S.C. Approves Seeking Death for Pedophiles

The state Senate on Tuesday endorsed making repeat child rapists eligible for the death penalty, setting aside arguments the move might be unconstitutional.

"What we've got to do today is vote our conviction," said Republican Sen. Larry Martin.

The proposal allows prosecutors to seek the death penalty for sex offenders who are convicted twice of raping a child younger than 11.

Currently in South Carolina, murder is the only crime eligible for the death penalty.

The proposal was approved as part of a larger bill that sets minimum sentences and lifetime electronic monitoring for some sex offenders. The bill requires a third reading before moving to the House.

The U.S. Supreme Court ruled in a 1977 Georgia case involving an adult victim that sentencing someone to death for rape was unconstitutional.

A Louisiana law lets prosecutors seek the death penalty for rapists of children younger than 12, and the Louisiana Supreme Court found it constitutional because the U.S. Supreme Court ruling did not address the rape of a child.

The U.S. Supreme Court declined to review the statute.

The head of the 9-11 commission told a Senate panel today the Bush administration and Congress are not adequately protecting the United States against a possible nuclear attack by terrorists.

Former New Jersey Gov. Tom Kean told the Senate Permanent Subcommittee on Investigations that American lives and the U.S. economy are at risk, Reuters reported.

"The size of the problem still totally dwarfs the policy response," Kean said.

While acknowledging a nuclear attack is less likely that other terrorist actions, Kean said a "nuclear event is possible, and it would have profound and incalculable consequences."

"Why isn't the president talking more often about securing nuclear materials?" he asked. "Why isn't the Congress focused? ... Why aren't the airwaves filled with commentary if everyone agrees that the crossroads of terrorism and nuclear weapons is the most serious threat to our security?"

The U.S. has numerous security gaps in global trade and shipping, said another expert testifying today, Stephen Flynn of the Council on Foreign Relations.

Flynn asserted the country is living on "borrowed time" under the threat of a "dirty bomb" attack that would spread radiation in a residential or business area, touching off panic that could wreak havoc on the economy.

"We're not acting like a nation at war," said Flynn.

Yesterday, the government released a report saying federal undercover investigators, in a December test run, entered the United States with enough radioactive material for two dirty bombs.

The report by the Government Accountability Office said radiation monitors at the Mexican border detected the material in the investigators' cars, but border patrol officials didn't realize the documents were forged.

Mexica Movement activists protest in L.A.

WASHINGTON – While debates about guest-worker programs for illegal aliens take place in the corridors of power, in the streets of America's big cities no amnesty is being offered by activists calling for the expulsion of most U.S. citizens from their own country.

While politicians debate the fate of some 12 million people residing in the U.S. illegally, the Mexica Movement, one of the organizers of the mass protest in Los Angeles this week, has already decided it is the "non-indigenous," white, English-speaking U.S. citizens of European descent who have to leave what they call "our continent."

The pictures and captions tell the story.

  • "This is our continent, not yours!" exclaimed one banner.

  • "We are indigenous! The only owners of this continent!" said another.

  • "If you think I'm illegal because I'm a Mexican, learn the true history, because I'm in my homeland," read another sign.


"One of the more negative parts of the march was when American flags were passed out to make sure the marchers were looked on as part of 'America,'" said the group's commentary on the L.A. rally.

Both Rep. James Sensebrenner, R-Wis., chairman of the House Judiciary Committee and a proponent of tougher border security, and California Gov. Arnold Schwarzenegger were caricatured as Nazis by the group on its posters and banners.

The group insists the indigenous people of the continent were the victims of genocide – a campaign of extermination that killed, according to one citation, 95 percent of their population, or 33 million people. Another citation on the same website claims the toll was 70 million to 100 million.

The only solution, says the Mexica Movement, is to expel the invaders of the last 500 years, force them to pay reparations and return the continent to its rightful heirs.

The platform of the group illustrates the diverse – and sometimes extreme – agendas of those participating in the mass mobilizations that have been seen largely as protests against efforts to curb illegal immigration.

Some of those involved, including the Mexica Movement, have much bigger goals than stopping a piece of legislation before Congress.


The Mexica Movement has big issues with many other equally radical groups participating in the massive, united-front rallies. The group makes a point of distinguishing its goals and objectives from others, such as the separatist Aztlan Movement.

Aztlan, the mythical birthplace of the Aztecs, is regarded in Chicano folklore as an area that includes California, Arizona, Nevada, New Mexico and parts of Colorado and Texas. The movement seeks to create a sovereign, Spanish-speaking state, "Republica del Norte," or the Republic of the North, that would combine the American Southwest with the northern Mexican states and eventually merge with Mexico.

A group called "La Voz de Aztlan," the Voice of Aztlan, identifies Mexicans in the U.S. as "America's Palestinians." Many Mexicans see themselves as part of a transnational ethnic group known as "La Raza," the race. A May editorial on the website, with a dateline of Los Angeles, Alta California, declares that "both La Raza and the Palestinians have been displaced by invaders that have utilized military means to conquer and occupy our territories."

Others in the coalition hope to see a "reconquest" of the American southwest by Mexico. This would not likely take place through military action, they say, but rather through a slow process of migration – both legal and illegal.

Hey everyone,
First, I want to say that I have wanted to reply to some of the e-mails that
some of you sent me in the past, but I have been overburdened with school
work,
my thesis, and now I have midterms coming up. I haven't had much of a
chance to
e-mail anyone and I just wanted you all to know that I haven't ignored any
of
your e-mails that you have sent to me.
I probably would not have bothered e-mailing the site until after I was on
spring break next week, but the past couple of dreams I have had have been
extremely serious, especially the one I had last night. I felt that I
should
tell everyone as soon as possible.
I don't know how to describe the seriousness of both dreams I have had, but
I
will try to the best of my abilities. If I sound really harsh, it is only
because I have felt how serious these two problems are and I want you to
know
their importance. Both dreams are very important and were highly upsetting.
The first dream dealt with homeless children. Before I describe what
happened
in the dream, I want to let you know that my school did a three day forum
about
the homelessness that our city as well as country deals with everyday (This
was
about a month ago). One of the most shocking things I heard at this forum
was
when they talked about which age group has the highest growing number of
homelessness. The answer were children under the age of 18 (and this is
putting it light, I think they may have cut the average to about the age of
8,
but I don't remember, I just remember being shocked). Most people (and they
showed a documentary where they asked random people) think that the average
age
for homelessness is between the age of 30 and 50. Others think of drunken
men
with no jobs or no where to go. Nevertheless, homelessness is a growing
problem in our nation and it is highly stereotyped.
In my experiences with the homelessness, my eyes have been opened to how we
view
these people. Think about it, these people are no longer seen as people but
as
burdens to our nation. There are many stereotypes surrounding them as with
other groups of people. There entire world is different from ours and
people
treat them as if they were animals. Nobody wants them around or in their
neighborhoods or by their stores. Police treat them as if they were
criminals
or children or burdens. Most of us have heard stereotypes of homelessness
that
make them out to be nothing more than drunks or low lifes who deserve their
fate. Many of us don't realize the many things that can happen to make a
person homeless (loss of job, abuse, medical problems, natural disasters,
runaways, etc).
The most disturbing experience I had with a homeless person was when I went
grocery shopping and was catching the bus back to my dorm. There was a
woman
sitting on the bench where I catch the bus and a man standing near her.
When I
got to the bench and went to sit down, she got up as soon as I touched the
bench. She kind of pointed and smiled when she saw a bag of chips in my
bag,
but I didn't catch right away that she was homeless. She started to
converse
with the man beside her than she turned back to me and thanked me for giving
her the honor for sitting on the bench. This was her exact words. I was so
shocked by this act of gratitude and by what she said that I was stunned and
didn't know at first how to react. By this point, I was used to seeing the
homeless and had gotten bold enough to ask them if they were out on the
street.
As the lady and the man left, I asked them if they were homeless. They
both
stopped, looked at me, and the woman said that today they w!
ere. So I gave the lady the little change I had left in my pocket. When I
gave
her the money, the lady was at a lost for words and broke down in tears.
She
blessed me in the name of God before leaving. This was the very first thing
that seemed to break me enough to reduce me to tears. This is not the only
time I encountered the homeless, but this one had the biggest affect on me.
I
want to say one last thing before I go back to my dream. I have heard the
name
of God come out of the mouth of homeless people far more than I have ever
heard
come out of the mouth of anyone else.
Anyway, in the dream, I was seeing homeless children and the problems that
they
were encountering. I was just seeing their lives though I do not remember
much
of the details. I saw children fighting with siblings, as well as older
children kicking younger ones away from them. I saw children who were
either
prostitutes or were going to be prostitutes because they needed the money
and
did not have a choice. I felt the darkness and hopelessness that surrounded
them (The feeling I felt before I knew God that went away after I was
baptized
and believed in Jesus Christ). The whole time I was watching this dream, I
was
in tears and crying really hard at the hardships they faced. I don't
remember
many details because I was in tears and I was trying to understand why God
was
showing this to me. As I was watching this, I was saying to myself over and
over again that I should have done more. I felt like I was being judged by
God
as I was watching these children and I felt so re!
morseful that I did not do all I could do to help these children as well as
anyone who was homeless and suffering in the streets. Then I began to get
the
sense and realize that God was not holding these children or any homeless
for
that matter accountable for their sins because their life's circumstances
forced them into sin. GOD IS HOLDING US ACCOUNTABLE for their sins and
suffering. Everyone in the world who has something and is able to do even
the
smallest thing to help these people will be held accountable. And if you
have
not done all that you can to help these people who are in the streets, then
you
will have to stand before our lord in the same sorrow that I felt when I was
in
this dream and felt as if I was before God's judgment seat and I can tell
you
that the feeling was not good at all, it was horrible and something I don't
want to experience again. I awoke from the dream with a powerful urge to
immediately go out and try to help someone and to give all I had!
to the homeless.

The second dream which I had last night was the most eye-opening as well as
the
most terrifying dream I have had in a while, and I have had pretty
petrifying
dreams before.
I'll tell you what I saw first, and then I will tell you how I felt. In the
vision or dream, not sure which, I saw a map of a very sinful America.
Right
beside the continent, I saw Satan. Satan pointed to another country above
the
US, I think it was Middle Eastern because that's the sense I got, but I am
not
completely sure. I do not know what happens, but something is going to
happen
to this Middle Eastern country that will result in the immediate destruction
of
the US. This is the vision in a nutshell; however, it is how I felt and
what I
got from the dream that became frightening.
This vision lasted only about a second, but I got a lot from this dream.
First
of all, God has lifted his hand and protection completely off of this
country
and has handed it over to Satan. This vision opened up my eyes to the
reality
of what this truly means. Satan is nothing but pain, poverty and
destruction.
When I saw Satan in the dream, it was as if he owned our country now and he
was
showing exactly what he intended to do to it. Our country has probably been
one of the number one enemies to Satan because of the number of Christians
in
our nation and the affect that we have all over the world. God had
protected
us against all of Satan's attacks against our country, but now God has
lifted
his hands off and we are now vulnerable to Satan's destruction.
The next part of the dream that I have not mentioned yet was the song I
heard
and its meaning. The song that was being played was by the Artist Prince
and
it was the song "When Doves Cry." This is a very old song that I am sure
many
of us have heard before, and this song seemed to mark the beginning of
tragedy.
I only heard the very, very first part of this song. (It is very difficult
for
me to convey the extremely important significance of this song being played
but
I will try). Before I continue in its importance, I have to mention
something
else.
I know that many of us have heard how the events are being set up before the
events of the end-times take place, including the events for the US. Well
guess what? They are all in place and ready for action. In the vision I
had,
everything is in their proper order and ready to go, all that is needed is
the
signal. That signal is dealing with whatever is going to happen to that
Middle
Eastern country that will trigger the events for the US.
The beginning of the Prince Song seemed to represent the beginning of what
is
going to happen. Kind of like in acting when the director goes Light,
Camera,
and Action. Though I only heard the very beginning of the song, the entire
song seemed to represent the mood and the melancholy of the nature of what
will
happen to our country. I do not know how to stress the significance of this
song and what it represented. What I say here with words doesn't come
anywhere
close to how I felt as will as the fear that came through me.
The next part to this dream is concerning the US. I sensed the filth of the
nation, but I also sense that the entire country was going to be affected
and
this destruction will happen quickly. I think it is going to one of the
most
fearful, terrible, times that we will ever experience.
Putting the dream bluntly, God has taken his hands off of the nation and
handed
over to Satan. The players are all in place and ready to begin their parts.
A
problem with a Middle Eastern country is going to begin the series of events
against the US. I do not know when all of this is going to happen, but what
I
do know is that it is critical that you start preparing for whatever is
going
to happen NOW. I once thought that maybe there was more time, but this
dream
made me realize that sometimes we have a tendency to believe that maybe God
will wait until we are ready for things to happen before he allows events to
happen. But this is not so, God ask us to prepare now so that when GOD IS
READY, we will be prepared. And if we insist on doing things when we are
ready, we may wait until it is too late. This dream has scared me enough
that
it has convinced to tell my parents and relatives as soon as I get the
chance
to. I neglected to tell them before because I think they !
are beginning to think that something is wrong with me, but I do not care
anymore because this is extremely important.
I also want to point out that when destruction hits the US we will know the
true
meaning of when God says judgment starts in his house. I have always felt
that
once the US has been reduced down to nothing, that the anti-christ will
begin
to take control. In my vision this has become more evident to me because
God
is handing the world over to Satan. When this happens, the very first ones
to
suffer will be Christians who will begin to understand the true meaning of
persecution. I know that many of you are waiting for the rapture, but I
know
that many of us are not going to be raptured but persecuted. The lord has
already told me earlier on that I was going to be persecuted and not
raptured.
I still think I failed to convey the extremely importance of this dream, but
I
can't think of any other way to put it at the moment. I am kind of brain
dead
from doing so much school work and can't think very clearly. Sorry if there
are a lot of grammar errors and sorry if this is long, but had to tell you.
God Bless All of You, and remember, start preparing now because you do not
know
what the future will bring.

JERUSALEM (AP) - Acting Prime Minister Ehud Olmert declared victory for his centrist Kadima party in Israel's elections Tuesday, vowing to act on his own if necessary to draw Israel's final borders and "painfully" uproot Jewish settlers if negotiations with the Palestinians are not possible.

Standing below a massive portrait of his mentor Ariel Sharon, Olmert addressed chanting Kadima members after exit polls and media reports of early results predicted the party would have enough seats in parliament to form a ruling coalition.

Building on the vision of Sharon, who formed the party shortly before succumbing to a devastating stroke that left him in a coma, Olmert claimed a mandate to withdraw from much of the West Bank and set Israel's borders, which he has said he will do by 2010.

The turnout was the lowest in Israel's history, and the results showed voters turning away from conventional political parties to an assortment of third parties with agendas ranging from pensioner rights to the legalization of marijuana. The aftermath will likely be a period of difficult negotiations between Olmert and potential coalition partners.

"Today, Israeli democracy has spoken its piece, in a loud and clear voice," Olmert declared. "Israel wants Kadima," which means forward in Hebrew.

Olmert said he was ready for new peace talks and was prepared to make painful compromises such as uprooting some Jewish settlements in the West Bank and allowing Palestinians to have a state. But he demanded that the Palestinians be willing to compromise in return.

"In the coming period, we will move to set the final borders of the state of Israel, a Jewish state with a Jewish majority," Olmert said. "We will try to achieve this in an agreement with the Palestinians."

Olmert has said he would govern only with parties that accept his program, and projections showed a center-left coalition capturing 61 to 65 seats in the 120-member parliament. The hawkish parties fell far short of their plan to win enough seats to block Olmert's program.

As Israel held its election, the Palestinian parliament approved a new Cabinet led by the Hamas militant group. Incoming Palestinian Prime Minister Ismail Haniyeh told Al-Jazeera television that he opposed Olmert's plan. "Such a plan definitely won't be accepted by the Palestinian people or the Palestinian government," he said.

Allies of Palestinian President Mahmoud Abbas, a moderate from the Fatah Party, called for immediately renewing talks on the internationally backed "road map" peace plan under the auspices of the Palestine Liberation Organization, which he heads.

Olmert has said he supports the road map but will not wait indefinitely for a peace deal and would move unilaterally after a reasonable period of time.

Turning to the Palestinians, Olmert said: "We are prepared to compromise, give up parts of our beloved land of Israel, remove, painfully, Jews who live there, to allow you the conditions to achieve your hopes and to live in a state in peace and quiet."

"The time has come for the Palestinians ... to relate to the existence of the state of Israel, to accept only part of their dream, to stop terror, to accept democracy and accept compromise and peace with us," he said.

Israeli officials have ruled out talks with Hamas unless the Islamic group renounces violence and accepts Israel's right to exist, demands Hamas has so far rejected. It remains unclear whether Olmert would negotiate with Abbas without a change in Hamas' position.

With results in from 90 percent of the polling stations, Kadima was winning 29 seats, Labor 20 and Likud 12.

That was in line with TV projections which showed Kadima winning 29 to 32 seats, fewer than the 34 projected in recent polls. "Kadima has won today. The next prime minister is Ehud Olmert," said Roni Bar-On, a Kadima legislator.

The leader of the largest party is traditionally asked first to try to form a ruling coalition. Whether Olmert chooses to form a government with dovish parties or more hardline factions could determine his ability to carry out his plan.

Olmert could form a coalition with Labor, the dovish Meretz and the party that advocates pensions for retirees, or he could add the ultra-Orthodox Shas or United Torah Judaism parties to his government.

Olmert, the vice prime minister and former mayor of Jerusalem, took over the party after Sharon suffered a devastating Jan. 4 stroke and immediately became the favorite to win the elections. Much of Kadima's campaign was built around Sharon, Israel's most popular politician, and his legacy resonated with many voters.

"It was important for me to vote, to continue the way of Sharon," said Rina Golan, 65, who voted for Kadima.

But Sharon had been much more circumspect than Olmert about his post-election plans. He never spoke of drawing final borders, and said there would not be an additional unilateral pullout in the West Bank.

Labor's total represented a strong showing by new party leader Amir Peretz, who ran on a social platform advocating a higher minimum wage and guaranteed pensions for the elderly.

"The Labor Party has regained its credibility," said Labor lawmaker Colette Avital.

Likud, which had dominated Israeli politics for decades, was crushed, appearing to capture less than a third of the 38 seats it won in the last election. Benjamin Netanyahu, the former prime minister and current party head, warned that further unilateral withdrawals would bring Hamas closer to Israel.

"We have no doubt that the Likud suffered a hard blow," Netanyahu told his party activists. He blamed Sharon, who bolted Likud to form Kadima, for leaving behind "a broken and shattered party."

A strong majority of voters turned away from Likud and Labor, the only two parties that have ever ruled Israel, to vote for the new Kadima and fringe parties. Though other attempts to create a strong centrist party in Israel have failed, analysts said Sharon's personal popularity gave Kadima its edge.

Two marginal parties posted strong showings in the exit polls.

Israel Beitenu, a party aimed at Israeli immigrants from the former Soviet Union, would like to redraw Israel borders to put fewer Arabs and more Jews inside. It posted a double-digit showing as expected, with partial returns giving it 11 seats. The party has two lawmakers in the outgoing parliament.

The pensioners' party appeared to be the surprise protest vote of the election, taking eight seats, according to partial results. The party, headed by former Mossad spymaster Rafi Eitan, who oversaw a sensational espionage operation against the U.S. in the 1980s, was not represented in the last parliament. Kadima said the party was a natural coalition partner for Olmert.

The issues at stake in the election - the future of relations with the Palestinians and Israel's presence in the West Bank - were momentous, but the turnout, 63.2 percent, was the lowest ever for an Israeli parliamentary election.

The voter apathy in Israel's sixth election since 1992 was attributed partly to Kadima's wire-to-wire dominance during the campaign and partly to Israeli's disillusionment with rampant government corruption and party switching by veteran politicians that was viewed as purely opportunistic.

1.  Elections Proceeding, Voter Turnout at Record Low

Voter turnout continues to be the lowest ever in Knesset electoral history. Rabbi Eliyahu's office announces: No call to support Marzel. Netanyahu says: It's OK if voters choose National Union.

The Central Elections Committee reported that 47% of the electorate had voted by 6 PM - compared with some 52% at the same time during the last election, when turnout was the lowest it ever was.

The office of former Chief Rabbi Mordechai Eliyahu announced this morning that he had not issued a call to support Baruch Marzel's Hazit party. The announcement was made in response to a round of cellular phone messages stating the opposite.

The Central Elections Committee has confirmed to Arutz-7 that the votes of parties that do not receive the required minimum - expected to be between 60,000 and 65,000 - will not be distributed to other parties according to the Bader-Ofer method, but will be thrown out altogether.

The Hebrew NFC news site features last-day articles by the prime ministerial candidates. Excerpts:

Likud Chairman Binyamin Netanyahu:
"The path of the Likud is that of Menachem Begin: to seek peace from a position of strength, not of weakness. I know that many of you agree with our path: to fight terror firmly, not to collapse with further withdrawals, and not to pave, with our own hands, the road to the establishment of an Iranian-influenced Hamas state in the heart of the land. And I therefore believe that at the moment of truth, when you stand behind the curtain, you will not vote for the dangerous collapse of Olmert and Peres.

"I don't mind so much if you vote for Lieberman, Shas and the National Union - our natural partners, because they know that without the Likud, the nationalist camp is finished... "

Kadima leader Ehud Olmert:
"This is your chance to say yes to a Jewish and democratic state, yes to stability, yes to normalcy... Previous generations built here a national home, and we are now called upon to stabilize it and guarantee the continued existence of the State of Israel as a Jewish state with a clear Jewish majority... If our neighbors continue to miss chances for an arrangement, Israel will take its future into its own hands and will form its own character as a Jewish and democratic state... In the merit of the settlement enterprise, we will be able to preserve the large and significant Jewish settlement blocs in Judea and Samaria, we will set the route of the security fence, we will keep the security areas and we will promise that Jewish communities will not remain behind the fence..."

Amir Peretz of Labor:
"There have never been clearer elections than these. You the voter are presented with two clear ways between which you must choose - that which Binyamin Netanyahu poses, or the way of Labor... Everything is clear: Whoever wants all of the Land of Israel and is willing to live by the sword his whole life, will vote for the right. Whoever refuses to give up his ambition for peace, together with warfare that knows no compromise against terrorism, will choose us.

"Whoever wants extreme free market economics in which people are slaves to the economy and the free market is a jungle in which only the strong win, will vote for Netanyahu. Whoever wants a market economy that serves man and sees man as the most important for growth, will vote for us...

"[Regarding Kadima], it is hard to fight against a party that has no path, platform, obligations or democratic institutions. It's a party that is a place of refuge for all those who were unable to get chosen to another party, a party that is one big spin produced by one or two PR men, who determine their slogans based on public surveys..."

2.  Israelis at the Polls: Large Parties Fear Low Turnout

Some polls opened at 7 AM, others at 8, and by 9, all 8,280 polling stations around the country were running. Just over 5,000,000 citizens can vote, 31 parties are running, and polls close at 10 PM.

Though at 10 PM, the television exit polls will become the main issue of interest, until then the central topic will be the percentage of voter turnout. Of the five million eligible voters, about 10% are abroad and are, by and large, not expected to return to vote. In addition, surveys have shown that the trend of recent years both in Israel and around the world towards less voter participation is likely to continue today as well.

In the last three Knesset elections, voter turnout has plummeted from approximately 79% in both 1996 and 1999 to under 69% in 2003. In between, the election for Prime Minister in 2001 drew a record low of just under 60%.

Of the 31 parties in the running, only between 10-14 parties are expected to make it into the Knesset. Only those parties that receive at least 2% of the valid votes - roughly, 1,000 times the percentage of voter turnout - will have representation. Thus, if 65% of the electorate turns out to vote, parties such as Baruch Marzel's Hazit and the Pensioners will have to pass a threshold of some 65,000 votes in order to enter the Knesset. Two Arab parties appear to be certain of passing, and another Arab party and Green Leaf are also hoping to get in.

Several parties have signed pre-election "surplus votes" agreements. The Likud and Yisrael Beiteinu, for instance, agreed that if they each receive enough for an extra partial-seat in the Knesset, the party with fewer such surplus votes would "contribute" them to the other, enabling the latter to receive an extra seat.

The other party-pairs that signed "surplus votes" agreements are Labor/Meretz,
Shas/United Torah Judaism, and two Arab parties.

The remaining surplus votes - not including those of parties that did not pass the threshold, which are thrown out - will be divided up in a system known as the Bader-Ofer method. The system generally gives preference to the larger parties, but smaller parties have also been known to gain a seat at the end of the counting.

Government offices, schools and banks are closed today, and hospitals are operating on a reduced, Sabbath basis. Public transportation has been stepped up to enable voters to reach their polling stations.

Votes will be counted in one of the government complex buildings in Jerusalem. Hundreds of computer terminals are hooked up to the polling stations around the country, as well as to the television studios so that preliminary results can be broadcast in real time. Special stations have been set up to count the votes of soldiers, hospital patients, embassy personnel and prison inmates. No naval votes will be counted this time, as no Israeli ship currently has the necessary minimum of 14 Israelis aboard.

The security establishment is on absolute top alert, with no fewer than 85 warnings of possible terrorist attacks under consideration. Some 15-20 of these warnings are considered "specific." The Islamic Jihad terrorist organization is actively involved in trying to perpetrate attacks. Close to 25,000 policemen are deployed around the country.

3.  Two Killed by Kassam Rocket Explosion

A man and a boy are reported dead after a Kassam rocket exploded shortly before noon near Kibbutz Nachal Oz in the western Negev.

The two, apparently Bedouin shepherds, were killed in the Kassam attack, originating in Hamas Authority-controlled Gaza.

Contrary to reports that the explosion was caused by a rocket that was fired some time in the past, it now appears that the two were killed by a direct hit. A girl who was treated for shock at the site said that she heard a "whistling sound and an explosion."

Large army forces arrived on the scene, and are checking the precise circumstances of the attack. Reporters at the scene were told to keep their distance, as more attacks are expected.

Earlier today, three Kassam rockets were fired towards the same general area, just east of northern Gaza. No one was hurt and no damage was caused.

The total number of Kassam rocket fatalities is now eight - five in Sderot, one in Netiv HaAsarah, and two today.

IDF forces operating in the Shomron, and especially in the Jenin area, are seeking to thwart planned Islamic Jihad terrorist attacks. One terrorist was killed in a battle today, and nine have been arrested since last night. Close to 80 terrorist attack warnings have been received by Israel's intelligence forces.

4.  Nationalist Camp Election Observers Blocked by Police

Eight police cars are blocking a busload of some 50 nationalist-camp observers on their way to polling stations in the Israeli-Arab city of Nazareth. The stated reason: "Fear of provocation."


Some 50 observers representing the Likud and the National Union parties set off from Jerusalem this morning to the Galilee city of Nazareth to help ensure the purity of the election process - but police are not letting them through.

The citizens' intention was to try to prevent ballot-stuffing in areas that have been accused of such in the past. As their bus turned off onto the east-west Hadera-Afula highway at Nachal I'ron (Wadi Ara), two waiting police cars signaled the bus to stop.

No less a personage than I'ron Police Station Commander Kobi Shabtai informed the passengers, "There is a fear that you will cause a provocation, and we cannot let you through." He quoted the law that allows him to take such action when there is a fear of "disturbance of the public welfare."

One of the passengers, Baruch G., 44, asked him afterwards who had given the orders to take such action. "The orders are from above," Shabtai responded.

Baruch also asked another policeman if he does not think that this action is an impediment to the democratic process and the right to exercise a democratic right to observe elections. Speaking on condition of anonymity, the policeman said, "I'm in uniform now; what do you expect me to say? May G-d bless you and preserve you... They might be filming me at this very second."

Arutz-7 turned to the Central Elections Committee to ask for its opinion on the matter. Spokesman Giora Pordis first expressed skepticism about the entire story, asking, "I don't believe that three separate parties cooperated together." He then said he would check with the police.

Contacted several times, Pordis finally said he knows only of "six people that were detained and then released."

Moments later, at 3:45 PM, another passenger, Yonatan Y., told Arutz-7, "Four police cars have now begun escorting and accompanying us to Nazareth. The bus driver's license is being held by the police, to make sure that he doesn't take us anywhere else, and that we get off in Nazareth." He confirmed that the police had held them up for more than two hours.

Once in Nazareth, another busload of would-be observers, together with several cars, gathered together in a local parking lot - a total of 120 people - under the watchful eyes of the police. At 6 PM, the story took another strange turn: The leading Likud representative in the area, Shimon Gafsu, canceled his party's "observer appointments," leaving half the volunteers with nothing to do. He explained to Arutz-7 that of the 70 polling stations in the city, "63 already have staffers, so what do I need them for?"

Though the abrupt cancellation raised some suspicions and angered the volunteers greatly, most of the other volunteers - on behalf of the National Union - decided to go ahead on their own to the polling stations. This, despite the perceived danger of being alone in an Arab area.

The story is reminiscent of a phenomenon that occurred eight months ago on the eve of the large anti-Disengagement protest in Netivot (following a similar one in Kfar Maimon). Buses on their way to the mass rally were stopped by police and turned back - even though the rally had been declared legal. Police officers threatened bus drivers with the revocation of their licenses if they attempted to drive their passengers to the rally.
