep our eyes on the developing situation
in Iran, both on its leadership and on its
nuclear development program.
With the passage
of time, these things will become clearer.
It could be that the nation which the false
prophet leads would be part of the ten which
the Antichrist will eventually unite. Yet this
would not be scripturally necessary. It is only
important that it exists and that one of its rulers
becomes a very active participant in the dominion
of the Antichrist. It seems quite likely that it
will be a nation which is dominated by radical
Muslims. Perhaps they will see the Antichrist as
someone they can use to push their agendas.
ANTICHRIST’S RESURRECTION
Still another factor which will promote the
coming beast worship is what some have
termed a “false resurrection.” Evidently, the
Antichrist is not popular with everyone.
Sometime along the way, someone tries to kill
him.
For a while the Antichrist will be invulnerable.
Due to his supernatural protection, no one
will be able to get to him. Yet, eventually someone
will succeed in wounding him, probably
fatally. It seems that this will be a head wound.
We read: “I saw one of his heads as if it had
been mortally wounded.”
But this isn’t the end of him or his kingdom.
Somehow, this “deadly wound was healed.”
The result of this return from death is that “all
the world marveled and followed the beast”
(Rev 13:3).
It is very possible that this miraculous healing
is a result of the devil’s power. It is probably
Satan who cures this Beast. Certainly such an
amazing revival from the dead would cause
people, especially Muslim religious people who
are seeking such things, to be amazed.
It would increase the Antichrist’s esteem in
their eyes and serve to allay any doubts that
they might have had. This “resurrection” from
the dead, no matter how it is accomplished, will
strongly work in the Beast’s favor. It will give
him a kind of supernatural aura of power and
invincibility.
This gives rise to a another thought. After
the Antichrist is wounded, it is possible that the
devil himself enters into his body, thus effecting
some kind of cure. This might possibly coincide
with the time when Satan is finally thrown out
of heaven to the earth (Rev 12:9,13). This then
could be how this false resurrection is accomplished.
Another possibility is that at this time the
spirit of Antiochus Epiphanes is retrieved from
wherever it happens to be and inhabits this
body. Whatever actually occurs, this wound
and its healing only serve to promote the popularity
of the Beast.

Iran's hardliner 'sees the light'

The global nuclear balance is being shaken by a new Islamic leader whose extremist policies reflect a belief that God has chosen him to show the way

With negotiations over Iran's nuclear program looming once again, understanding Iran's newly elected President Mahmoud Ahmadinejad is critically important. Perhaps the best place to start is with the moment the world first gained a glimpse of Ahmadinejad's character and hard-line program.

When Ahmadinejad addressed the UN in New York last September, he suddenly felt himself to be surrounded by light. It was not the stage lighting, he said. It was light from heaven.

Ahmadinejad related his otherworldly experience in a videotaped meeting with a prominent ayatollah in Tehran.

A transcript of his comments and sections of the videotape wound up on the hard-line, pro-Iranian regime Web site baztab.com. According to the transcript, Ahmadinejad said that a member of his entourage at the UN meeting first told him about the light.

"When you began with the words `in the name of God' ... I saw a light coming, surrounding you and protecting you to the end [of the speech]," Ahmadinejad quoted the delegation member as saying.

The Iranian President confirmed that he sensed a similar presence.

"I felt it myself, too, that suddenly the atmosphere changed and for 27 to 28 minutes the leaders could not blink ... They had their eyes and ears open for the message from the Islamic Republic," the Web site reported him as telling Ayatollah Javadi-Amoli.

Ahmadinejad's "vision" at the UN could be dismissed as political posturing if it wasn't for a string of similar statements and actions that suggest Ahmadinejad believes that he is destined to bring about the "End Times" -- the end of the world -- by paving the way for the return of the Shia Muslim Messiah.

Given that Iran is suspected of continuing a nuclear weapons program, which could bring the Islamic Republic dangerously close to weapons capability, the presence of a leader with messianic visions is worrying.

After all, this is the same man who recently pledged to use Iran's newfound powers to "wipe Israel off the map" and to "destroy America."

In a Nov. 16 speech in Tehran to senior clerics who had come from throughout Iran to hear him, the new president said that the main mission of his government was to "pave the path for the glorious reappearance of Imam Mahdi [May God hasten his reappearance]."

The mystical 12th Imam of Shia Islam disappeared as a child in 941 CE, and Shia Muslims have waited for his reappearance ever since, believing that when he returns, he will reign on earth for seven years, before bringing about the Last Judgment and the end of the world.

In order to prepare for the arrival of the Mahdi, Ahmadinejad said, "Iran should turn into a mighty, advanced, and model Islamic society." Iranians should "refrain from leaning toward any Western school of thought" and abstain from "luxurious lives" and other excesses.

Three months into Ahmadinejad's presidency, his views about the 12th Imam are being widely discussed in Tehran.

According to one rumor, as mayor of Tehran, Ahmadinejad drew up a new city plan for the Imam's return.

In recent weeks, Ahmadinejad's aides have denied another rumor that he ordered his Cabinet to write a pact of loyalty with the 12th Imam and throw it down a well near the holy city of Qom, where some believe the Imam is hiding. Those who give credence to the rumor point to an early decision of his Cabinet to allocate US$17 million to renovate the Jamkaran Mosque, where devotees of the 12th Imam have prayed for centuries.

Similarly, reports in government media outlets in Tehran have quoted Ahmadinejad telling regime officials that the Hidden Imam will reappear in two years. This proved too much for one legislator, Akbar Alami, who publicly questioned Ahmadinejad's judgment, saying that even Islam's holiest figures have never made such claims.

While many Shia Muslims worship the 12th Imam, a formerly secret society of powerful clerics, now openly advising the new president, are transforming these messianic beliefs into government policies. Led by Ayatollah Mesbah Yazdi, who frequently appears with the Ahmadinejad, the Hojatieh Society is considered by many Shia as the lunatic fringe. During the early years of the Islamic Revolution, even Ayatollah Ruhollah Khomeini found their beliefs too extreme and sent them scurrying underground.

Since assuming office last August, Ahmadinejad has installed Hojatieh devotees in his cabinet and throughout the bureaucracy. The Ministry of Information and Security, largely sidelined by former president Mohammed Khatami, has re-emerged as a powerful repressive force, using plain-clothes agents, allied with paramilitary and non-government vigilantes, to crack down on potential opponents of the regime.

As the world prepares to confront an Iranian regime that continues to defy the International Atomic Energy Agency with its suspected nuclear weapons program, we must listen to what Iran's leaders say and watch what they do. A religious zealot with nuclear weapons provides a dangerous combination that the world cannot afford to tolerate.

Prime Minister's health - reactions from the world

I would like to begin this briefing by conveying my personal wishes for
Prime Minister Sharon's speedy recovery, and my support to the medical team
treating him, and especially to Omri and Gilad and the whole family.

The Prime Minister's medical condition is of great interest not only in
Israel. Since Wednesday night, the Foreign Ministry and Israeli missions all
over the world have been deluged with thousands of letters expressing
support and get-well wishes to Prime Minister Sharon - letters from heads of
state, foreign ministers and ordinary citizens, including from Arab
countries.

I myself have spoken in the last few days with many well-wishers, including
the foreign ministers of Canada and Germany, who expressed their support in
this difficult time. I know that the Acting Prime Minister and other
ministers have had phone calls from all over the world, all conveying a
similar message. Incidentally, the German foreign minister is expected to
arrive in Israel on January 19, to prepare for the visit of the new German
Chancellor, Angela Merkel at the end of the month. I believe it is important
to continue the plans for this visit as scheduled, if possible.

All of the world media is reporting Prime Minister Sharon's condition in
detail. The major stations have sent their senior reporters. In the United
States and Europe, the reports are full of praise for Sharon's leadership
and courage, while reactions from the Arab world have been mixed. There is a
tendency to talk about the end of his term and to speculate as to the nature
of the next government and the consequences for the political process. It is
interesting that while part of the Arab media has reacted predictably with
malicious joy, others admit that Sharon represented a chance for peace,
recognizing that Israel could not hold onto all of the territories.

The Palestinians themselves are divided in their reactions. Senior PA
officials are voicing their worries regarding the impact of the Prime
Minister's medical condition and the political situation in Israel on the
areas under their control. The Hamas, for their part, are warning us not to
take advantage of the situation in our dealings with the Palestinians.

Elections in the Palestinian Authority

The question of postponing the elections continues to generate controversy
inside Fatah, with some elements trying to exploit the condition of Prime
Minister Sharon to further this end. On the other side, Marwan Bargouti has
issued a statement from prison that the elections should not be postponed,
unless Israel decides against allowing residents of East Jerusalem to vote.
Abu Mazen continues to insist on the scheduled date, January 25, and at the
moment there is no change in plans, although we believe that, in light of
the continuing anarchy in the PA, Abu Mazen is more and more inclined to
postpone the elections. If he decides to do so, he will probably claim that
the reason is Israel's stance on East Jerusalem. Hamas also wants the
elections to proceed as scheduled.

The US administration continues in its view that the elections be held on
the date scheduled and that residents of East Jerusalem be allowed to vote.
The message we wish to deliver is that residents of East Jerusalem will be
allowed to vote, but not in East Jerusalem; rather, in a place not too far
from their homes. At the same time, arrangements are continuing for the
presence of international observers from Europe and the United States, some
of whom have already arrived.

Lebanon - Palestinians

The Government of Lebanon decided on January 6 to permit the reopening of
the Beirut office for Palestinian interests, which has been closed since
1982. This signals the strengthening of the ties between Saniora and Abu
Mazen, ties that Farouq Qadumi and the Syrians are trying to prevent.
However, they are still a long way from collecting arms from the
Palestinians in the Lebanese camps.

Egypt - Palestinians

The Egyptians continue to criticize the behavior of the Palestinians at
Rafah, where two Egyptian policemen were killed and 26 others wounded. As a
result, the Egyptians are rethinking the deployment of their soldiers there
and in Gaza. Egypt has harsh words to say about what it calls "the
hate-filled Palestinian minority," while remaining loyal to its commitment
to the Palestinian people.

Iran - Return to Research and Development

Saturday, Iran invited inspectors from the IAEA to be present at the Natnaz
site when the Iranians remove the seals from equipment that has been
prohibited for use. The equipment is apparently related to centrifuges. The
IAEA inspectors have so far not agreed to the removal of the seals and are
not cooperating with the Iranians and are not coming to the site.

This comes against the backdrop of a written Iranian announcement last week
(January 3) to the IAEA stating that Iran intends to begin, starting Monday
(January 9), nuclear R&D. This is evidently a code name for centrifuge
activity, an essential step in the development of nuclear capability. This,
taken together with the information from Saturday that Iran intends to
remove the seals, is a significant development. According to the statement
by the Deputy Head of the Atomic Energy Organization in Iran, there are no
plans at this stage to begin injecting UF6 gas into centrifuges in the
enrichment facility at Natnaz. The Iranians are supposed to meet with
representatives of the IAEA in Vienna in order to clarify their intentions.
In Vienna, not too much hope is held out for these contacts.

American officials meeting with representatives of EU3 (Germany, France and
Britain) seemed to be in agreement that if Iran carries out its intentions,
this will spell the end of its contacts with Europe, and will inspire a
joint American-European diplomatic effort to adopt a concrete resolution at
the Security Council. A rejection of this message by the Iranians will
result in cancellation of the meeting between the Europeans and Iran
scheduled for 18 January.

On January 7, the Presidency of the EU issued a special statement calling on
Iran not to resume the suspended activities, which it calls a surprising and
unreasonable step that it views with deep concern, especially at a time when
international trust in Iran's intentions is far from complete. This act
jeopardizes the possibility of resuming negotiations.

Secretary of State Condoleezza Rice stated on January 5 that the
international community will soon be forced to decide whether it is possible
to get an Iranian commitment for a civilian nuclear program that does not
allow the transfer of technology for the production of nuclear weapons. If
it is not possible to proceed to negotiations on this subject, diplomacy
will continue on another track, which will probably include submission of
the issue to the UN Security Council.
The Iranian announcement, which is a de facto rejection of the Russian
proposal to carry out the enrichment on Russian soil, makes it likely that
Russia will support the option of bringing the issue to the Security
Council. It is becoming harder and harder for Russia to sidestep the need to
establish red lines. Incidentally, the Russian Deputy Foreign Minister
arrived in Iran on Saturday, and later in the month a delegation of the
Russian Atomic Energy Organization is scheduled to come.

The Iranian statement reveals increasing self-confidence and points to the
failure of international efforts that were declarative in nature and did not
succeed in halting Iran's nuclear program. The inability to bring the
subject to the Security Council [until now] strengthens the Iranian feeling
of confidence.

I would like to note that the cooperation between the Ministry of Foreign
Affairs and the Atomic Energy Commission is very good. As soon as the
Iranian statement was announced, I directed the Israeli missions around the
world to respond immediately and to make our position clear, that Iran is
acting in direct contradiction of the European demand at the last meeting in
Vienna to refrain from producing parts for centrifuges or continuing with
R&D work relating to them.

It is now more important than ever to adhere to the present policy and to
exploit all available diplomatic means, while emphasizing that the situation
with Iran is a global problem, and not just an Israeli one. This is despite
the attempts by Iran's president to claim that this is a conflict involving
only Iran and Israel.

Syria - Panel of Inquiry

The Syrian regime continues to find itself under pressure. Last week, the
situation worsened, following two developments. The first problem for
Damascus was the sensational interview granted by former Syrian
vice-president Abdul Halim Khaddam to the Saudi al-Arabiya television
channel (December 30). Khaddam's remarks provoked great dismay among the
Syrian leadership, particularly because of its natural concern that such a
high-ranking official, a confidante of President Hafez Assad, would launch
such an outspoken attack against Bashar Assad. Damascus has therefore
decided to launch a harsh counter-attack, in a bid to portray Khaddam as a
corrupt individual who has sold his soul to foreign elements. In his
interview, Khaddam claimed that Bashar Assad was not fit to serve as
President, because of his reckless and impulsive conduct.

The second problem facing the Syrian regime last week was the demand of the
panel investigating the murder of ex-Lebanese Prime Minister Rafik Hariri to
interview President Assad, Foreign Minister Farouq Shara and others. If,
three weeks ago, the Syrian leadership breathed a collective sigh of relief
following the publication of the Mehlis report, this sense of relief has now
evaporated. The demand to interview the Syrian President and Foreign
Minister has sharpened the dilemma facing the Syrian regime: Should Syria
take an extreme line involving confrontation with the international
community and refuse to comply with the demand of the Panel of Inquiry,
using the excuse of presidential immunity? Alternatively, should Syria adopt
a more moderate position and agree to an "introductory meeting" between the
President and Serge Brammertz, the new Panel of Inquiry Chairman? There is,
of course, the danger that Brammertz will see this as an evasion of the more
extensive cooperation that is required.

Damascus is unwilling right now to burn its bridges with the international
community, although it is aware that the United States and France are
determined to hold Syria accountable. Thus, Syria has announced that it is
ready to send its Foreign Minister, Farouq Shara, to meet with the Panel
Chairman in Geneva. For the time being, it appears that President Assad's
domestic position is secure, notwithstanding the heavy international
pressure that he is under and the American desire to focus on Syria.

The Erez Industrial Zone - A Trilateral Agreement

Last week, I signed a Joint Declaration with the Turkish Foreign Minister
regarding the rehabilitation of the Erez Industrial Zone. This is a joint
initiative of Israel's industrial associations and the Turkish Chamber of
Commerce. According to the plan, Turkey will establish an organization to
oversee the management of the industrial park. It was agreed that all the
activities relating to the park, including the entry and exit of goods from
the region, will be based on understandings between Israel and the
Palestinian Authority, including the interim agreements, and in accordance
with the prevailing security conditions. During my discussion with Turkish
Foreign Minister Abdullah Gul, who arrived here to sign an agreement with
us, I made it clear to him that all economic activity in the Erez Industrial
Zone is dependent upon the security situation. I also explained to him that
there will be no assistance to the Palestinian Authority in the Erez Zone as
long as we are facing rocket fire.

Aside from the importance of an agreement on the Erez Industrial Zone for
the Palestinian economy, it is also very significant that Turkey, a Muslim
country, has established extensive cooperation with Israel and actively
supports the peace process. We are referring to an important strategic
partner, and the ties with this country are becoming ever closer.

A Summary of the First Session of the 109th US Congress

The first session of the 109th US Congress has demonstrated, once again,
that the US legislative branch has maintained its unique and long-standing
status as a stronghold of support for Israel, transcending party lines and
Congressional houses. This support is expressed through all the decisions
affecting us, on subjects such as foreign aid, the funding of joint security
projects as well as visits by congressmen to Israel.

The special relations with Congress are expressed through hundreds of
meetings and contacts between our representatives and legislative officials
in Washington, as well as with officials at state-level:

During the first session, 23 senators and 80 representatives visited
Israel. Indeed, some of them visited on a number of occasions.
During the first session, both Houses passed 15 resolutions directly
related to Israel. In addition, there were nine resolutions which related to
issues that concerned Israel, such as Syria, Lebanon and Iran.
The average Congressional support for resolutions relating directly to
Israel was 400 votes. In the Senate, all the resolutions on Israel were
passed in a consensual vote.
Military assistance totaling $2.28 billion and civilian assistance totaling
$240 million were approved for the fiscal year 2006. In addition, $40
million was approved for immigrant absorption.
Congressional approval for joint security projects continues. This year,
$600 million has been earmarked, aside from the regular military assistance.
The 'Arrow' project is at the top of the list, with financial support of
$133 million. A new project for the development of a missile that can
intercept short-range missiles has been allotted funds totaling $10 million.
Recently, Congress passed a resolution condemning the participation of
Hamas in the Palestinian Authority elections. The resolution calls for the
blocking of financial assistance to the PA if the organization's terrorist
infrastructure is not dismantled.
The work of our representatives vis-א-vis Congress is bearing fruit, adding
to the enhancement of our strength and national security. This is being
accomplished through comprehensive work on the ground in the United States
and through the organization of visits of congressional delegations to
Israel. These visits enable congressmen to become directly acquainted with
the reality of life in Israel.

The Norwegian Minister of Finance

Last week, there was an incident involving the Norwegian Minister of
Finance, who called for an economic boycott of Israel. I instructed our
Ambassador in Norway to take immediate action: to meet with the Norwegian
Foreign Minister and Prime Minister and to make it clear to them that we
take a grave view of such declarations. Following the action of the
Ambassador, the Norwegian Minister of Finance, Kristin Halvorsen, was
summoned to the Prime Minister's Office, where she delivered her apology.
Over the weekend, Minister Halvorsen also issued a statement to the
Norwegian media, admitting that she had been mistaken when she called for a
boycott of Israel, which contravenes the Norwegian Government's policy.

Halvorsen's remarks provoked reactions from the Foreign Minister, as well as
from Norwegian ministers and politicians from across the political spectrum
who expressed their support for Israel. My colleague, the Norwegian Foreign
Minister, also sent me a letter of apology on behalf of the Norwegian
Government, in which he disassociated himself from the statements of the
Minister of Finance and emphasized Norway's close ties with Israel.
