Stockpile human bird flu vaccine now, say experts

Countries should stockpile vaccines against H5N1 flu even before any H5N1 pandemic begins, experts warn. A new modelling study shows that without such vaccines, and antiviral drugs, efforts such as school closures and travel restrictions will have almost no effect on the number of deaths a pandemic would cause in the US.

Yet that is what the country currently relies on. In March, US Health Secretary Michael Leavitt told a Congressional panel that "in the first six months of a pandemic we are dependent on basic public health and social distancing”. The term "social distancing" refers to measures that reduce human contact, such as school and business closures.

It would take drug companies six months from the start of a pandemic to produce an effective vaccine, he said. This is because they must wait until the pandemic actually starts before designing a vaccine that matches the virus.

But before then vaccines can be made to match currently circulating H5N1 viruses. Vaccinated people might not be completely immune to a subsequent H5N1 pandemic, but they might get less seriously ill, and pass on less virus.

Getting nowhere

The US plans to spend $1.2 billion on pre-pandemic vaccine (see "US launches plan to battle flu pandemic"), and last week the UK announced it would buy two million doses. But no country plans to stockpile enough for half of their population.

"It would be a very good idea to stockpile vaccine now," says Ira Longini of the University of Washington at Seattle, US. "Our studies show that without a lot of antiviral drugs or vaccine – or both – you don’t get anywhere," he told New Scientist. Antiviral drug production is now at capacity, but H5 vaccine production is minimal.

Longini and colleagues simulated the early days of a flu pandemic in the US using a new kind of supercomputer model designed to predict the rate of spread very early in an epidemic. "The effectiveness of a low-efficacy vaccine was somewhat surprising" in protecting the population, Timothy Germann, the paper’s lead author, told New Scientist.

Degrees of contagion

They modelled the effects of giving half the US population one shot of a vaccine that cut susceptibility to flu by only one-third, and transmission of the virus by half. They also modelled school closure and other social distancing, and treating every sick person and their close contacts with antiviral drugs.

For a poorly contagious virus, school closure, antiviral drugs, or vaccination on their own limited cases to only a few per thousand. But for a moderately contagious virus, similar to the 1918 pandemic, far more antiviral drug than the 20 million treatments the US plans to stockpile were needed, unless vaccine or social distancing was applied as well.

For a moderately contagious virus, social distancing alone was the same as no intervention at all – nearly half of the population fell ill. But social distancing plus drugs or vaccine limited cases to only a few per thousand. With all three there were fewer still.

Antiviral drugs plus school closure, but no vaccine, worked, though not as well as with the vaccine for more highly contagious viruses. And Longini notes it would be unwise to rely on drugs, in case the virus becomes drug resistant.

Less than a quarter of Christians in the United Kingdom possess enough knowledge of the Bible to be able to place key events in the order they appear.

LONDON – Less than a quarter of Christians in the United Kingdom possess enough knowledge of the Bible to be able to place key events in the order they appear, according to the results of a new survey by the Bible Society released last week.

The Christian evangelical organization carried out a survey of regular churchgoers, which revealed that 76 percent of people were unable to put a series of ten popular Bible stories in the order that they appear in the Bible.

Events used in the survey included Noah’s Ark, Solomon’s building of the Temple, and Jesus feeding the five thousand, among other similar incidents.

The survey was carried out by asking the questions in a quick-fire quiz style, and was designed to assess the common assumption that Christians possess an in-depth knowledge of the Bible.

The survey results have been published to coincide with the recent publication of “The Drama of Scripture,” which is an SPCK (Society for Promoting Christian Knowledge) book that has been created in association with the Bible Society. The book aims to portray the Bible as a drama containing six “Acts,” including creation, sin, Israel, Jesus, mission, and new creation.

The Director of Program at the Bible Society, Ann Holt said, “It seems that even Christians struggle to see the big picture when it comes to the Bible – never mind those who never read it.

“The Drama of Scripture has been published to provide Christians with some much-needed help in rediscovering afresh the significance of God’s Word for living out their faith today. That is why we recently supported the launch of the book with the mass distribution of a booklet containing key extracts from the publication.”

What would happen if a world-renowned scientist and evolutionary ecologist told hundreds of his colleagues that 90 percent of the human race needed to be wiped out by exposure to Ebola or some other deadly virus?

Apparently, according to a scientist who claims to have witnessed such a remarkable event one month ago, the fiend would get a standing ovation and an award.

That's the story being told by Forrest Mims III, a member of the Texas Academy of Science, chairman of its environmental science section and editor of the Citizen Scientist.

The speech Mims heard was delivered by Eric R. Pianka, a lizard expert from the University of Texas. It is recounted in detail in the latest issue of the Citizen Scientist.

"We're no better than bacteria," Mims quoted Pianka as saying in his condemnation of the human race, which, he claimed, is overpopulating the Earth.

The only way to save the planet for the rest of the species is to reduce the human population to 10 percent of its current number.

"He then showed solutions for reducing the world's population in the form of a slide depicting the Four Horsemen of the Apocalypse," writes Mims. "War and famine would not do, he explained. Instead, disease offered the most efficient and fastest way to kill the billions that must soon die if the population crisis is to be solved. Pianka then displayed a slide showing rows of human skulls, one of which had red lights flashing from its eye sockets. AIDS is not an efficient killer, he explained, because it is too slow. His favorite candidate for eliminating 90 percent of the world's population is airborne Ebola (Ebola reston), because it is both highly lethal and it kills in days, instead of years. However, Professor Pianka did not mention that Ebola victims die a slow and torturous death as the virus initiates a cascade of biological calamities inside the victim that eventually liquefy the internal organs."

Pianka notes in the online syllabus for his Diversity and Ecology class that the deadly form of Ebola – Ebola zaire – that has killed nine out of the 10 people infected currently only spreads by direct contact with infected blood, while Ebola reston, the close relative that currently kills only monkeys, is an airborne virus. Evolution, he says, will in time result in an airborne form fatal to humans.

Mims notes that when Pianka finished his remarks, the audience of fellow scientists and students burst out in sustained applause.

During a question-and-answer sessions, the audience laughed approvingly when Pianka offered the bird flu as another vehicle toward achieving his goal. They also chuckled when he suggested it was time to sterilize everyone on Earth.

"What kind of reception have you received as you have presented these ideas to other audiences that are not representative of us?" asked one member of the audience.

"I speak to the converted!" Pianka replied.

Mims said he spoke glowingly of the police state in China that enforces a one-child policy.

"Smarter people have fewer kids," Mims quoted Pianka as saying.

Following the question-and-answer session, Mims says "almost every scientist, professor and college student present stood to their feet and vigorously applauded the man who had enthusiastically endorsed the elimination of 90 percent of the human population. Some even cheered. Dozens then mobbed the professor at the lectern to extend greetings and ask questions."

Mims notes five hours later, the Texas Academy of Science presented Pianka with a plaque in recognition of his being named 2006 Distinguished Texas Scientist.

"When the banquet hall filled with more than 400 people responded with enthusiastic applause, I walked out in protest," he writes.

Mims, an electronics author, has written some 60 books that have sold 7.5 million copies.

Iran has set up a sophisticated intelligence gathering operation in southern Lebanon to identify targets in northern Israel in the event of a military confrontation over its controversial nuclear programme.

Senior Israeli military commanders say Iran has spent tens of millions of pounds helping its close ally, Hizbollah, the Shia Muslim militant group that controls southern Lebanon, to set up a network of control towers and monitoring stations along the entire length of Israel's border with south Lebanon.

Some of the new control towers, which are made of reinforced concrete and fitted with bullet-proof reflective glass, are less than 100 yards from Israeli army positions and are clearly visible for long stretches along Israel's border.

"This is now Iran's front line with Israel," a senior Israeli military commander said. "The Iranians are using Hizbollah to spy on us so that they can collect information for future attacks. And there is very little we can do about it."

The Israeli military has reported a significant increase in Hizbollah activity in southern Lebanon since Syria came under intense international pressure to withdraw its forces from the area last year following the assassination of the Lebanese prime minister Rafik Hariri.

Israeli military officers report that teams of Iran's Revolutionary Guards travel regularly to southern Lebanon to help train local Hizbollah fighters in terrorist tactics. Tensions between Iran and Israel have intensified dramatically since the election last summer of President Mahmoud Ahmadinejad as Iran's new leader. Israel has repeatedly threatened to take military action to prevent Iran from acquiring nuclear weapons, and the new Iranian government has responded by calling for Israel's destruction.

Senior Israeli military officers believe Iran is deliberately exploiting the power vacuum caused by Syria's withdrawal to intensify pressure on Israel's northern border.

Hizbollah is aware that Israel is keen to maintain friendly relations with the new government in Lebanon and believes it can act freely in southern Lebanon without provoking retaliatory strikes from Israel.

Officers report a sharp increase in border incidents between Hizbollah fighters and Israeli units on the northern border, with the main flash points located at the disputed Druze village of Ghajar, which is divided by the border between Israel and Lebanon, and Mount Dov, which Hizbollah also claims should be part of Lebanon.

The situation is now regarded as so serious that many senior Israeli officers openly admit to missing the restraining influence of Syria over Hizbollah.

"When the Syrians were in Lebanon it was easy for us to control Hizbollah," said an officer with Israel's northern command. "If things got too tense we could put pressure on Damascus and the Syrians would act quickly to calm things down."

Although the Lebanese government technically controls the border area, its military is not considered strong enough to control Hizbollah, which takes its orders directly from Teheran.

"Iran is playing a very dangerous game of cat and mouse on our northern border and it could easily spiral out of control at any moment," said the officer.

In recent weeks Hizbollah sent unmanned aircraft on reconnaissance missions over the border to photograph sensitive Israeli military installations. The spy planes returned to base before being detected by air defence systems.

In addition to providing intelligence-gathering and communications equipment, Iran has also equipped Hizbollah with improved weapons and ammunition to launch attacks against Israel, including heavy mortars and rockets with a range of up to 30 miles.

The volunteer border-watchdog group Minuteman Civil Defense Corps has launched a new monthlong campaign one year after its operations along the U.S.-Mexico frontier began drawing national attention.

The new effort comes as Congress debates controversial immigration-reform legislation that has drawn massive protests from advocates of illegal aliens.

Along with Arizona, the Minutemen have planned exercises along the border in California, New Mexico and Texas, and along the northern frontier in Washington, New Hampshire, Vermont and New York state.

J. Glenn Sorensen, a retired school administrator living in Flagstaff, Ariz., told the Associated Press the group already has accomplished part of its purpose, "to draw national attention to an insecure border."

"I don't think anybody wants to close the border – I certainly don't," he said. "Basically, I think they need to be secure."

Bob Wright, director of New Mexico's Minutemen group, said patrollers had been on duty less than 30 minutes Saturday when they alerted Border Patrol to the first group of illegal aliens – seven people – trying to enter the U.S.

Don Goldwater, a Republican candidate for governor and nephew of the late Sen. Barry Goldwater, was among the politicians and activists at a rally Saturday of at least 200 mostly older men and women at a remote southern Arizona ranch.

"Build us that wall – now!" Goldwater said, referring to a measure to add 700 miles of fences along the border.

Since Oct. 1, agents have caught more than 48,000 in the area patrolled now by the Minutemen, an increase of 48 percent over the same period last year.

The group's national leader, Chris Simcox, said volunteers will keep an eye on four watering stations set up by the group Humane Borders.

The Border Patrol said more than 400 people died last year from exposure to the heat or dehydration as they tried to cross the desert into the U.S.

President Bush and Mexican President Vicente Fox favor a bill being debated in the Senate that establishes a guest-worker program allowing illegal aliens employed in the U.S. to stay and possibly gain citizenship. The House passed a controversial measure last month that tightens border security.

Critics accuse the Minuteman group of racism, but leaders say they reject any members of racist organizations who apply to volunteer.

A chief opponent, the American Civil Liberties Union said it was concerned over "the potential for taking actions and ... attempting to enforce immigration laws."

The Minutemen say, however, they only are reporters of illegal crossing to the Border Patrol.

TEHRAN (Reuters) - Iran test fired a new torpedo in the Strait of Hormuz off its south coast, the world's main nexus for shipping oil, state television reported on Monday.

Iran rarely gives enough details of its military hardware for analysts to determine whether Tehran is making genuine advances or simply producing defiant propaganda while pressure ratchets up on its nuclear program.

Although Iran can draw on huge manpower, its naval and air force technology is largely dismissed as outmoded.

"Revolutionary Guard naval forces a few minutes ago test fired a powerful torpedo in the Strait of Hormuz. This torpedo is capable of destroying enemy warships and submarines at any depth and moving at any speed," state television said.

The test comes in the middle of Gulf wargames that started on Friday. Iran earlier in the wargames said it had tested a radar-evading missile and an underwater missile that can outpace enemy warships.

Iran said in February last year that it had started a mass production line of torpedoes.

The Islamic Republic has three elderly Kilo class diesel-electric Russian submarines. These are capable of firing homing torpedoes but military analysts say these vessels are unsuited to modern naval combat.

Iran has also started building midget submarines, which it says are capable of firing torpedoes.

Earlier in the day, Rear Admiral Mohammad-Ebrahim Dehqani said Iran would have further important announcements to make over the course of the wargames.

"We are going to have very important news that will make our nation proud in the next few days," he told state television.

Western nations have been watching developments in Iran's ballistic missile capabilities with concern amid a standoff over the Iranian nuclear program, which the West says is aimed at building atomic bombs. Tehran says the program is only civilian.

The United States and Israel have consistently declined to rule out military action against Iran if Tehran fails to resolve the nuclear dispute through diplomatic means.

The City of Wichita’s 2004-2008 Consolidated Plan reports 2,253 individuals are homeless each year in Sedgwick County.  The Wichita Unified School District 259 reported 626 homeless children (from birth to age 17) that were participants in their special programs for homeless children.

The Reality:  Doubts exists about the need for a 24/7 shelter. But, the facts tell us there are more than 730 reasons this shelter must be built

 

Objection:  

It costs a lot of money; $1.4 million plus ongoing costs to operate the facility.  Where will the money come from?  Won’t it just be taken away from other agencies who are already working on the issue?

 

Response:

Creating new monies is indeed a challenge.  One proposed option that is being seriously considered in Wichita is a Housing Trust Fund.  AECH sees this as critical for ending homelessness and prevent future homelessness.  The Trust Fund will create a dependable fund that will support housing and homeless housing needs of extremely low-income persons.  The Housing Trust Fund is designated yearly funds.  This will not only help operate the facility, but help solve the problem of Homelessness.  It will help get them into safe, accessible and affordable permanent housing.

 

Objection:

Many people say we already have enough emergency beds for the homeless.   We simply need to figure out how to get them to the right places.

 

Response:

The maximum number of homeless shelter beds in Wichita is 345.  Numbers are not the only criteria for determining space however.  Shelter beds may go unused because homeless persons needing emergency shelter do not meet the admission criteria.  The following factors are some that need to be taken into consideration when determining available shelter beds:

bullet Most family shelters do not accept single men.
bullet Few shelters accept single men with children.
bullet Only one shelter (we know of) accepts single men experiencing domestic violence.
bullet One shelter accepts men only.
bullet Shelters have rules that do not let a homeless person or family return to their shelter for a period of time (often 6 months) after they have exited.
bullet Most shelters will not accept those who are homeless and under the influence of drugs or alcohol.
bullet The location (accessibility) of a shelter is important.  Some shelters are located a distance away from the core of the city where most homeless gather and search for shelter.  One shelter has two daily “pickups” – 5:30pm at the Lord’s Diner, and 6:15pm at the city library.   
bullet There are homeless (women and men) “high” on drugs or alcohol who have no option for shelter (except when the temporary Overflow Shelter is open).
bullet There are homeless who have been “kicked out/exited” from shelters and not welcome to return.

 

bullet There are homeless people who refuse to enter any of the existing shelters due to “house rules”, bad experiences, or the “religious environment” that creates discomfort.  They do however choose to stay at a “low demand” shelter with “rules” similar to that of the temporary Overflow Shelter (no restrictions except they must respect other persons and property).

 

A list of primary Homeless Shelters in Sedgwick County include

1.      Inter-Faith Inn                                                                    50 beds

2.      Union Rescue Mission                                                    *200 beds

3.      Salvation Army Emergency Lodge                          16 beds

4.      Catholic Charities Anthony Family Shelter               32 beds

Total                                      298 beds

* We are not certain how many beds.  Last report is that they will shelter up to 200 - some on floor mats.

 

A list of Women's Domestic Violence Shelters include:

1.      Catholic Charities Harbor House (women’s shelter) 23 beds

2.   YWCA Safehouse (women’s shelter)                                  33 beds

                                                Total                                        56 beds

 

IMPORTANT:  We are not critical of the "house rules" or the restrictions that shelters have created to regulate the population they serve.  We only want to make certain that within our city there is shelter space for all homeless people plus available supportive services.  At the present time there is a shortage of shelter space.

 

 

Objection:

We have over 300,000 people in the Wichita area.  If we only have 700-1000 homeless and we have emergency beds for half of them, do we really have that big of a problem?  That’s less than two tenths of one percent of our population.  That seems pretty good.

 

Response:

If you look at it this way, yes it sound like there’s not a real problem.  But these are not just numbers, they are human beings.  Don’t they deserve to be cared for?? What if they were your family??  No one should have to live under a bridge or in a box.  We can do better than this!!!

 

 

Objection:

Many of the homeless really don’t want to be helped.  They are satisfied where they are as long as they get some food.

 

Response:

NO! Those who are homeless are not satisfied with their status.  Many have physical or emotional illnesses. Some are mothers and fathers trying to keep their children safe. Some are children….Some of them can work and do when they can find a job.

Some of them have just had a rough road and they can’t seem to keep their heads above water.  If you think they all are satisfied about where their lives have ended up, try talking to them. You’ll see, they are just like you and me.  They have feelings and they are all of God’s royalty and they deserve a place to call home.

 

Objection:

If our highest priority is permanent housing, we need to make sure we have enough permanent housing first.

 

Response:

That’s where the Housing Trust Funds come in.  A Housing Trust Fund must be set up in Wichita, to end homelessness and prevent future homelessness.  The Housing Trust Fund will create a dependable funding source that will support housing and homeless housing needs of extremely low-income persons ( 30% AMI and below ).  The Housing Trust Fund will be designated funds that are put into the Trust Fund yearly, so it will be continual income.  The “Everyone Welcome, 24/7 Shelter with Supportive Services” will help get the homeless off the streets and, by utilizing the supportive services, it will help them get their life on track so they can get into safe, accessible and affordable permanent housing.

 

 

Objection:

The best way to care for people like the homeless is for church people and other humanitarians to develop their own ministries and services.  That’s what the churches have been doing with the overflow shelter.  That’s how the Lord’s Diner is supported.  That’s what makes UMUM and Anthony Family Shelter work so well.  If we set up another governmental agency (city, county, state, federal) it will only take the ownership away from those who really care and create another bureaucracy.

 

Response:

There is no question that the faith-based organizations mentioned above are doing excellent work.  Part of what makes their ministries successful, are the rules and programs they offer.  However, there are still many who “fall through the cracks” and are not eligible for these faith-based programs or refuse to accept the particular faith perspectives provided.  The “Everyone Welcome, 24/7 Shelter” concept provides services to all.  It is likely that the 24/7 Shelter would refer people to some of these existing organizations as the best option for them.  We must acknowledge that no one ministry can meet all the needs but each ministry is valuable and essential.  We must work together.

 

 

Objection:

Do you really want to welcome “everyone” into the shelter?  Won’t that just invite trouble and danger for others?

 

Response:

The facility would be staffed day and night.  We will have a requirement to respect other persons and property.  There will also be activities and supportive services available to help each person with their specific needs which will help keep them active in living a successful life.

 

Objection:

What will a 24/7 Shelter provide that other agencies aren’t already providing?

 

Response:

AECH proposes that we discontinue the temporary Overflow Shelter, and create a new consolidated shelter with supportive services that welcomes homeless persons day and night without any restrictions (except a requirement to respect other persons and property).

 

 

Objection:

Ending Chronic Homelessness is a noble cause but it is simply unrealistic.  Go for a program that is realistic.

 

Response:

It is not unrealistic.  There are plans out there right now.  We have to decide as a community, that 15 years is too long, to still be talking about what we are going to do.  We have to get a plan put in action and get it started now before we need yet another temporary overflow shelter.

 

 

Objection:

They are just lazy and don’t want to work.  They made their choices.  Let them live with the consequences.

 

Response:

Everyone makes mistakes.  Everyone deserves to be forgiven and everyone deserves a second chance.  It’s no different for the homeless men, women and children in Wichita, Kansas every night.  We can make a difference today!

 

 

Objection:

How can you substantiate the numbers and statistics you are using in your literature?  I don’t believe them.

 

Response:

The $8.00 a day cost was created in the following way:   The projected budget for operating our proposed “Consolidated 24/7 Emergency Shelter” with supportive services is $545,000.  Based on an average of 185 homeless residents per night, the cost is $8.00. Whether we go with the minimum $8.00 a day, or the maximum $16.00 a day (16x30=$480.00) the cost is reasonable and far less than if we keep them homeless.

 

It costs a fortune to keep someone homeless.

 

Among the costs of keeping people homeless are:

1.      Medical costs (emergency room visits, medication, and hospital stays)

2.      Jail time (often not being able to pay fines)

3.      Shelters where homeless are housed (without a meaningful plan to progress)

Most of these expenses listed below could be reduced or eliminated.  There are lower cost alternatives.  It costs a fortune to keep someone homeless.

bullet Adult in Jail: $3,500 a month.  (This estimated number for Kansas is $500 below the national average of $4,000.) 
bullet Youth in Detention Center:  $7,000 a month.  (An estimated number below the national average.)
bullet Psychiatric Center: $10,000 a month.  (Costs vary but $10,000 is not an out of line estimate.)

 

Compare the above costs to AECH’s “Welcome Home: 24/7” option.

bullet Overnight shelter $8.00 a day X 30 days = $240 a month.  Since there are additional supportive service costs provided by outside agencies -- let’s double the cost to $16.00 ($16.00 X 30 = $480 a month).  $480 a month is still well below other alternatives.  And more importantly, the "Welcome Home": 24/7 option we recommend does not simply recycle homeless persons but rather provides the supportive services needed to help homeless persons move into a permanent solution.
bullet Permanent housing with supportive services costs less than keeping someone homeless.  A studio apartment with supportive services for the chronic homeless rents for around $375 a month in our city, with all utilities paid.

 

 

Objection:

You live in a nice home in the suburbs. Why do you care about the homeless?

 

Response:

We are supposed to care for our neighbors, as we care for ourselves. That means everyone deserves to be cared for.  Did you know almost everyone is 2 paychecks away from being homeless?  That means in America today.  It can happen to anyone at anytime.  It could happen to you.

 

In addition, it costs a lot of money to keep the homeless on the streets.  The City of Wichita’s 2004-2008 Consolidated Plan reports 2,253 individuals are homeless each year in Sedgwick County.  The Wichita Unified School District 259 reported 626 homeless children (from birth to age 17) that were participants in their special programs for homeless children.  Who pays for their schooling?? 

 

 

The Good News:  We assume the battle for right and justice can be won by force, by technique, by doing.  It can’t.  Truly faithful transformation of culture comes through sacrificial love, community and being.  But this fact by no means cancels out the responsibility to do, to act, to walk in the words of God.  Rather, the being and the doing go together.  The being is fundamental, but the doing is the natural result.  Adapted from: The Community of the King, by Howard A. extermination of 90 percent of the human species

Recently citizen scientist Forrest Mims told me about a speech he heard at the Texas Academy of Science during which the speaker, a world-renowned ecologist, advocated for the extermination of 90 percent of the human species in a most horrible and painful manner. Apparently at the speaker's direction, the speech was not video taped by the Academy and so Forrest's may be the only record of what was said. Forrest's account of what he witnessed chilled my soul. Astonishingly, Forrest reports that many of the Academy members present gave the speaker a standing ovation. To date, the Academy has not moved to sanction the speaker or distance itself from the speaker's remarks.

If the professional community has lost its sense of moral outrage when one if their own openly calls for the slow and painful extermination of over 5 billion human beings, then it falls upon the amateur community to be the conscience of science.

Forrest, who is a member of the Texas Academy and chairs its Environmental Science Section, told me he would be unable to describe the speech in The Citizen Scientist because he has protested the speech to the Academy and he serves as Editor of The Citizen Scientist. Therefore, to preclude a possible conflict of interest, I have directed Forrest to describe what he observed and his reactions in this special feature, for which I have served as editor and which is being released a week ahead of our normal publication schedule.   There is always something special about science meetings. The 109th meeting of the Texas Academy of Science at Lamar University in Beaumont on 3-5 March 2006 was especially exciting for me, because a student and his professor presented the results of a DNA study I suggested to them last year. How fulfilling to see the baldcypress ( Taxodium distichum ) leaves we collected last summer and my tree ring photographs transformed into a first class scientific presentation that's nearly ready to submit to a scientific journal (Brian Iken and Dr. Deanna McCullough, "Bald Cypress of the Texas Hill Country: Taxonomically Unique?" 109th Meeting of the Texas Academy of Science Program and Abstracts [ PDF ], Poster P59, p. 84, 2006).

But there was a gravely disturbing side to that otherwise scientifically significant meeting, for I watched in amazement as a few hundred members of the Texas Academy of Science rose to their feet and gave a standing ovation to a speech that enthusiastically advocated the elimination of 90 percent of Earth's population by airborne Ebola. The speech was given by Dr. Eric R. Pianka (Fig. 1), the University of Texas evolutionary ecologist and lizard expert who the Academy named the 2006 Distinguished Texas Scientist.

Something curious occurred a minute before Pianka began speaking. An official of the Academy approached a video camera operator at the front of the auditorium and engaged him in animated conversation. The camera operator did not look pleased as he pointed the lens of the big camera to the ceiling and slowly walked away.

This curious incident came to mind a few minutes later when Professor Pianka began his speech by explaining that the general public is not yet ready to hear what he was about to tell us. Because of many years of experience as a writer and editor, Pianka's strange introduction and the TV camera incident raised a red flag in my mind. Suddenly I forgot that I was a member of the Texas Academy of Science and chairman of its Environmental Science Section. Instead, I grabbed a notepad so I could take on the role of science reporter.

One of Pianka's earliest points was a condemnation of anthropocentrism, or the idea that humankind occupies a privileged position in the Universe. He told a story about how a neighbor asked him what good the lizards are that he studies. He answered, “What good are you?”

Pianka hammered his point home by exclaiming, “We're no better than bacteria!”

Pianka then began laying out his concerns about how human overpopulation is ruining the Earth. He presented a doomsday scenario in which he claimed that the sharp increase in human population since the beginning of the industrial age is devastating the planet. He warned that quick steps must be taken to restore the planet before it's too late.

Saving the Earth with Ebola

Professor Pianka said the Earth as we know it will not survive without drastic measures. Then, and without presenting any data to justify this number, he asserted that the only feasible solution to saving the Earth is to reduce the population to 10 percent of the present number.

He then showed solutions for reducing the world's population in the form of a slide depicting the Four Horsemen of the Apocalypse. War and famine would not do, he explained. Instead, disease offered the most efficient and fastest way to kill the billions that must soon die if the population crisis is to be solved.

Pianka then displayed a slide showing rows of human skulls, one of which had red lights flashing from its eye sockets.

AIDS is not an efficient killer, he explained, because it is too slow. His favorite candidate for eliminating 90 percent of the world's population is airborne Ebola ( Ebola Reston ), because it is both highly lethal and it kills in days, instead of years. However, Professor Pianka did not mention that Ebola victims die a slow and torturous death as the virus initiates a cascade of biological calamities inside the victim that eventually liquefy the internal organs.

After praising the Ebola virus for its efficiency at killing, Pianka paused, leaned over the lectern, looked at us and carefully said, “We've got airborne 90 percent mortality in humans. Killing humans. Think about that.”

With his slide of human skulls towering on the screen behind him, Professor Pianka was deadly serious. The audience that had been applauding some of his statements now sat silent.

After a dramatic pause, Pianka returned to politics and environmentalism. But he revisited his call for mass death when he reflected on the oil situation.

“And the fossil fuels are running out,” he said, “so I think we may have to cut back to two billion, which would be about one-third as many people.” So the oil crisis alone may require eliminating two-third's of the world's population.

How soon must the mass dying begin if Earth is to be saved? Apparently fairly soon, for Pianka suggested he might be around when the killer disease goes to work. He was born in 1939, and his lengthy obituary appears on his web site.

When Pianka finished his remarks, the audience applauded. It wasn't merely a smattering of polite clapping that audiences diplomatically reserve for poor or boring speakers. It was a loud, vigorous and enthusiastic applause.

Questions for Dr. Doom

Then came the question and answer session, in which Professor Pianka stated that other diseases are also efficient killers.

The audience laughed when he said, “You know, the bird flu's good, too.” They laughed again when he proposed, with a discernable note of glee in his voice that, “We need to sterilize everybody on the Earth.”

After noting that the audience did not represent the general population, a questioner asked, "What kind of reception have you received as you have presented these ideas to other audiences that are not representative of us?"

Pianka replied, "I speak to the converted!"

Pianka responded to more questions by condemning politicians in general and Al Gore by name, because they do not address the population problem and "...because they deceive the public in every way they can to stay in power."

He spoke glowingly of the police state in China that enforces their one-child policy. He said, "Smarter people have fewer kids." He said those who don't have a conscience about the Earth will inherit the Earth, "...because those who care make fewer babies and those that didn't care made more babies." He said we will evolve as uncaring people, and "I think IQs are falling for the same reason, too."

With this, the questioning was over. Immediately almost every scientist, professor and college student present stood to their feet and vigorously applauded the man who had enthusiastically endorsed the elimination of 90 percent of the human population. Some even cheered. Dozens then mobbed the professor at the lectern to extend greetings and ask questions. It was necessary to wait a while before I could get close enough to take some photographs (Fig. 1).

I was assigned to judge a paper in a grad student competition after the speech. On the way, three professors dismissed Pianka as a crank. While waiting to enter the competition room, a group of a dozen Lamar University students expressed outrage over the Pianka speech.

Yet five hours later, the distinguished leaders of the Texas Academy of Science presented Pianka with a plaque in recognition of his being named 2006 Distinguished Texas Scientist. When the banquet hall filled with more than 400 people responded with enthusiastic applause, I walked out in protest.

Corresponding with Dr. Doom

Recently I exchanged a number of e-mails with Pianka. I pointed out to him that one might infer his death wish was really aimed at Africans, for Ebola is found only in Central Africa. He replied that Ebola does not discriminate, kills everyone and could spread to Europe and the the Americas by a single infected airplane passenger.

In his last e-mail, Pianka wrote that I completely fail to understand his arguments. So I did a check and found verification of my interpretation of his remarks on his own web site. In a student evaluation of a 2004 course he taught, one of Professor Pianka's students wrote, "Though I agree that convervation [sic] biology is of utmost importance to the world, I do not think that preaching that 90% of the human population should die of ebola [sic] is the most effective means of encouraging conservation awareness." Yet the majority of his student reviews were favorable, with one even saying, “ I worship Dr. Pianka

The 45-minute lecture before the Texas Academy of Science converted a university biology senior into a Pianka disciple, who then published a blog that seriously supports Pianka's mass death wish.

Dangerous Times

Let me now remove my reporter's hat for a moment and tell you what I think. We live in dangerous times. The national security of many countries is at risk. Science has become tainted by highly publicized cases of misconduct and fraud.

Must now we worry that a Pianka-worshipping former student might someday become a professional biologist or physician with access to the most deadly strains of viruses and bacteria? I believe that airborne Ebola is unlikely to threaten the world outside of Central Africa. But scientists have regenerated the 1918 Spanish flu virus that killed 50 million people. There is concern that small pox might someday return. And what other terrible plagues are waiting out there in the natural world to cross the species barrier and to which scientists will one day have access?

Meanwhile, I still can't get out of my mind the pleasant spring day in Texas when a few hundred scientists of the Texas Academy of Science gave a standing ovation for a speaker who they heard advocate for the slow and torturous death of over five billion human beings.

Haaretz comments: "Out of 2,300 employed residents of Gush Katif, 1,985 lost
the source of their employment after the disengagement. More than six months
later, 70 percent of them have yet to find alternative work... Some
two-thirds of the work force in Gush Katif were employed in the civil
service, most of them in the regional council, which no longer exists.
According to the Central Bureau of Statistics, there are more than twice as
many people employed in the civil service in communities located over the
Green Line than those within it. In the field of education, for instance,
more than one-fifth of the work force is employed in the settlements - 20.9
percent - compared to 12.6 percent of all workers in Israel. To this we must
add thousands more, including public administration workers, health and
welfare workers, community service providers and others. If the policy of
Kadima and the peace camp parties is implemented, tens of thousands of
residents of the territories will be cut off from the sources of their
present employment. The problem of these new evacuees does not need to be
placed before Sela. It would rather be appropriate to return to the original
plan of the Gush Katif evacuation, ensuring full and respectable
remuneration for each family, which will do what it wants with the money."

The Jerusalem Post writes: "Whichever party gains the Finance Ministry,
however, must not lose sight of the fact that electioneering is over. It
must resist the temptation to undo everything that Netanyahu accomplished -
at considerable personal political cost. He was accused of making the rich
richer but took on the banks, the financial markets and the pension funds.
To unravel much of this may be politically profitable in the short haul, but
in the long run it could prove disastrous."

Hatzofeh derides the response so far to the firing of Kassam and Katyusha
rockets from the Gaza Strip. The editors declare that, "The Hamas leadership
must know that it will pay a personal price similar to that paid by Sheikh
Yassin," and assert that the IDF "must strike without mercy, because that -
in the meantime - is the only language understood by those who want to kill
us."

Yediot Aharonot discusses the pros and cons of raising the minimum wage. The
editors believe that a negotiated agreement between the Histadrut and
employers would be preferable to legislative fiat - stemming from public
anger - regarding both minimum wages for workers and maximum salaries for
executives.

Prime Minister's Office (PMO) Director-General Ilan Cohen this morning
(Monday, April 3, 2006) convened the Directors-General Forum on dealing with
bird flu. Agriculture and Rural Development Ministry Director-General Yossi
Yishai, Health Ministry Director-General Prof. Avi Yisraeli, Veterinary
Services and Finance Ministry representatives, regional council chairmen,
and poultry farmers' representatives attended the meeting.

Participants were briefed by representatives of all relevant bodies on -
inter alia - work procedures of, and lessons gained from, the campaign
against bird flu in order to be better prepared for possible future
outbreaks. To this end, the directors-general agreed on formulating detailed
work procedures:

* Advance stage - A work procedure has been formulated on the equipping of
government bodies, including communications with contractors and suppliers
and intra-governmental coordination.

* Identification and immediate action stage - Work procedures have been
defined for immediate action upon the identification of the disease. PMO
Dir.-Gen. Cohen instructed that action timetables be stepped up and that
emphasis be placed on quarantine and sterilization methods to prevent the
disease from spreading.

* Culling and sterilization stage: Culling and burial procedures have been
refined.

The directors-general decided that, immediately upon the conclusion of all
such events, a comprehensive review - including an epidemiological study -
will be held in order to draw the necessary conclusions.

Agriculture and Rural Development Ministry Dir.-Gen. Yishai said that
farmers will soon be eligible to receive advances on the compensation due to
them, as per the government's commitment to them. A professional team is
currently examining the issue of farmers' indirect damages in order to
assess them more accurately.

A conference of all relevant government bodies and officials will be held
next Monday, April 10, in order to review the aforementioned work procedures
and lessons. The conference is in continuation of the government's
cooperation with local authorities.

PMO Dir.-Gen. Cohen thanked all those concerned: "Despite the difficulties
involved, the State of Israel dealt immediately and professionally with the
first crisis and brought about its conclusion in a very short time in
comparison to other countries, and minimized potential damage."

Less than 2% of Israel's poultry sector was adversely affected; in
comparison with much higher proportions in various European countries.
Neither was there any decrease in the supply of poultry to consumers.

1.  Hamas: No More Arrests or Security Cooperation with Israel

A Hamas Authority minister told the French AFP news agency that Hamas will no longer cooperate with Israel on security matters or arrest terrorists. Analysts: An open invitation for all terrorists.

Sa'id Siyam, the Palestinian Authority's interior minister, essentially closed the door on one of the critical aspects of the Oslo Accords - the very agreement that created the Palestinian Authority in 1993.

Responsible for the Palestinian Authority's military organs in the framework of his position, Siyam told AFP that the cooperation with Israel that Fatah implemented is no longer acceptable to the new Hamas government, and that Hamas will no longer arrest terrorists.

"This is essentially an open invitation to find safe refuge within the Palestinian Authority," writes Arab affairs-analyst Dalit HaLevy.

Siyam said that Hamas would no longer exchange security information with Israel, nor make arrests based on Israeli intelligence. Even Al-Qaeda terrorists are now officially welcome into PA-controlled areas, HaLevy explains.

As Hamas becomes a terrorist state and repudiates the agreements previously signed with Israel, Army Radio reports that France has been holding low-level talks with Hamas over the past few weeks, and that concern is growing that India, Japan and China will soon publicly recognize the terrorist organization. The United States, on the other hand, continues to reiterate its refusal to recognize the terrorist organization it outlawed several years ago. The European Union has also outlawed Hamas, and Canada recently cut off funding to the PA.

Siyam said that Hamas would not hurt its own interests by refusing to talk with Israel on non-security matters. "We will continue to have contacts on daily matters such as health, agriculture and commerce," he said.

Siyam's belligerent statement was moderate in comparison with statements he made upon taking office last week. He said then that not only would he not order the arrest of terrorists who attacked Israel, but that Hamas would try to coordinate all military activity against Israel. He even appointed an Al-Aksa Brigades terrorist commander, Abu Hilal, as his ministry's spokesman.

2.  Atty.-Gen. Nullifies Agreement with Displaced Hevron Residents

Nine Hevron families peacefully evacuated their homes two months ago in exchange for a promise to be allowed to return - but Atty.-Gen. Mazuz has declared the agreement null and void.


Attorney General Menachem Mazuz determined today that the agreement, which was signed by Ayosh [Judea and Samaria] Division Commander Brig.-Gen. Yair Golan, did not comply with orders given by the Chief of Staff and the government, and is therefore retroactively canceled. The families who left their homes near the Machpelah Cave in the Avraham Avinu neighborhood now have no place to return to.

The area in question lies adjacent to the present-day Avraham Avinu neighborhood, and is by all accounts Jewish-owned - yet the Supreme Court ruled in 2003 that its present-day Jews must be forcibly evicted. The issue continued to be contested, but the expulsion was finally set for early 2006. A similar forced expulsion was about to be carried out in Amona, near Ofrah, at approximately the same time, and violence was expected in both areas. To avoid this scenario, the residents of Hevron came to an agreement with the army according to which they would leave voluntarily - even though they had no permanent homes to move to, and even though they had dozens of children - and would return approximately two months later after the legal issues had been settled.

It is this agreement that Mazuz has now nullified.

Rabbi Yisrael and Tzippy Shlissel, whose family of ten children is among the nine families in question, are now living in two caravans in Hevron's Tel Romeida neighborhood. Other families - one with four children and another with two - have moved in with their parents in Kiryat Arba, and the others are in similarly uncomfortable temporary quarters.

Sounding thoroughly disappointed in the integrity of the authorities, Rabbi Shlissel said, "Mazuz is simply lying. First he said that there was no agreement, and then he says that the agreement is no good, and then that no one knew about it or agreed to it; he sounds like the accused thief who said he never saw the object and that he merely borrowed it and that it was broken anyway... The government definitely knew about the compromise agreement, and we had ongoing negotiations with them... In any event, we will have to see if the government persists in not allowing us to return, and if so, then we will decide how to respond."

The area was emptied of its Jews during the Hevron massacre of 1929 when 67 Jews were slaughtered in their homes and synagogues. From the year 1540 until 1929, Jews lived on a large plot of land in Hevron, commonly known as "The Jewish Quarter." It was purchased by Rabbi Malchiel Ashkenazai, a refugee from the Spanish expulsion in 1492. Following the 1929 massacre and the exile of the community's Jewish population, the property, including houses and synagogues, was abandoned and left uninhabited.

In 1953, Jordanian troops assisted Hevron's Arab population in devastating the remains of the Jewish Quarter. The beautiful Avraham Avinu Synagogue was razed and turned into a goat sty, and apartment buildings were destroyed. Virtually nothing remained of the Quarter's earlier splendor. On part of the land, the Jordanians built an outdoor food market, which continued to operate even after Israeli liberated the city during the Six Day War in 1967.

Hevron is considered Judaism's second-holiest city because of the presence of the Machpelah Cave in which are buried Abraham, Sarah, Isaac, Rebecca, Jacob and Leah. It is located near Kiryat Arba, south of Jerusalem.

Over a decade ago, when Arab-initiated violence in Hevron was at one of its highs, the army decided to clear out the Arab store-owners in the marketplace. "The sole purpose for the closing," wrote Hevron Jewish Community David Wilder at the time, "was to provide security for the Jews in Hevron, [which had been] jeopardized by the hundreds of Arabs who frequented the market every day."

Several years later, after 10-month-old Shalhevet Pass was shot to death by terrorists with a bullet to her head, Jews decided to renew their title to the land, and began renovating the stores and turning them into inhabitable apartments. Eleven families moved in.

In response to a court suit by the Hevron Municipality and its claim that Arabs had occupied the area, the Supreme Court ruled that the Jews must leave. Hevron spokesman Noam Arnon said that the Court had "decided that the land should be returned to the Arabs, even though it is clearly Jewish land that was robbed from us."

After the army and the residents agreed on their compromise, Arnon said, "The Jewish property that was stolen from the Jews who were murdered in the pogrom of 1929 will not be given to their murderers. It will remain in Jewish hands, a tough and unnecessary clash has been avoided, and we will continue with our holy work of building Hevron."

Today, after Mazuz's decision to cancel the agreement, leaving the families high and dry, Arnon said, "Mazuz said two months ago that there was no agreement at all, but his announcement of today proves that he was wrong. We fulfilled our part, and we are confident that the state authorities, which represent truth and justice, will act appropriately and will fulfill their agreements."

"We are once again witness to the devious tactics employed by Mazuz's office and the Justice Department, just like in Amona... The agreement is a strong one, and we fulfilled it. If the State nullifies the agreement in a unilateral manner, we will consider our next steps."

3.  Coalition Picture Changes Once Again

The Central Elections Committee has awarded another Knesset seat to the Arab UAL-Taal party, at the expense of the Labor Party, thus changing the potential government coalition once again.

The Arab party had originally been awarded on Wednesday four seats after the counting of 99.7% of the votes, but lost it on Thursday after the counting of the late-arriving votes of soldiers and others. Last night, once again the see-saw swung up for UAL-Taal, the party of former Arafat-advisor Ahmed Tibi. It was found that some 550 votes for UAL-Taal in five polling stations had been mistakenly counted for the Herut party of Michael Kleiner, which was listed alphabetically next to the Arab party. The rectification of the mistake changed the proportions of the votes, causing Labor to lose a seat. Labor's "lost" seat had been gained because of a surplus-votes agreement it had signed with Meretz.

The new Knesset arrangement makes it slightly harder for Ehud Olmert to form a government coalition of his choice. A possible Kadima-Labor-Meretz-Pensioners coalition, for instance, now numbers only 60 MKs. Consequently, the negotiating positions of parties such as Shas, United Torah Judaism, and Yisrael Beiteinu have become enhanced.

UAL-Taal did not just happen upon the extra seat, but rather was spurred on to actively look for it after the party dropped from 4 MKs to 3. Several party members began to peruse the various results at the Central Election Committee headquarters, and found the Herut mistake. Other parties are now expected to follow in their footsteps and seek similar mistakes or problematic polling stations. Yisrael Beiteinu, for instance, is missing only some 150 votes in order to regain a Knesset mandate from the Likud.

The Labor Party has already taken action, reporting suspicious results in a secular moshav and in a Tel Aviv polling station. In both areas, Labor reports strangely low numbers for Labor and unduly strong support for United Torah Judaism.

President Moshe Katzav met with members of several parties today and heard their recommendations for Prime Minister. The leaders of the National Union-National Religious Party faction said they hoped an "emergency social government" could be formed by Labor's Amir Peretz, but this option is no longer a realistic one. The members of the Pensioners Party recommended Ehud Olmert of Kadima, and the UTJ party will do the same.

Ironically, the seat lost last night by Labor had been "occupied" by another Israeli-Arab, Shakeef Shanan. There will now be 11 Arab MKs in the 17th Knesset: two of Labor (Nadia Hilu and Ghaleb Majadle), and nine of the Arab parties, which also include a Jewish MK, Dov Hanin.

The number of MKs who identify themselves as religiously observant is at least 31. They are the MKs of Shas and United Torah Judaism, almost all of NU/NRP, three of Kadima (Ben-Sasson, Shneller, Elkin), one of Labor (Melchior), and at least one of Yisrael Beiteinu (Tartman).

4.  Voting Irregularities in the Arab Sector

First-hand testimony: Voting for several people at once, divvying up the votes of those who never voted, ballot-stuffing - all this and more occurs in the Israeli-Arab sector.

Gad Durlecher was the NU/NRP representative of the Elections Committee in the Jezreel Valley district. A retired IDF Colonel and a member of Kibbutz Sdei Eliyahu, he told Arutz-7 today of the election irregularities that regularly take place in the Arab sector:

"From my experience in elections here, I can tell you that vote-stealing and ballot stuffing is quite a routine phenomenon in the Arab sector...

"For instance, a man comes in holding four ID cards - his own and that of his family members - and the polling board people explain patiently to him why he can't vote in their name and must instead wait for the observers to leave...

"I saw a woman come in with three ID cards, including one for her grandfather; when I looked at the card, I saw that he was well over 100 years old; he probably died a long time ago, and they probably buried him in their yard without reporting his death and continue to receive pension payments for him as if he was alive...

"In another case, two observers whose papers I personally signed were told that their papers were forged and that they had to leave. In another case, some inspector came and took their papers for inspection - and then didn't return them; shortly afterwards, the polling station chairman asked for their papers, and when they couldn't produce them, he said they had to leave..."

Durlecher said that in some of these cases, he was able to intervene and salvage the situation.

"The main problem, of course, is that in many of the polling stations, the custom is that after the voting ends, they see who didn't vote, and then they start the trading - crossing out the names of those who didn't show up and adding votes as if they really did vote. Some of them can't control their appetite and even register votes for up to 99% up the voters - and that's why those polling stations were checked and disqualified by the Elections Committee.

"Unfortunately, in many cases, the Elections Committee people don't take our complaints seriously, and merely want to get through the day peacefully. Instead of the police and Interior Ministry people helping us to make sure the elections are clean, they make it harder for us - such as when they stopped our bus of volunteer observers on their way to polling stations in [the Israeli-Arab city of] Nazareth... In short, I would estimate that 1-2 mandates in the Knesset could be saved if we could stop these and other deceptive practices in the Arab sector."

One paid polling station board member, N.G. of Eli, told his story to Arutz-7's Baruch Gordon. (Click here to hear the Hebrew-language interview.) He related a number of irregular incidents that occurred during the day, saving the most serious for last:

"I was an official member of the Polling Station Board at Polling Station #1 in the village of Mash'had, north of Nazareth... At one point, a man came in with an ID of a woman who, he said, was outside in the car and couldn't come in. I said that the law is straightforward and that he couldn't vote in her name - but the chairman overruled me, and just asked the policeman to identify her, which he did, and that was that.

"Another man came with three ID cards, another one came with a woman's ID, and a young woman came with an old woman's card. At first I checked all the ID cards, as I was legally supposed to do, but after a while they realized that it wasn't good for them to have me stop these people from voting - and so, using threats and force, they stopped me from checking.

"Towards the end of the evening, they decided that they wanted me to leave. I told them that I had full rights to be there. [I called my superior, Gad Durlecher, who threatened them that he would have their entire polling station disqualified], and finally they had no choice but to allow me to stay. When the counting was completed, they saw that 300 people in their precinct had not voted. They told me straight out that their practice is to take the leftover votes and split them up amongst themselves [the Arab parties]. I said that this is against all ethics and integrity and the entire purpose of democratic elections - so then they offered me to take part in sharing the booty as well. But of course I refused... Finally the policeman saw what was going on and told them they couldn't do that. They didn't really listen to him, and continued to try to convince me, but it didn't work."

5.  Jewish Pioneering Continues in Old City

Members of the Elad Settlement Association have moved into two areas in the Old City of Jerusalem, where 20 Jewish families are set to live. The goal is to anchor Jewish presence all over the city.


One of the areas is a compound of two three-story buildings near the Seven Arches Hotel (formerly known as the Intercontinental Hotel) on the Mt. of Olives, overlooking the Temple Mount. The other is in the City of David neighborhood, southeast and below the Temple Mount area.

The Elad Association, which is backing the new acquisitions, has almost single-handedly built the Jewish neighborhood of Ir David in the City of David (Silwan) area over the course of the past 20 years. The group has purchased homes and found housing for well over 40 Jewish families.

One of the two new properties, the newest Jewish property in Ir David, is a three-building compound, currently being guarded and prepared for Jewish entry. The property was acquired by the Jewish National Fund some 80 years ago, but an Arab family by the name of Gozlan built a house there sometime before the Six Day War. In 1997, a court ordered the family to leave, but its move was delayed until recently, after Elad offered it some financial sweeteners.

The other property is located atop the Mt. of Olives, in an area in which the Jewish organization had not been able to make inroads.

6.  Attacks and Arrests as IDF Admits PA Involved in Rockets

Attempted terror attacks, the firing of Kassam rockets and an attempted kidnapping marked the last 24 hours. The IDF killed a wanted terrorist and arrested several other wanted men and infiltrators.


A Kassam rocket was fired from southern Gaza toward the western Negev Sunday evening. The rocket landed in the area of the security fence near Nir-Oz. Two more rockets were fired Monday – one in the morning and one in the afternoon.

The IDF has gone public with the fact that the Palestinian Authority's (PA) security forces are taking an active role in the firing of rockets at Ashkelon and the western Negev. "PA security forces moved into the evacuated territories, including evacuated areas in the northern Gaza Strip, and set up numerous posts in these areas," an IDF statement read. "Nonetheless, projectile rocket launchings from these areas, at times right by security forces' posts, has continued unabated. [On] March 30, 2006, the IDF warned Palestinian security forces located both in and near projectile rocket launching grounds to stay clear of the launching sites…The IDF has notified the head of Palestinian National Security of this decision, and has warned him to remove his forces from the areas in question. The IDF will not be responsible for Palestinian security personnel who are harmed as a result of an IDF response to Palestinian rocket-fire in these areas. It is important to note that, although this warning is also obviously directed towards Palestinian civilians, civilians are not present in these areas, which are mainly used by Palestinian security forces and terror cells."

Counter-terror Operations
The IDF killed a senior terrorist leader of the Tanzim terror group in Bethlehem Sunday night. The terrorist, Ra’ad Abiat, was responsible for numerous shooting attacks in the area south of Jerusalem, including the murder of Israelis Avi Boaz and Moshe Dayan in 2002. He was wearing an explosive belt when IDF troops caught up with him. Tanzim operates under the sponsorship of Yasser Arafat's Fatah terror group, now headed by PA chairman Mahmoud Abbas.

A second terrorist was also killed during the Bethlehem operation.

Elsewhere in Judea and Samaria, 13 terrorists were taken into custody. They were handed over to security authorities for interrogation.

Attempted Terror Attacks
An Arab male was arrested at the IDF’s Kalandia Checkpoint on Jerusalem’s northern border on Monday morning after he was found to be concealing a knife.

In Samaria, security forces found three pipe bombs between the communities of Itamar and Yitzhar. They were detonated without incident in controlled explosions.

Terrorists opened fire at IDF soldiers east of Bethlehem Monday afternoon, failing to inflict injury.

Sunday night, a car-jacking and attempted kidnapping took place on the Husan bypass road in Gush Etzion, according to beeper messages sent out by Judea and Samaria Police. A motorist told the IDF that three Arab males ran onto the road, entered his vehicle and forced him to drive from the location. Near the village of Nakhlin, the driver jumped out of the car and ran on foot in the direction of the Tunnels Road checkpoint.

Police and IDF arrived at the scene but failed to locate the car or the thieves. Police have declined to provide any further information on the case or about the driver. The Gush Etzion security headquarters had no further information on the incident, but stressed that the only evidence supporting the fact that there was an attempted kidnapping was the word of the motorist himself. They said that the only information they have on the incident was received from the IDF.

Infiltrations
The IDF apprehended four Arab men who infiltrated into Israel from Egypt through the northern Negev border. The four men are being interrogated by security forces.

IDF troops during also arrested five PA Arabs who had snuck past the northern Gaza border fence. They were turned over to security authorities. Another Arab man was caught sneaking in south Gaza's Kissufim Crossing.

Other Defense News
Canadian security officials decided to move former IDF Chief of Staff Moshe Ya'alon from his Toronto hotel due to the threat of an attack on the retired general a few days ago. Ya'alon was moved to another, undisclosed hotel in the Canadian city.

Meanwhile, General (res.) Amos Gilad, Director of the Policy and Political Military Bureau of the Ministry of Defense has downplayed the firing of a Katyusha missile from Gaza. Gilad told Israel Radio Sunday that the Katyushas in Gaza are not significant, despite their impressive 12.5 mile range, due to the low number of such missiles present in Gaza. Gilad declined to outline how he is certain of such an assessment due to Israel's absence along the Egypt-Gaza border since the Disengagement and long periods of unfettered transfer of goods across that border.

ADVOCATES CALL FOR PERMANENT SHELTER

A home for the homeless

About 400 people attended a candlelight vigil Sunday at the Wichita Public Library downtown, where community leaders spoke about the need for a permanent shelter for the city's homeless population.

The vigil, sponsored by Advocates for Ending Chronic Homelessness, was largely made up of members of local churches who think a permanent shelter will better address the needs of homeless people trying to make a transition to homes of their own.

That's far from what the city's homeless now experience, said Sandy Swank, director of housing and homeless services for Wichita Inter-Faith Ministries. She is also a board member for the National Coalition for the Homeless.

"It's ironic we're here at the library," Swank said. "If I were here with my homeless friends -- especially this many -- we'd all be arrested."

According to Advocates for Ending Chronic Homelessness, at least 700 people in Wichita on any given night sleep in shelters, under bridges, in missions or on the street. Of those, about a quarter are "chronically homeless" -- either continuously homeless for a year or more, or without a home four or more times in the past year.

Only 345 emergency shelter beds exist in Wichita, they say, and the local services that support the homeless are scattered throughout the city's core. Their fliers read: "15 years of temporary shelter is long enough!"

Last week, City Manager George Kolb and County Manager Bill Buchanan said they hope to create a task force to try to quantify the problem of homelessness in the Wichita area and determine what kinds of services are needed most. They hope to form the task force this month, with an August target for having a plan drafted.

 Tonight we got to speak to the city in front of the Library. We spoke out against the crimes against the Homeless. Attendance was small about 4 to 500, but we already have the Mayor's attention. They are calling for a task force to end the problem. You see it's an election year. The Majors office jumped right in and declared it a problem before we could speak out. They acted right after they got our invations to come. I sent you those articles already. We even had a state repasenative show up and talk about how bad it looked for Wichita to have so many on the street. Called it a shame........Se said she was calling city hall!

About 400 people attended a candlelight vigil Sunday at the Wichita Public Library downtown, where community leaders spoke about the need for a permanent shelter for the city's homeless population.

The vigil, sponsored by Advocates for Ending Chronic Homelessness, was largely made up of members of local churches who think a permanent shelter will better address the needs of homeless people trying to make a transition to homes of their own.

That's far from what the city's homeless now experience, said Sandy Swank, director of housing and homeless services for Wichita Inter-Faith Ministries. She is also a board member for the National Coalition for the Homeless.

"It's ironic we're here at the library," Swank said. "If I were here with my homeless friends -- especially this many -- we'd all be arrested."

According to Advocates for Ending Chronic Homelessness, at least 700 people in Wichita on any given night sleep in shelters, under bridges, in missions or on the street. Of those, about a quarter are "chronically homeless" -- either continuously homeless for a year or more, or without a home four or more times in the past year.

Only 345 emergency shelter beds exist in Wichita, they say, and the local services that support the homeless are scattered throughout the city's core. Their fliers read: "15 years of temporary shelter is long enough!"

Last week, City Manager George Kolb and County Manager Bill Buchanan said they hope to create a task force to try to quantify the problem of homelessness in the Wichita area and determine what kinds of services are needed most. They hope to form the task force this month, with an August target for having a plan drafted.
