1.  IDF Attacks, But Kassams Continue

Following ten Kassam rockets since Wednesday, the IDF barraged the Gaza Strip with shells and leaflets warning Gaza residents to stay away from Kassam launchers.

Palestinian terrorists in Gaza fired two Kassams at the Negev last night (Thursday), following eight other rockets in the previous 24 hours. One Kassam hit the city of Sderot, causing no damage.

Rocket fire from Gaza towards Israel has continually increased ever since Israel withdrew from Gaza last summer. The IDF reports that 430 Kassams have been fired since last summer, including 85 in March and 50 so far this month. Other reports have cited even higher totals. In addition to the recent introduction of 20-kilometer-range Katyusha rockets to the Gazan Arabs' arsenal, the accuracy and quality of the Kassams hitting Israel have improved.

The Israel Air Force attacked four targets in northern Gaza last night (Thursday). These included offices of the Al-Aksa Martyrs Brigades in Gaza City and Biet Lahiya used for planning terrorist attacks, a helicopter landing pad in Gaza City, formerly used by Palestinian Authority officials, and fields used as Kassam launching areas.

In addition, IDF artillery fire was directed both day and night at various targets in Gaza. Two security vehicles of PA Chief Abu Mazen were damaged, and a PA policeman was lightly hurt.

This morning, two Israel Navy ships attacked Kassam launching sites in Gaza.

2.  Today's Zionism Means Spreading Judaism

"After a generation of settlement and army-building, the time has come for a new Zionism: building true Jewish identity based on Jewish values." So said Rabbi Shimon Cohen at a Jerusalem seminar.


Educators and rabbis convened at a seminar sponsored by Machon Meir in Jerusalem this week, spotlighting the topic of "Face-to-Face" - meeting Israelis in their homes and re-introducing them to observant Zionist Jews and observant Judaism.

Rabbi Cohen, the head of the Beit Moriah Kollel in Be'er Sheva, said, "In today's world, taking up more space and attention than before is the 'individual.' We must talk the language the people speak, and show that we are on the same side. We must work on the simple fundamentals that we are familiar with from our upbringing and study, and turn them into the inalienable assets of the entire nation."

A recent phenomenon in religious-Zionist circles can be noted every Friday in many cities throughout Israel. Two or three youths set up a table in a public area - often outside the store of a willing store-owner - and offer Sabbath candles, tefillin and a smile to passers-by. Conversations that are struck up often lead to an appointment for further study on Jewish topics.

In one story among many, yeshiva students in Jerusalem went one step further. They decided to set up a Sabbath table on Friday night in a central area usually frequented by youths with nowhere else to go. After overcoming initial awkwardness on the part of both the "regulars" and the "visitors" clad in their Sabbath-best white shirts, the sincerity and joyous singing of the latter won out. After the breaking of the ice came discussions of substance. "Why don't you come back every week?" the yeshiva students were asked - and they said they would.

"We must fight ignorance by adding knowledge," Rabbi Cohen said. "We must increase much faith and confidence by coming with true love of our fellow neighbors... We see this process happening in Be'er Sheva; with an integration of the forces of all the yeshivot there, we will succeed in leading a process of dissemination of faith and Judaism throughout the country."

3.  Hamas: We Won't Lease Yesha Communities to Israel

Hamas, the outlawed terrorist organization that now governs the Palestinian Authority, has turned down a European plan to lease the lands of Jewish communities in Yesha to Israel.


A senior Hamas official called the European Union plan a new "plot" against the Palestinian nation. Arab affairs analyst Dalit HaLevy reports that Hamas plans not to help Ehud Olmert implement his "turning inward" plan in any way.

The European Union proposal is for Hamas to lease to the Jewish residents the lands on which they reside in Judea and Samaria. This would be an interim solution towards Olmert's planned withdrawal from most of the areas. Hamas says it opposes any Israeli plan to unilaterally determine the final borders.

In truth, Hamas does not recognize the idea of borders at all, long claiming that Israel has no right to exist. This is evident from many clauses in the Hamas charter and statements by Hamas leaders. For instance, the man now serving as the PA's foreign minister, Mahmoud A-Zahar, said on BBC in 2003, "I'm telling you frankly, the attitude of Islam is not to accept a foreign state in this area... This is the attitude of thousands and millions of people... Islam is a supreme power in this area, sooner or later we are going to achieve our power, our moral principles, our virtue, in order to implement a real state."

However, A-Zahar did say this week that Hamas might be willing to consider a two-state solution, but only "if it satisfies the Palestinian demands... If not, we will have to ask the people."

A European Union diplomat quoted in the Jerusalem Post this week proposed the leasing plan as an alternative to Israel's annexation of the settlement blocs. It calls for the residents of Yesha to continue to remain Israeli citizens, pay Israeli taxes, and be protected by the IDF - but to pay a rental fee to the Palestinian Authority for their homes.

Muhammad Barghouti, the Hamas Authority's minister of labor, said that the Western countries had failed in pressuring Hamas to recognize Israel, and that they are therefore seeking alternative ways to promote Olmert's diplomatic plans. "We will not be a partner, directly or indirectly, to the Israeli unilateral withdrawal plan," Barghouti said.

A report in Haaretz today stated that Hamas had offered Israel a form of ceasefire. Hamas is willing to stop terror attacks against Israel if Israel stops acting against the terrorist organizations. As of now, Hamas continues to live up to its word to do nothing to stop terrorism. Israel fears that the offer is merely a ploy to allow the terrorists to continue arming, and that Hamas will feel free to activate terrorists whenever it wishes.

4.  Jerusalem in the News

Western Wall stones checked, notes removed... Rabbis to sell chametz... Passover bus service...

A routine check of the stones of the Western Wall was carried out yesterday. Archaeologist Dan Bahat and engineerYossi Gordon oversaw the work. In addition, the thousands of notes and prayers wedged in between the stones were collected and removed, as they are done twice a year.

Also in Jerusalem, the city's neighborhood rabbis were authorized yesterday to sell the city's chametz - leavened products that are not allowed to be eaten or owned by Jews during the upcoming Passover holiday. Jerusalem Mayor Uri Lupoliansky and several neighborhood rabbis visited the home of leading sage Rabbi Yosef Shalom Elyashiv, and the mayor gave them the authorization. Rabbi Elyashiv said that city residents should sell their chametz only via neighborhood rabbis.

Because of the expected onslalught of visitors to the capital during the Passover holiday, private vehicles will not be allowed to enter the Old City from April 14 until April 18. Shuttles will be provided from the Supreme Court building and the Central Bus Station, and public bus service to the Old City will be stepped up.

Ladaat.net reports that the old downtown Edison theater, which has stood vacant and abandoned for many years, is now being renovated. The outside will not be touched, in accordance with the law regarding the preservation of historic buildings. The inside, however, will be turned into an 8-floor building of 62 apartments for families of the Satmar Hasidut. Some will be purchased by wealthy families from abroad, and others will be acquired on a "key money" basis by families in Israel.

5.  Israel Company Unveils New PDA/Cellular Email Technology

Israeli company Emblaze launched the world's first free and secure "push" email and PIM service.


The service, called “emoze” allows anyone with a mobile phone, Palm Pilot or Pocket PC to receive their email for free – in a similar fashion to the popular but expensive Blackberry device. The technology allows people to receive their work or home emails, as well as their Personal Information Manager (PIM) data - such as contacts and diary scheduling - on their mobile phone or PDA.

The service is free, whereas the Blackberry devices have been embraced mostly by senior executives. Emblaze CEO Eli Reifman told Reuters, "Blackberry is a phenomenal company, and they have a niche, the executives. Our product is not limited to the specific devices of a Blackberry. It's much more flexible and it's free."

The service can be activated while on the go and at any location on the globe with cellular service.

The technology, while built to support any mobile device, currently works with all Microsoft PocketPC devices, as well as Nokia, Samsung and Motorola’s combination PDA/cell phone devices. The company promises to expand the compatibility in coming months. Reifman says that the company seeks to render 80% of phones and Palm Pilots compatible within three months.

Haaretz comments: "Ehud Olmert's announcement Monday that the chairman of
the Yisrael Beiteinu faction, Avigdor Lieberman, will be a minister in the
government is astounding. Moreover, the silence of Labor Party chairman Amir
Peretz - who heard about the future appointment while conducting covert
negotiations with Olmert - is strange. This silence is akin to consent, and
it is outrageous. Before the elections, Peretz explicitly stated that he
would not agree to sit in a government with Lieberman. Now a few days after
he failed in his confused and misguided attempt to establish a right-wing
coalition, with National Union as its spine and the settlement rabbis as its
enthusiastic supporters, he appears to be someone whose desire to govern
spurs him to turn his back on all his principles... Olmert may think that
the invitation extended to Lieberman will be interpreted as an embrace of
the Russian immigrant population. He is mistaken. It is destructive to
accept the sectorial voting of some immigrants while ignoring the racist and
belligerent platform in order to pay a visit to a political 'home.'
...Lieberman, therefore, has no place in the government. What is right for
Olmert to do is 10 times more right for Peretz to do. If these two establish
an all-inclusive coalition that completely ignores the will of the voter,
that government will be forlorn and its days may be numbered."

Yediot Aharonot suggests that whoever brought Acting Prime Minister Ehud
Olmert and Labor Party Chairman MK Amir Peretz together should put his
mediation talents to work on the poverty, Kassam rocket, and Iranian nuclear
issues.

Yediot Aharonot, in its second editorial, asserts that, "In the current
situation there was hardly any alternative for Kadima and Labor except to
set up a government together," and calls on Acting PM Olmert and Labor Party
Chairman MK Peretz to allocate ministerial portfolios as a fait accompli and
quickly.

Hatzofeh calls on Labor Party Chairman MK Amir Peretz not to go back on his
promises regarding socio-economic issues.

Yediot Aharonot, in its third editorial, commends the Israel Police for
solving a prominent murder case.

The Jerusalem Post writes: "Beyond the moral imperative to bring [Slobodan]
Milosevic, Saddam [Hussein] and [Liberian leader Charles] Taylor to justice,
and for each to bear the consequences of his actions, there is the equally
essential element of deterrence. Taylor himself noted this effect, in the
aftermath of the indictment against him in 2003, saying, '[This] sets an
unhealthy precedent. Tomorrow it could be [other African leaders] Museveni,
Kagame, Mugabe, Gbagbo.' ...Precisely. The fact that some alleged war
criminals are facing internationally sanctioned legal action might just
temper the actions of other dictators and warlords."

Bush 'is planning nuclear strikes on Iran's secret sites'

The Bush administration is planning to use nuclear weapons against Iran, to prevent it acquiring its own atomic warheads, claims an investigative writer with high-level Pentagon and intelligence contacts.

President George W Bush is said to be so alarmed by the threat of Iran's hard-line leader, Mahmoud Ahmedinejad, that privately he refers to him as "the new Hitler", says Seymour Hersh, who broke the story of the Abu Ghraib Iraqi prisoner abuse scandal.

Some US military chiefs have unsuccessfully urged the White House to drop the nuclear option from its war plans, Hersh writes in The New Yorker magazine. The conviction that Mr Ahmedinejad would attack Israel or US forces in the Middle East, if Iran obtains atomic weapons, is what drives American planning for the destruction of Teheran's nuclear programme.

Hersh claims that one of the plans, presented to the White House by the Pentagon, entails the use of a bunker-buster tactical nuclear weapon, such as the B61-11, against underground nuclear sites. One alleged target is Iran's main centrifuge plant, at Natanz, 200 miles south of Teheran.

Although Iran claims that its nuclear programme is peaceful, US and European intelligence agencies are certain that Teheran is trying to develop atomic weapons. In contrast to the run-up to the Iraq invasion, there are no disagreements within Western intelligence about Iran's plans.

This newspaper disclosed recently that senior Pentagon strategists are updating plans to strike Iran's nuclear sites with long-distance B2 bombers and submarine-launched missiles. And last week, the Sunday Telegraph reported a secret meeting at the Ministry of Defence where military chiefs and officials from Downing Street and the Foreign Office discussed the consequences of an American-led attack on Iran, and Britain's role in any such action.

The military option is opposed by London and other European capitals. But there are growing fears in No 10 and the Foreign Office that the British-led push for a diplomatic solution to the Iranian nuclear stand-off, will be swept aside by hawks in Washington. Hersh says that within the Bush administration, there are concerns that even a pummelling by conventional strikes, may not sufficiently damage Iran's buried nuclear plants.

Iran has been developing a series of bunkers and facilities to provide hidden command centres for its leaders and to protect its nuclear infrastructure. The lack of reliable intelligence about these subterranean facilities, is fuelling pressure for tactical nuclear weapons to be included in the strike plans as the only guaranteed means to destroy all the sites simultaneously.

The attention given to the nuclear option has created serious misgivings among the joint chiefs of staff, and some officers have talked about resigning, Hersh has been told. The military chiefs sought to remove the nuclear option from the evolving war plans for Iran, without success, a former senior intelligence officer said.

The Pentagon consultant on the war on terror confirmed that some in the administration were looking seriously at this option, which he linked to a resurgence of interest in tactical nuclear weapons among defence department political appointees.

The election of Mr Ahmedinejad last year, has hardened attitudes within the Bush Administration. The Iranian president has said that Israel should be "wiped off the map". He has drafted in former fellow Revolutionary Guards commanders to run the nuclear programme, in further signs that he is preparing to back his threats with action.

Mr Bush and others in the White House view him as a potential Adolf Hitler, a former senior intelligence official told Hersh. "That's the name they're using. They say, 'Will Iran get a strategic weapon and threaten another world war?' "

Despite America's public commitment to diplomacy, there is a growing belief in Washington that the only solution to the crisis is regime change. A senior Pentagon consultant said that Mr Bush believes that he must do "what no Democrat or Republican, if elected in the future, would have the courage to do," and "that saving Iran is going to be his legacy".

Publicly, the US insists it remains committed to diplomacy to solve the crisis. But with Russia apparently intent on vetoing any threat of punitive action at the UN, the Bush administration is also planning for unilateral military action. Hersh repeated his claims that the US has intensified clandestine activities inside Iran, using special forces to identify targets and establish contact with anti-Teheran ethnic-minority groups.

The senior defence officials said that Mr Bush is "determined to deny Iran the opportunity to begin a pilot programme, planned for this spring, to enrich uranium".

Prominent on display at demonstrations around the country supporting
illegal immigration has been the flag of Mexico. The last time
demonstrators waved the flag of a foreign government in American
streets on such a scale was during the Vietnam War when New Leftists
were championing the cause of North Vietnam against the United
States. Those street people were mainly mush-brained college students
whose ignorance of world affairs allowed them to be manipulated by
their Marxist professors. This time is different. The protesters are
not just advocating a foreign cause, they are part of it. Most of the
Latino students boycotting classes in California and elsewhere should
not be in those classes to begin with, since they have no legal right
to even be in the United States. Indeed, their enrollment has
generated a financial drain on state and local budgets across the
country.

When the demonstrations started, I was in England. Media coverage
there combined the marches in the U.S. with the student protests in
France over labor reform. Again, the symbolism harkened back to the
chaos of May 1968 when student and labor union violence almost
collapsed the government of Charles DeGaulle. Aging radicals on both
sides of the Atlantic wish to recapture the dark chaos of the 1960s.

The United Kingdom has its own illegal immigration problems. On March
25, a Chinese gang leader was found guilty of the manslaughter of 21
Chinese illegal immigrants who drowned in Morecambe Bay two years ago
while harvesting shellfish at night. I watched with a mixture of
amusement and outrage as a self-styled spokesman for the Chinese
community claimed that the British Home Secretary should have been
the one indicted because immigration laws "forced" illegals to work
under hazardous condition because they cannot work in the open. A
dapper British businessman then argued for dropping the term
"illegal" in favor of "economic immigrant" so that firms could have a
ready supply of cheap labor.

These arguments are heard here too. But what may be "cheap" for a
company can be very expensive for the larger society. Some 40 percent
of the inmates in California prisons are illegal aliens, who saw
America as the land of opportunity for criminal pursuits. Our de
facto "open borders" policy cannot discriminate between those whose
ambitions are honest or dishonest. And no new system can solve this
problem if it is still possible to get into America and survive
outside the parameters of the law. Truly effective border security is
the pre-requisite for any system of legal immigration.

It is the prevention of border security that motivates both the
street protests and the Mexican government which is helping to
orchestrate them. The timing of the protests is not just connected
with legislation in the U.S. Congress, whose deliberations are long
and convoluted. The more direct link is to the summit between
President George W. Bush, Mexican President Vincente Fox and Canadian
Prime Minister Stephen Harper in Cancun March 30-31. Mr. Fox has
activated his fifth column in America as a diplomatic weapon. He has
been aided by a network of Spanish-language radio stations and
newspapers, elements in the Catholic Church and the usual variety of
left-wing "civil rights" groups like the National Lawyers Guild and
the ACLU. This movement poses a threat to U.S. security and
sovereignty that makes even the risk of terrorist infiltration across
the southern border pale in significance.

Mexican Foreign Secretary Luis Ernesto Derbez said March 27 that
border security could not be the only topic at Cancun. He said all
"must share responsibility so that those forced to migrate be
regulated by plans that include respecting their dignity." But what
has "forced" Mexicans to become illegal immigrants? The answer is the
sad fact that Mexico has become a failed state, which hopes to push
costs onto its northern neighbor so its corrupt elites can continue
in power without having to risk domestic reform.

In a series of newspaper ads in U.S. papers, the Mexican government
claimed it could do more to control its side of the border, but would
only do so if the U.S. adopts "a far-reaching guest workers scheme"
and that "Mexico should participate in its design, management,
supervision and evaluation." In other words, Mexico wants a role in
writing American laws for its benefit, and will use the pressure of
mass migration and fifth column political warfare to pressure
Washington into accepting its demands.

The proper response is to tell Mexico that if it is purposely
refusing to act as a responsible neighbor along the border, then it
will be held accountable for its actions and sanctions will be
imposed. In the aftermath of 9/11, the Bush administration declared
in its 2002 National Security Strategy a policy of "convincing or
compelling states to accept their sovereign responsibilities." This
is particularly applicable to Mexico, as it is a restatement of the
Roosevelt Corollary to the Monroe Doctrine as applied to Latin
America. "'Chronic wrong doing, or an impotence which results in a
general loosening of the ties of civilized society, may in America,
as elsewhere, ultimately require intervention by some civilized
nation" is how Teddy Roosevelt put it. The Fox regime cannot be
allowed to intervene in the U.S. political process or send its agents
into American streets with impunity.

At a March 27 naturalization ceremony for new American citizens who
attained their coveted status through the lawful process, President
Bush said "The first element is securing our border. Our immigration
system cannot function if we cannot control the border. Illegal
immigration puts a strain on law enforcement and public resources,
especially in our border communities. Our nation is also fighting a
war on terror, and terrorists crossing the border could create
destruction on a massive scale. The responsibility of government is
clear: We must enforce the border." It remains to be seen if he
adheres to this position at the Cancun summit.
