1.  IAF Strikes Gaza Terrorists and Training Camps

Israel's air force registered several successes against enemy elements over the Sabbath, taking out rocket-launching cells and terrorist training camps. Strikes continued Saturday night and Sunday.

Speaking to Army Radio early on Sunday morning, IDF Colonel (res.) Moshe Yogev, a senior Gaza area officer serving in the military reserves, had words of praise for Saturday night’s aerial assault targeting a Fatah training base in southern Gaza, near Khan Yunis.

Palestinian Authority (PA) sources reported 14 people were killed in the strikes, including members of the PA's armed security force.

Yogev pointed out that since Israel left Gaza during the summer of 2005, over 440 rockets were launched from PA-controlled Gaza towards western Negev communities. He added that he does not see any alternative to ordering ground forces back into Gaza to bring an end to the attacks.

IAF aircraft Saturday morning struck and killed two Palestinian Authority terrorists in northern Gaza. The two men, members of the Fatah-affiliated Al-Aksa Martyrs Brigade's Mujahideen units, were involved in Kassam rocket attacks on Israeli targets in the western Negev. The cell they were a part of was planning further rocket attacks, as well. Arab sources reported that a missile fired by an IAF plane struck a car carrying the two terrorists, killing them and seriously injuring a third person.

On Saturday night, IAF planes bombed a Fatah training camp in the southern Gaza Strip. Palestinian Authority sources report that between six and seven terrorists were killed in the strike. The facility, established on the ruins of the evicted Jewish community of N'vei Dekalim,was used by Fatah terrorists for training and attack preparations.

The Saturday night strike was the third for the IAF in 24 hours, as on Friday night the force successfully eliminated five armed men who had just left a terrorist training camp in Rafiach, on the Gaza-Egypt border. Among those killed was Iyad Abd Al-Ainan, an explosives expert of the Popular Resistance Committees (PRC), an organizational framework including Islamist and pan-Arabist terrorists.

An IDF spokesperson reported that the terrorists were killed as they left a PRC terror camp in their vehicle after completing weapons and other training. There were reportedly six terrorists in the targeted vehicle, although sources noted only five deaths.

The Hamas terrorist organization, currently the government of the Palestinian Authority, threatened to retaliate.

The IDF has decided to step up its pressure on terrorist organizations in Gaza in light of increasing rocket attacks on Jewish and Israeli targets in areas surrounding Gaza. An official military statement on the successful air strikes over the Sabbath said: "The citizens of Israel face a daily, indiscriminate terrorist assault, which includes suicide bombings, such as the attack in Kedumim last week, and rocket attacks, that caused great damage yesterday to a factory in Israeli territory north of the Gaza Strip. The IDF will continue to act with increased intensity against any element carrying out terrorism or supporting it, in order to prevent harm to the citizens of the State of Israel."

Israeli forces continued to attack the approach paths to the area used by PA terrorists for launching rockets at Negev-area Jewish communities. More than 40 Kassam rockets were fired from Gaza into the western Negev in the past week, with one landing in PA-controlled territory Saturday night, as well.

The police and military are moving to high terrorism alert starting tomorrow. The move was decided upon as a precaution following the Gaza air strikes, as well as due to an increase in intelligence warnings of planned attacks and due to the general increased security ahead of the upcoming Passover holiday.

In a related development, security authorities reported that a person with affiliations to the international Islamist terror organization Al-Qaeda was taken into custody in Hizme, adjacent to Jerusalem's northern border on Friday. According to the report, the PA resident was enlisted to operate on behalf of Al-Qaeda in PA autonomous areas. He was turned over to General Security Services for interrogation.

2.  Hikers Return to Trails in Judea and Samaria

Israelis continue to hike and tour the hills, valleys, forests and natural springs of Judea and Samaria despite the threat of terror attacks. Dozens of tours are set for the upcoming Pesach holiday.


More than a thousand youth from B'nei Akiva chapters from northern Israel and the Haifa area traveled to Gush Etzion Sunday to hike the various trails in the region.

Organizers say that the hike is the largest since the outbreak of the Oslo War in September, 2000. They added that registration for the Gush Etzion trip was much higher than in recent years, when hikes had taken place mostly in the Golan Heights and the Negev.

The administration of the Kfar Etzion Field School expressed satisfaction with the large number of hikers – something they say is encouraging others to take part in such activities. Several hikes and day-trips around the Gush Etzion region are planned for over the Pesach holiday – and are open to the public. Organized hikes are being offered to Wadi Kelt, Hevron, the Herodion (in eastern Gush Etzion) and Tekoa. Daily tours of the Hariton Cave, the Herodion, the Cave of the Patriarchs and the natural springs along the Ein Hovila route will also take place.

On Monday April 17, an intermediate day of the Passover festival, the Samaria Tourism Association will provide guided tours of the Ancient Samaria National Park in Sebastia.

In the past, Sebastia had around 40,000 visitors a year, but it has been closed to visitors since the start of the Oslo War. In the interim, the IDF carried out occasional surveys of the site – uncovering, in recent years, illegal building, unauthorized Arab burial at the site and repeated robbery of antiquities from the ancient archeological areas by thieves.

In the past six months, the site was opened to Jewish visitors several times, allowing more than 2,000 visitors. A Jewish wedding ceremony was even held in Sebastia last week.

On Friday, April 14 – an intermediate day of Passover in Israel – the youth of the town of Kedumum have organized a march from the hitchhiking post in Karnei Shomron to Kedumim – the site where four people were murdered by an Arab terrorist two weeks ago.

"We will fearlessly express out faith in G-d and in the continuation of the process of the redemption – which proceeds with confident steps despite crises and falls," organizers said of the planned march along a route that has seen many murdered by Arab terrorists over the years. "We wish to radiate the fact that we are not losing hope and we are not despairing in the slightest. We will raise our heads and say with pride: 'We will not be frightened by either the Arab enemy or those who seek to weaken us from within.' We will declare loudly: 'Our spirit is steadfast and proud!' We are continuing and expanding."

At the conclusion of the march a ceremony will take place at the site of the murder.

On Sunday April 16, in the Binyamin region north of Jerusalem, a protest march is planned against the damage to the Land of Israel and to the fabric of normal life of residents of the region. The march will leave from Beit El toward Dolev and Talmonim; simultaneously marchers will leave from Dolev toward Beit El.

The route is between five and six hours by foot, though motorists and cyclists are welcome as well.

"We intend to protest the cutting off of the Beit El and Binyamin region from the Modi'in area," organizers say. Residents complain that the construction of the Jerusalem-area Partition Wall and the closure of the Atarot road and industrial area to Jews forces residents to travel far out of their way – harming not only quality of life, but livelihood.

"Against the current flow of surrender, restrictions, closures and checkpoints we will take to the open fields – strengthening the outposts and marching and traveling to every place in the Land of Israel," organizers declare on posters posted around Israel. "Instead of destruction will come expansion as well travel on the thoroughfares of our forefathers."

3.  Yisrael Beitenu Doesn’t Rule Out Unilateral Withdrawal

MK Yuri Stern a member of Yisrael Beitenu’s negotiating team, said that under certain conditions, his party would support further withdrawals from Jewish towns and territories in Judea and Samaria.

Stern proposes that the emerging guidelines for the Kadima-led government should state that “Israel will retain most of the territory and most of the Jewish residents of Judea and Samaria.”

Echoing his colleagues in Kadima, as well as those on the left, Stern added, “We’re interested in borders that will receive international recognition.”

In an interview with Channel 2 television, Yisrael Beitenu head Avigdor Lieberman, outlined the circumstances under which his party would oppose another unilateral withdrawal. “If it will be a withdrawal with no benefit, no compensation and no improvement in the security situation, then we will not be partners," he said.

Negotiations for establishing a ruling coalition of parties headed by Kadima and Acting Prime Minister Ehud Olmert, got off to rocky start this morning, as prospective coalition partners, particularly the Labor party and Shas began setting forth their conditions for joining the government.

Most of these parties key demands are budgetary, rather than political, athough the Labor party has been pushing strongly for an explicit declaration that Kadima will implement further unilateral withdrawals if negotiations with the Palestinian Authority on permanent borders prove futile.

While the Labor party has stated repeatedly that it will not join a coalition with the right wing Yisrael Beitenu, the latter’s position of not ruling out the possibility of another unilateral withdrawal might serve to soften Labor’s opposition to sitting at the same table as the boisterous Avigdor Lieberman.

Olmert’s said in his victory speech that he was planning on giving up parts of the land of Israel, despite lack of agreement with the PA, but specifically omitted mentioning his “convergence plan” by name in order to enable flexibility in coalition talks.

On previous occasions, Olmert has said that under his plan, dozens of Jewish communities in Judea and Samaria would be uprooted in order to enable Israel to establish a new border that would run parallel to the multi-billion dollar security barrier Israel is gradually completing roughly along the pre-1967 cease-fire lines.

David Glass, an attorney who heads Shas’ negotiating team, said that regarding issues relating to Judea and Samaria, Kadima representatives referred him to Olmert’s victory speech.

Glass said he would bring the speech to the attention of Shas leader, MK Eli Yishai, who would present it to Shas’ council of Torah sages, headed by Rabbi Ovadia Yosef. The council will ultimately decide whether the Shas party, which opposes further unilateral withdrawals, can live at least temporarily, with the obscure details of Olmert’s speech.

4.  Health Basket Falls Victim to Coalition Talks

The government has only approved about half of the recommended budget allocation for the health basket, due to concern over the need to conserve funds for use in enticing coalition partners.


The chairman of the committee tasked with the creation of a basket of medications subsidized by the government has threatened to resign due to the government's insistence to put off decisions on the basket until after coalition wrangling.

Professor Mordechai Shani, the chairman of the committee, expressed his outrage that the Kadima-run Finance Ministry had agreed to the introduction of just seven out of the 22 drugs recommended by the committee – an approval of less than half of the proposed budget.

In the end, the government approved a 300 million shekel increase –far below the 466 million the committee had recommended, but more than the 200 million that caused Shani to publicly threaten resignation.

Acting Prime Minister Ehud Olmert announced Sunday that the government was doing everything it could to provide for those in need of drugs.

Health union chairman Yoram Belsher, speaking with Army Radio, dismissed Olmert's statements. "He is refusing to approve the entire sum so that he can use the money to pay off prospective coalition partners."

Rabbi Yitzhak Levy (NU/NRP) also severely criticized the government for putting those dependent on such medications in such a precarious position. "The government is brutalizing the sick and making their very lives dependent on the results of coalition negotiations," he said. "I call upon the parties that pretend to represent social matters to announce the postponement of all coalition negotiations until the health basket is expanded as per the committee's recommendations."

Shas Chairman Eli Yishai gave his blessing to the decision to expand the basket, but said that there are many other areas in which citizens are in danger. "The widening of the health basket is not the end of of the line," he said. "We must – already today – begin discussing how to save more people – this is a national obligation."

A protest took place in front of the Prime Minister's Office Sunday. Taking part in the protest were patients whose drugs are not yet covered, as well as members of the committee. Drugs treating cancer, asthma, AIDS, certain mental illness, stunted growth and others are not included in the government's proposed basket.

5.  Private Solar Power Plant in the Negev?

After 14 years of activity abroad, Beit Shemesh-based Solel Solar Systems Ltd. is planning its first project at home, this month announcing plans for a solar-energy power plant in the Negev.

The Solel Company says that the Negev facility will be able to produce 150 megawatts and provide clean power to 300,000 homes. The company has already approached the state authorities, among them the Israel Electric Corporation, to obtain the necessary permits to build a private power plant in the region.

"Israel has the ideal conditions for producing clean energy," said Solel CEO Avi Brenmiller. "We expect that in 10-15 years about 10 percent of Israelis will consume clean solar energy and the percentage is expected to increase annually. This will totally change the energy market in Israel."

Construction of the Negev power plant was expected to cost about $350 million. Within 10 years, Solel intends to expand the facility to produce 500 MW of power daily, at a total investment of about $1 billion. The plant would use 70% solar energy and 30% natural gas to heat water for steam-based power production.

Solel's technology is used in nine commercial solar-powered plants in California, producing 350 megawatts of electricity for 500,000 people, as well as by power suppliers serving 150,000 homes in Nevada. The company, established in 1992, has its development and manufacturing center in Beit-Shemesh, near Jerusalem.

6.  Likud, Yisrael Beitenu Strategize Ahead of Coalition Talks

The coalition negotiating team of the Kadima party will be meeting with several parties' delegations on Sunday. The Likud and Yisrael Beitenu are preparing their demands.

The Kadima team, headed by Dr. Yoram Turbovitch, is to meet with the negotiating teams of the Labor party, Shas, Yisrael Beitenu and the Likud. The meetings are to take place at the Maccabiah Village in Ramat Gan.

The Likud party leadership is to hold a strategy session tomorrow morning, ahead of its 2:00pm meeting with the Kadima negotiators. The party will be deciding whether or not to consider entering a Kadima-led coalition, and, if so, under what conditions.

The chairman and founder of Yisrael Beitenu, Avigdor Liberman, meanwhile, stated that he will not rule out joining a Kadima government even if its platform includes a willingness to carry out further unilateral withdrawals from Judea and Samaria.

Speaking with Channel 2 TV, Liberman said, "We are in favor of establishing permanent borders for the State of Israel. If that principle will direct the diplomatic plans of Ehud Olmert, then we will be pleased and supportive. If it will be a withdrawal with no benefit, no compensation and no improvement in the security situation, then we will not be partners." In any event, Liberman added, he will not agree to compromise over control of the Public Security Ministry.

In recent days, Acting Prime Minister Olmert had several conversations with Liberman, in which the two leaders expressed a willingness to collaborate. Olmert also made it clear to Labor party chairman Amir Peretz that he intends to bring Yisrael Beitenu into the coalition.

On Saturday, Knesset Member Avshalom Vilan of the far-left Meretz party called upon Peretz to reject a coalition with Avigdor Liberman. Meretz chairman Yossi Beilin has stated unequivocally that his party will in no case sit in a government that includes Yisrael Beitenu. Vilan said that such a government will not move forward in its diplomatic initiatives and it will continue what he called "anti-social policies."

In reaction to the statements by the Yisrael Beitenu leader, Knesset Member Uri Ariel (National Union) said: "Liberman also spreads around promises to his voters and does not live up to his commitments, so that he can join a government that is planning to expel Jews - and all that on the eve of Passover." Speaking on Arutz Sheva radio, Ariel called on Liberman to "not be like the other parties whose word is worthless."

Regarding Liberman's emphasis on Israel's permanent borders, MK Ariel said, "The most important thing right now is to address the Israeli population in terms of its personal security and in terms of the sectors that need assistance, ahead of Passover and in general, such as the elderly and the unemployed."

Acting Prime Minister Ehud Olmert today (Sunday, April 9, 2006) held a
discussion on policy regarding Hamas following the swearing-in of the
Palestinian government. Defense Minister Shaul Mofaz, Foreign Minister Tzipi
Livni, Internal Security Minister Gideon Ezra, Minister Tzahi Hanegbi, IDF
Chief of General Staff Lt.-Gen. Dan Halutz, Israel Security Agency Director
Yuval Diskin, GOC Intelligence Maj.-Gen. Amos Yedlin, Coordinator of
Government Activities in the Territories Maj.-Gen. Yosef Mishlav, and
National Security Council Chairman Giora Eiland were among those attending.

Defense Minister Mofaz presented the security establishment's
recommendations on steps Israel should take following the rise of the Hamas
regime. Foreign Minister Livni presented the international community's
position.

Acting Prime Minister Olmert summarized the discussion as follows:

* Israel will not hold ties with the Palestinian Authority, which is a
hostile authority, and will act to prevent the administrative establishment
of the Hamas government.

* The Palestinian Authority is one authority and does not have two heads;
links with it will be reduced and no ties will be held with it. There will
be no personal disavowal of the Palestinian Authority chairman.

* Foreign visitors who meet with Hamas officials will not be received for
meetings with Israeli officials.

* Israel will coordinate with the international community regarding
humanitarian assistance for the needs of the Palestinian population, not via
the Palestinian Authority establishment.

* Subject to security considerations, the Gaza Strip crossings will be open
in order to allow the entry of humanitarian assistance into the Gaza Strip.

Olmert announced that these recommendations will be submitted for cabinet
approval soon.

INTRODUCTION
Esteemed Countryman:
The purpose of this guide is to provide you with practical advice that may prove useful to you in case you have made the difficult decision to search for employment opportunities outside of your country.
The sure way to enter another country is by getting your passport from the Ministry of Foreign Affairs, and the visa, which you may apply for at the embassy or consulate of the country you wish to travel to.
However, in practice we see many Mexicans who try to cross the Northern Border without the necessary documents, through high risk zones that involve grave dangers, particularly in desert areas or rivers with strong, and not always obvious, currents.
Reading this guide will make you aware of some basic questions about the legal consequences of your stay in the United States of America without the appropriate migratory documents, as well as about the rights you have in that country, once you are there, independent of your migratory status.
Keep in mind always that there exist legal mechanisms to enter the United States of America legally.
In any case, if you encounter problems or run into difficulties, remember that Mexico has 45 consulates in that country whose locations you can find listed in this publication.
Familiarize yourself with the closest consulate and make use of it.
DANGERS IN CROSSING HIGH RISK ZONES
To cross the river can be very risky, above all if you cross alone and at night.
Heavy clothing increases in weight when wet and this makes swimming and floating difficult.
If you cross by desert, try to walk at times when the heat will not be too intense.
Highways and population centers are far apart, which means you will spend several days looking for roads, and you will not be able to carry foodstuffs or water for long periods of time. Also, you can get lost.
Salt water helps keep liquids in your body. Although you may feel more thirst if you drink salt water, the risk of dehydration is much less.
The symptoms of dehydration are:
—Little or no sweat.
—Dryness in the eyes and in the mouth.
—Headache.
—Tiredness and excessive exhaustion.
—Difficulty in walking and thinking.
—Hallucinations and visions.
If you get lost, guide yourself by lightposts, train tracks, or dirt roads.
BEWARE OF HUMAN TRAFFICKERS (COYOTES, POLLEROS)
They can deceive you with assurances of crossing in a few hours through the mountains and deserts. This is simply not so!
They can risk your life taking you across rivers, drainage canals, desert areas, train tracks, or highways. This has caused the death of hundreds of persons.
If you decide to hire people traffickers to cross the border, consider the following precautions:
Do not let them out of your sight. Remember that they are the only ones who know the lay of the land, and therefore the only ones who can get you out of that place.
Do not trust those who offer to take you to “the other side” and ask you to drive a car or to take or carry a package for them. Normally, those packages contain drugs or other prohibited substances. For this reason, many people have ended up in jail.
If you transport other persons, you can be confused with a human trafficker, and they can accuse you of the crime of trafficking or auto theft.
Do not entrust your minor children to strangers who offer to take them across to the United States.

DO NOT USE FALSE DOCUMENTS OR THOSE THAT DO NOT BELONG TO YOU, NOR DECLARE A FALSE NATIONALITY.
If you try to cross with false documents or those of another person, take into account the following:
To use false documents or those of another person is a federal crime in the United States, for which you can be tried in a criminal proceeding and end up in jail; likewise if you use a false name or say that you are a citizen of the United States when you are not one.
Do not lie to officials of the United States at ports and points of entry.
IF YOU ARE ARRESTED
Do not resist arrest.
Do not assault or insult officials.
Do not throw rocks or objects at officials or at patrols since this is considered a provocation by those officials.
If they believe themselves to be under attack, it is likely that they will use force to arrest you.
Raise your hands slowly so that they see you are not armed.
Do not have in your hands any object that could be considered a weapon such as spotlights, screwdrivers, pocket knives, knives, or rocks.
Do not run or try to escape.
Do not hide in dangerous places.
Do not cross high-speed highways.
It is better to be arrested for a few hours and repatriated to Mexico than to get lost in the desert.
IF THEY ARREST YOU, YOU HAVE RIGHTS!
Give your real name.
If you are a minor accompanied by an adult, tell the authorities so they do not separate you.
Your rights are:
To know where you are.
To ask that they allow you to contact a representative of the closest Mexican consulate for assistance.
Not to make statements or to sign documents, above all if they are in English, without the advise of a defense lawyer or Mexican consular representative.
To receive medical attention if you are injured or in delicate health.
To be respected in your person and to receive dignified treatment without regard to your migratory status.
To have safe transport.
To have food and water whenever you need it.
You are not obligated to state your migratory status at the time of arrest.
You have the right not to be beaten or insulted.
Not to be held incommunicado.
In case they take away your things, ask for a receipt so that you can claim them upon release.
It is important that you inform your lawyer or Mexican consular representative who visits you of any infringement of these rights. Also inform the closest office of the Ministry of Foreign Affairs in Mexico.

IN CASE OF ARREST
If you are sentenced for a crime or you are jailed and facing a criminal proceeding, you have the following rights:
Not to be discriminated against by the police, the courts, or prison officials.
To receive visits by Mexican consular personnel and members of your family.
To receive legal representation without conditions and obstacles.

If you are facing a criminal proceeding and you have not yet been sentenced, ask your lawyer or consular representative about pleading guilty.
Do not declare yourself guilty without first consulting your lawyer about the chances of winning your case.
It is important that you know the laws of the state where you live and work since the laws in each one are different. Consider the following advice:
If you drink, do not drive, since if you do not have documents, you can be arrested and deported.
If a legal resident is convicted more than twice for drinking under the influence, he can be deported.
Do not drive without a drivers license.
Respect traffic laws and use your seatbelt.
Do not drive without insurance and do not agree to drive a stranger’s car.
Do not let strangers into your car.
If when driving, you commit a traffic infraction and you are stopped by the police, place your hands on the steering wheel and do not get out of the car until the officer requests that you do so.
Avoid calling attention to yourself while you normalize your stay or process your documents to live in the United States.
The best way is not to change your routine of going from your job to your home.
Avoid noisy parties. The neighbors can get annoyed and call the police, and you can be arrested.
Avoid getting involved in fights.
If you go to a bar or night club, and a fight starts, leave, since in the confusion you could be arrested even though you have done anything.
Avoid family or domestic violence. As in Mexico, it is a crime in the United States.
Domestic violence is not only physical, but it also includes threats, screaming, and ill-treatment.
If you are accused of domestic violence against your children, spouse, or some other person who lives with you, you could go to jail. In addition, the Child Protective Service could take away your children.
Do not carry firearms, knives, or other dangerous objects.
Keep in mind that many Mexicans are dead or in prison for that.
If the police enter your house or apartment, do not resist. However, ask for a proper warrant. It is better to cooperate and to seek to communicate with the closest Mexican consulate.

The Ministry of Foreign Affairs has 45 consular offices in the Interior and on the Southern Border of the United States of America whose function is to help you. Remember, if you have been arrested or are serving a prison term, you have the right to communicate with the closest Mexican Consulate.
